Who is IAS Naresh Pal Gangwar | Shri Naresh Pal Gangwar, IAS, is a seasoned civil servant with an illustrious career of nearly three decades marked by excellence in governance, policy formulation, and public service delivery. An officer of the Indian Administrative Service, he is presently serving as Additional Secretary in the Ministry of Environment, Forest & Climate Change (MoEFCC) and has now been appointed as the Secretary, Department of Animal Husbandry & Dairying. His professional journey reflects not only administrative depth but also versatility, having held critical assignments at both the Centre and in the state of Rajasthan.
Shri Gangwar’s academic credentials are equally impressive. He graduated in Electronics and Communication Engineering (B.E.) from the University of Roorkee, followed by an M.Tech. in Communication from IIT Delhi, both with outstanding results. To further strengthen his analytical and policy skills, he pursued an M.A. in Economics from the University of Rajasthan, achieving first class. He also completed an Advanced Diploma in Finance from NALSAR University, Hyderabad, which provided him with a strong grounding in financial systems and governance. This rare combination of technical, economic, and legal-financial expertise has allowed him to handle diverse challenges in governance with remarkable efficiency.
In his central deputation, Shri Gangwar has been a key figure in the Ministry of Environment, Forest & Climate Change. As Joint Secretary (2020–2022) and later Additional Secretary (2022–2025), he has played a significant role in policy planning and implementation on issues of environmental protection, climate action, and sustainability. His tenure has been marked by a balance of development priorities with ecological responsibility, reflecting his foresight and ability to engage with complex global challenges.
Before his central posting, Shri Gangwar served the state of Rajasthan in various senior capacities. As Agricultural Production Commissioner & Principal Secretary, Agriculture Department, he was instrumental in advancing agricultural reforms and supporting farmers’ welfare initiatives. His leadership in the Cooperation and Education Departments also showcased his vision for strengthening rural institutions, improving learning outcomes, and building capacities for future growth. As Principal Secretary in the Energy Department and later as Chairman and Managing Director of Rajasthan Energy Development Corporation, he contributed to the state’s energy policy, emphasizing renewable energy, efficiency, and sustainable power management.
Education has been one of the most prominent areas of Shri Gangwar’s service. He served for several years as Secretary to the Government in the School Education Department of Rajasthan, during which he worked tirelessly to enhance educational access, infrastructure, and quality, benefiting lakhs of students across the state. His leadership at the Rajasthan Council of Primary Education reinforced the foundations of primary schooling and child welfare programs, ensuring that education reached the grassroots level in an inclusive manner.
His distinguished service also includes key roles in planning, transport, tourism, industries, health, and personnel management. As District Collector and Magistrate in multiple districts including Jodhpur, Jhalawar, Bharatpur, Tonk, and Sawai Madhopur, Shri Gangwar earned recognition for his administrative acumen, strong law and order management, and people-centric governance. These assignments provided him with deep grassroots insights and a hands-on approach to governance.
From his early years as Additional Collector in Udaipur and Sub-Divisional Officer in Rajasthan, to his leadership in state-level departments and central ministries, Shri Gangwar’s career reflects a steady progression of responsibilities, each handled with integrity and dedication. His tenure in the Health & Family Welfare Department, both as Director and Deputy Secretary, also highlighted his contribution to strengthening healthcare systems in the state.
