Shri Agarwal was Joint Secretary, Ministry of Skill Development, Entrepreneurship, Youth Affairs & Sports, Government of India. Shri Agarwal is an Electrical Engineer from Punjab Engineering College, Chandigarh.

We have a request.Me and my colleague Dr. Rudolf Buntzel are a joint team of researchers. We are commissioned to do study by a civil society group ‘Pragati Abhiyan’ based in Maharashtra and a German NGO ‘ Bread for the World’. We are supposed to look into matters of food marketing in India in order to shed light on the question of the role of food standards in the development of retail sector in India. One of the key questions we are interested in is how much global food standards on quality, sanitary and sustainability have penetrated the Indian food markets, and whether there are attempts by the Indian Government to set and define own standards more in conformity with the needs and conditions of Indian domestic producers and consumers.
