NHAI awards Allahabad Bypass and Lalitpur-Sagar-Lakhnadon for Rs. 6,584 Crore

The National Highways Authority of India (NHAI) is pleased to announce the successful awarding of Toll, Operate and Transfer (TOT) Bundles 11 and 12, spanning a combined length of 400 kilometers and valued at INR 6,584 crore. These two bundles, consisting of the Allahabad Bypass on NH19 in Uttar Pradesh and the Lalitpur–Sagar–Lakhnadon section in the states of Uttar Pradesh and Madhya Pradesh, were awarded following a re-invitation of bids.

In the first round of bidding for these two bundles, the process was called off, leading to a second round. In this second round, NHAI received bids that were INR 553 crore higher than the initial round. The financial bids were opened on Friday, October 27, 2023, and with the necessary approvals, the Letter of Award was issued to the successful bidder the following day.

The TOT Bundle 11, covering the 84-kilometer-long Allahabad Bypass on NH19 in Uttar Pradesh, was awarded to Cube Highways and Infrastructure Ltd. for INR 2,156 crore. Meanwhile, TOT Bundle 12, encompassing the 316-kilometer-long Lalitpur–Sagar–Lakhnadon section that traverses Uttar Pradesh and Madhya Pradesh, was awarded to IRB Infrastructure Trust for INR 4,428 crore.

Commenting on this significant achievement, NHAI Chairman Shri Santosh Kumar Yadav stated, “The Government’s steadfast support and encouragement have been instrumental in achieving our national monetization targets. We are delighted to have raised INR 6,584 crore from these two bundles, a significant contribution to the development of a world-class National Highway Network in the country.”

Under the TOT model, the concession period is 20 years, during which the concessionaires will be responsible for the maintenance and operation of the respective stretches. In return, they will collect and retain user fees in accordance with the prescribed fee rates under NH Fee Rules.

The TOT model was developed to promote private participation in the highway sector. NHAI has consistently awarded contracts for the tolling, operation, and maintenance of various National Highway stretches on a Toll Operate Transfer (TOT) basis. Notably, TOT Bundle-I, comprising nine projects totalling 681 kilometers of National Highways in the states of Andhra Pradesh and Gujarat, was awarded in 2018. To date, NHAI has successfully monetized 1,614 kilometers of projects for INR 26,366 crore (excluding TOT Bundles 11 and 12) through TOT and 636 kilometers of projects for INR 10,200 crore through InVIT.
