Mithileshwar Thakur joins as Secretary General – Apparel Export Promotion Council

Shri Mithileshwar Thakur has recently assumed the position of Secretary General at the Apparel Export Promotion Council (AEPC), Ministry of Textiles. He brings with him extensive experience in both the government and private sector, having served in various capacities.

Mr Thakur is a member of the ’89 batch of the Civil Service and has achieved notable accomplishments throughout his career. He holds the distinction of being a Gold Medalist and Topper in B. Tech. and has received merit scholarships. He was also among the top-ranked candidates in the Combined Engineering Services Examination conducted by UPSC. Prior to joining the civil services, he was selected as a member of the Indian Railways’ Indian Revenue Service (Member Engineering) and has worked as an engineer at esteemed companies such as Tata Steel, Tata Motors, and NTPC.

In his new role as Secretary General of AEPC, Mr Thakur emphasizes investment, innovation, and integration of the value chain as the key drivers for exponential growth in the Indian textiles and apparel sector. He believes that building scale, enhancing skills and technology, diversifying the product range, and strengthening the Brand India are crucial to aligning the industry’s approach with the government’s vision of making India a favored textiles destination.

Previously, Shri Thakur served as Additional Director General in the Ministry of Commerce and Industry, where he played a significant role in formulating and implementing India’s Foreign Trade policy, administering trade remedy measures, and amending rules related to anti-dumping, anti-subsidy, and safeguard measures. He was also involved in negotiating Free Trade Agreements/CECA/CEPA.

Throughout his career, Shri Thakur has held various important positions and served on numerous committees related to trade and export promotion. He possesses in-depth knowledge of Customs, Excise, and GST laws and procedures, and his areas of interest include Intellectual Property Rights and Cyber Laws. He has been a visiting faculty member at esteemed institutions such as IIT Kharagpur, National Academy of Customs, Excise & Narcotics (NACEN), IIFT, Foreign Service Institute, Centre for WTO Studies, and Law Centre (DU). He has also been a keynote speaker and panelist at international forums and prestigious events organized by notable organizations and chambers of commerce.

With his diverse experience and expertise, Shri Mithileshwar Thakur aims to contribute to the growth and development of the Indian textiles and apparel sector and help achieve the government’s vision for the industry.
