    Sub: Poor Patrolling / Growing Menace of Thieves in Prem Nagar locality at Ward No.11S, AC 28 (Tilak Nagar / Janak Puri ) increasing theft and snatching cases a routine practice – Lack of coordination, inefficient & mismanagement team of officials on duty to listen/attend phone calls during day and night of residents in case of urgency for security and safety of senior citizens, aged women, patients, etc to avoid facing instances relating to entry of anti-social elements, eve-teasing, snatching of chains, etc. including stealing of precious belongings from front & back doors in residential area. Moreover, no houses which are locked even for a few hours during the day is safe. Prayer for immediate steps to stem tide of insecurity – No solution except change of officers on duty! Is there any authority to deploy dedicated team in Prem Nagar locality for active coordination and approach because policeman is a rare sight in this crowded and growing locality – Burglary too is on the increase?
    (Previous complaints forwarded by the office of CP, Delhi Police to DCP West Delhi are available and entered in the office of Reader to SHO, Hari Nagar Thana but Area In charge has no time to bring up the issues before DCP for decision in principle.

    Being the Senior Citizen, Retired Class I Officer and also Member of the Executive Body of the Prem Nagar Residents Welfare Association (PNRWA), Prem Nagar Colony in Ward No. 11S AC 28 (Thana Hari Nagar) in its meeting held on 10th March, 2019 at 10.30 AM in Prem Vatika wherein 25 Members of the Association were also present including Senior Citizen, Old & Active 7 Women, Teacher-Professors, Class I Officers of Govt of India in addition to supporters for the present government and legal practitioners have now decided to write to your esteemed self to express our deep concern over the increasing crime rate in our locality “Prem Nagar Ward No.11S”, and the police’s lackadaisical approach to the gravity of the situation. The incidents of thefts, jewellery and purse snatching, mobile snatching, eve-teasing, and vandalism are on the increase. There is an atmosphere of insecurity and fear in the entire locality. No resident dares to go out after the dark.

    In this connection, we the residents of the locality had lodged written complaints to the SHO under intimation to the Commissioner of Police but due to shortage of staff on duty they were unable to spare for permanent patrolling by the cops between 9.00 AM to 5.00 PM. In spite of our repeated complaints, no action has been taken either by the SHO or in his absence by additional SHO till now. It is crystal clear that there is no use to write to the concerned Hari Nagar Thana to put some cops on permanent duty in our locality who would always be available to rush for our assistance within no time.

    The patrolling of the police should be more often. These measures can really help to improve the existing critical situation but we can never expect such type of cooperation from the staff on duty nowadays. WE have several instances to explain including recorded clippings which clearly states that Area In charge & his team on duty are not in a position to be available all the times in Prem Nagar locality because they are compelled to take round in all the areas allocated as per their duty chart placed on the Notice Board in Hari Nagar Thana. Most of the times, it has been noticed that outsiders (boys-girls, etc.) sit in the four Public Parks for Gundagardi, Planning, etc. for anti-social activities in our locality but beat officers have no time to visit in Public Parks, etc.

    The President of PNRWA had earlier also tried to see you in person but due to busy schedule all the times, we could not meet you and now looking forward to receive a line in reply since satisfaction of all our residents, is our objective to achieve success in this scenario, for which mutual understanding with DCP/ACP is more important to seek intervention in case of emergency as a special case odd hours.

Copy for information and necessary intervention of the appropriate authorities, as per practice in force and coming under the jurisdiction of the Chairman, Public Grievances Commission, Government of NCT of Delhi, M-Block, Vikas Bhawan, I.P.Estate, New Delhi: 110 002 since the earlier requests made before concerned departments by Senior Citizen and aged women who are compelled to face problems just because of non-cooperation till now, some of them had already expired in the accidents / quarrel between encroachers who are hurdle, for no remedial measures in the interest of society as a whole.

    2. The Secretary (Home), Ministry of Home Affairs, Government of India, North Block, New Delhi: 110 001. No option left except to pray before you to listen in the interest of society, to support and encourage for implementation of MOTIVE LOGO in the interest of “Services for the Nation ‘ Delhi Police Saidave Aapkay Saath” – Local authorities at ground level, have no time at least to listen our grievance in principle and as an audience to justify the factual information submitted as above, for kind perusal and necessary direction please.

    3. The Lieutenant Governor, Delhi Government, Delhi for intervention since above two subject grievances are being disposed off by the office of ACP concerned with no action at their end and hope necessary direction may be issued to the concerned DCP Police Headquarters & concerned zones taking into account the jurisdiction comes under the purview to maintain law and order situation. The President & Members of Prem Nagar Residents Welfare Association will feel obliged if you could issue necessary instruction to resolve subject grievances in close association with the Association.

    5. The Director, Central Bureau of Investigation, South Block, Hutments, New Delhi – Video recording matching voice for encouraging corruption amongst senior officers, for evaluation & transfer with immediate effect in West Zone are being sent in the form of video recording.
