Who is Shri Maneesh Garg IAS? Senior Administrator with Extensive Experience in Elections, Education and Public Finance
Shri Maneesh Garg is a senior Indian Administrative Service (IAS) officer of the Himachal Pradesh cadre with more than two decades of experience in public administration, elections, education, finance, revenue administration, social justice and information technology. An engineer by education, he holds a B.Tech. degree in Electrical Engineering, in which he secured First Division. His career has taken him from field administration in Himachal Pradesh to important assignments with the Union Government and the Election Commission of India.
Shri Garg is currently serving as Deputy Election Commissioner in the Election Commission of India, New Delhi. Appointed to the position in September 2024, he holds an Additional Secretary-equivalent rank and is associated with the administration and management of electoral processes at the national level. The assignment represents one of the most significant responsibilities in his long administrative career, bringing his extensive experience in governance and public administration to the country’s electoral system.
Before joining the Election Commission of India, Shri Garg served as Chief Electoral Officer of Himachal Pradesh. In this capacity, he was responsible for overseeing the conduct and administration of elections in the state. His tenure as Chief Electoral Officer followed an important period of service with the Union Government, where he worked as Joint Secretary in the Department of School Education and Literacy in New Delhi from 2015 to 2022.
His central deputation in the education sector provided him with extensive experience in national-level policy formulation and programme implementation. As Joint Secretary, he was involved with matters related to school education and literacy, an area of critical importance to human resource development and the country’s social progress.
Shri Garg has also held several senior positions in the Himachal Pradesh Government. His experience includes serving as Secretary in the Home and Vigilance Department, Secretary in the Finance Department, Adviser for Plan Coordination and Secretary in the Public Enterprises Department. He has also served as Director of Public Finance and Director of Treasuries and Accounts, giving him considerable exposure to financial management, public expenditure and government accounting systems.
His administrative career has included important responsibilities in the fields of language, art and culture, women and child development, social justice and empowerment and minority welfare. As Director in the Social Justice and Empowerment Department and Managing Director of the Himachal Pradesh Minorities Finance and Development Corporation, he was associated with programmes aimed at supporting vulnerable and disadvantaged sections of society.
Shri Garg has considerable experience in district and divisional administration. He served as Deputy Commissioner of Chamba, Bilaspur and Kinnaur, and as Divisional Commissioner in Dharamshala and Shimla. These assignments provided him with extensive exposure to land revenue administration, development administration, law and order coordination, disaster management and the implementation of government schemes at the grassroots level.
His early career included serving as Assistant Commissioner (Development) in Nalagarh, Sub-Divisional Officer in Kullu and Additional Deputy Commissioner in Mandi. These field postings established the foundation of his administrative career and gave him practical experience in district governance and development administration.
Shri Garg has also worked in the technology and public enterprise sectors. He served as Managing Director of the Electronics Development Corporation and held responsibilities in the Industries and Information Technology Department of Himachal Pradesh. This experience provided him with an understanding of information technology, electronics development and the functioning of state enterprises.
A notable aspect of Shri Garg’s career is the breadth of sectors in which he has served. From district administration and finance to education, elections, technology, social justice, culture and public enterprises, he has handled diverse responsibilities at both the state and national levels.
With his current role as Deputy Election Commissioner, Shri Maneesh Garg continues to contribute to one of India’s most important constitutional institutions. His extensive experience in administration, policy implementation and election management has shaped a distinguished career spanning field governance, state administration, central government service and national-level electoral responsibilities.
