Ms. Nivedita Shukia Verma IAS (Uttar Pradesh 1991) presently Secretary- Department of
Administrative Reforms & Public Grievances and Department of Pensions & Pensioners Welfare has been given the additional charge of the post of Secretary- Ministry of Development of North Eastern Region upon relinquishment of the charge of the post by Shri Sanjay Jaju IAS (Telangana 1992) .
The position of Secretary, Ministry of Development of North Eastern Region (MDoNER), is among the most significant administrative assignments in the Government of India. As the administrative head of the Ministry, the Secretary plays a pivotal role in formulating, coordinating, and monitoring developmental initiatives aimed at accelerating the socio-economic transformation of the eight North Eastern States of India. The office carries immense responsibility, given the strategic importance, cultural diversity, and developmental aspirations of the region.
The Ministry of Development of North Eastern Region was established with the objective of providing focused attention to the unique needs and challenges of the Northeast. The region comprises the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, each possessing distinct geographical, cultural, and economic characteristics. The Secretary serves as the principal executive authority responsible for ensuring that the Ministry’s vision and programmes are translated into effective developmental outcomes.
One of the foremost responsibilities of the Secretary, MDoNER, is policy formulation and strategic planning. The Northeast possesses vast potential in sectors such as tourism, agriculture, horticulture, bamboo, handicrafts, renewable energy, and cross-border trade. The Secretary works towards creating a conducive ecosystem for investment, entrepreneurship, and industrial growth while ensuring that economic expansion remains environmentally sustainable and socially inclusive.
Given the Northeast’s strategic location and its proximity to several international borders, the Secretary also contributes to initiatives supporting regional connectivity and international cooperation. Programmes aligned with India’s Act East Policy often involve strengthening trade corridors, improving border infrastructure, and enhancing economic linkages with neighbouring countries. These efforts have the potential to transform the Northeast into a gateway for regional commerce and connectivity.
Monitoring and evaluation form a critical part of the Secretary’s mandate. The officer regularly reviews the progress of projects and schemes, identifies implementation challenges, and facilitates corrective measures where necessary. This oversight helps ensure transparency, accountability, and measurable outcomes from public investments. Efficient monitoring is particularly important given the diverse geographical conditions and logistical complexities associated with project execution in the region.
The Secretary also serves as the principal advisor to the Minister on policy matters, administrative issues, financial planning, and programme implementation. The position demands a comprehensive understanding of governance, public administration, development economics, regional aspirations, and inter-governmental relations. Strong leadership and consensus-building abilities are essential for successfully managing the Ministry’s wide-ranging responsibilities.
