Major Police Reshuffle in Haryana – 17 IPS Officers Transferred to Key Positions
In a significant administrative overhaul aimed at strengthening policing, improving operational efficiency, and reinforcing law and order management across the state, the Haryana Government has ordered a major reshuffle involving 17 Indian Police Service (IPS) officers along with several Haryana Police Service (HPS) officers. The transfers and new postings have been implemented with immediate effect and include appointments to several crucial positions across the state police administration.
The reshuffle covers a wide spectrum of senior police appointments, including Commissioners of Police, Additional Directors General of Police (ADGPs), Inspectors General of Police (IGPs), Deputy Inspectors General (DIGs), and Superintendents of Police (SPs). Key wings such as the Crime Branch, Criminal Investigation Department (CID), State Vigilance and Anti-Corruption Bureau (SV & ACB), Haryana Armed Police (HAP), State Crime Branch (SCB), Special Task Force (STF), and training institutions have witnessed leadership changes under the latest administrative exercise.
The Haryana Government’s latest move is being viewed as part of a broader strategy to strengthen institutional policing mechanisms, streamline field administration, and ensure effective deployment of senior officers in sensitive and operationally important assignments. The reshuffle also reflects the state’s continued focus on improving coordination between intelligence, investigation, vigilance, and law enforcement units.
One of the most notable appointments in the reshuffle is that of senior IPS officer Shri Shatru Jeet Kapur, who has been posted as the new Commissioner of Police, Gurugram. Kapur, a 1998-batch IPS officer, was earlier serving as Commissioner of Police, Panchkula, while also holding the additional charge of ADGP/Crime and Director of State Crime Records Bureau (SCRB), Haryana. His posting to Gurugram, one of the most strategically important and rapidly growing urban policing zones in the state, assumes significance amid increasing demands for urban security management and cybercrime control.
Another important change involves Shri Vikas Arora, also a 1998-batch IPS officer, who has been transferred from the post of Commissioner of Police, Gurugram and appointed as ADGP/Administration at the Police Headquarters in Panchkula. The posting places him in a crucial administrative role responsible for personnel management, coordination, and policy implementation within the state police system.
Senior IPS officer Smt. Charu Bali, a 1995-batch officer, has been appointed as ADGP, Bhondsi Police Complex, Gurugram. She was previously serving as ADGP/Training Centre (TC), Bhondsi, while additionally handling responsibilities of Bhondsi Police Complex and ADGP, State Vigilance & Anti-Corruption Bureau, Haryana. The new posting consolidates her responsibilities within the Bhondsi Police Complex, a key police training and administrative institution in Haryana.
Dr. Manoj Ravi Kiran, a 1996-batch IPS officer who was serving as ADGP/Central Range, Karnal, has now been posted as ADGP, State Vigilance and Anti-Corruption Bureau, Haryana Police. His appointment is expected to strengthen vigilance operations and anti-corruption monitoring mechanisms within the state administration.
Another senior officer, Shri K K Rao, a 1996-batch IPS officer, has been transferred from the post of ADGP/Hisar Range to ADGP, RTC Bhondsi. The Regional Training Centre at Bhondsi plays an important role in police capacity building and professional training.
The reshuffle has also brought changes at the Inspector General level. Shri Rakesh Kumar Arya, a 2003-batch IPS officer, has been transferred from the State Crime Records Bureau to take over as IGP, Crime Branch, Haryana. His appointment comes at a time when the state police is increasingly focusing on organized crime, cybercrime, and inter-state criminal networks.
Shri Abhishek Jorwal, an IPS officer promoted from the State Police Service (SPS) cadre of the 2004 batch, has been transferred from the CID, Haryana to IGP/Karnal Range. The Karnal Range is considered strategically important due to its geographical and operational significance.
Similarly, Shri Om Prakash, another SPS-promoted IPS officer of the 2006 batch, has been moved from Haryana Armed Police (HAP), Madhuban to South Range, Rewari as IGP. The South Range covers several sensitive districts and requires close coordination in law and order as well as crime control operations.
Smt. Mamta Singh, a 2007-batch IPS officer, has been appointed as IGP, Haryana Armed Police, Madhuban, Karnal along with the additional responsibility of IGP/RTC Bhondsi. She was earlier serving as IG, South Range, Rewari. Her experience in field policing is expected to contribute significantly to strengthening armed police operations and training administration.
Another significant appointment is that of Shri Kuldeep Singh, a 2007-batch IPS officer, who has been posted as IGP/Hisar Range. He was earlier serving as IGP/HSIIDC, Panchkula and IG, Law & Order, Haryana. Hisar Range remains one of the major policing jurisdictions in the state.
At the DIG level, Shri Hamid Akhtar, a 2008-batch IPS officer, has been transferred from DIG/SCBC Haryana to DIG/HAP Madhuban. Shri Surinder Pal Singh, an SPS-promoted IPS officer of the 2010 batch, has been shifted from DIG/HAP Madhuban to DIG/CID Haryana.
The reshuffle has also assigned additional responsibilities to certain officers. Shri Rajender Kumar Meena, a 2011-batch IPS officer currently serving as DCP, Sonipat, has been given the additional charge of DCP, Haryana State Narcotics Control Bureau (HSNCB). Likewise, Shri Mahavir Singh, also of the 2011 batch, presently DIG/RTC Sunaria, Rohtak, has been assigned additional charge as DIG, HSNCB.
Shri Sunil Kumar, a 2012-batch IPS officer serving as SP/State Crime Branch in the rank of DIG, has been posted as Officer on Special Duty (OSD), SCB Haryana and Office of DIO, HSNCB, Panchkula.
In another key field-level posting, Shri Surinder Singh Bhoria, a 2014-batch IPS officer, has been appointed as SP, Special Task Force (STF), Panchkula and SP, Commando, Newal Karnal. The STF plays an important role in combating organized crime and special operations within the state.
Young IPS officer Ms. Aditi Singh, a 2021-batch officer who was awaiting posting, has now been appointed as SP, State Vigilance and Anti-Corruption Bureau, Gurugram. Her posting is being seen as part of the government’s effort to strengthen vigilance operations in key urban centers.
The Haryana Government has also reshuffled several Haryana Police Service (HPS) officers. Shri Siddharth Dhanda HPS, who was serving as SP Telecom, Panchkula along with additional charge of ERSS, has been transferred as SP, State Crime Branch Haryana. Ms. Poonam HPS has been shifted from SP/SV & ACB Gurugram to SP/SCB Haryana, while Ms. Pooja Dabla HPS has been posted as SP/ERSS Panchkula.
The latest reshuffle is expected to enhance coordination between various policing units and improve administrative efficiency across the state. With leadership changes in crime investigation, vigilance, intelligence, training, armed police, and urban policing, the Haryana Government appears focused on strengthening institutional accountability and operational preparedness.
The transfers are also likely to play an important role in addressing emerging challenges such as cybercrime, organized criminal activities, anti-corruption enforcement, urban policing demands, and inter-agency coordination. The reshuffle underscores the Haryana Government’s continued emphasis on effective governance, professional policing, and strategic deployment of senior officers in critical assignments.
