Major AGMUT Cadre Transfers | 61 IAS & IPS Officers shifted Across AGMUT Segments
New Delhi, July 9, 2026: In one of the most significant cadre management exercises in recent months, the Ministry of Home Affairs (MHA) has ordered the transfer and posting of 61 officers of the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) Cadre, comprising 21 IAS officers and 40 IPS officers, with immediate effect.
Issued with the approval of the Competent Authority, the order reflects the Centre’s continued emphasis on administrative balancing, strengthening governance across strategically important Union Territories and North-Eastern states, and ensuring optimal deployment of experienced officers across the AGMUT cadre.
The large-scale reshuffle spans Delhi, Jammu & Kashmir, Ladakh, Arunachal Pradesh, Goa, Mizoram, Puducherry, Chandigarh, Andaman & Nicobar Islands, Dadra & Nagar Haveli and Daman & Diu (DNH&DD), and Lakshadweep, affecting officers across multiple batches and levels of seniority.
The transfers are expected to significantly influence administrative leadership in several regions, particularly Jammu & Kashmir, Delhi, Arunachal Pradesh and Mizoram, where a sizeable number of officers have either been inducted or moved out.
IAS Officers Transferred
Among the IAS officers, Vivek Pandey IAS (2003 batch) has been transferred from Arunachal Pradesh to Delhi, while Garima Gupta IAS (2004 batch) moves from Mizoram to Delhi. Sanjay Goel IAS (2004 batch) has been shifted from Goa to Arunachal Pradesh, strengthening the administrative leadership in the northeastern state.
Pawan Kumar Sain IAS (2005 batch) and Amjad Tak IAS (2005 batch) have both been transferred from Arunachal Pradesh to Delhi, whereas Saugat Biswas IAS (2006 batch) moves from Arunachal Pradesh to Jammu & Kashmir. Shahid Iqbal Choudhary IAS (2009 batch) has been transferred from Jammu & Kashmir to Arunachal Pradesh.
The Ministry has also transferred Ajay Kumar Gupta IAS (2010 batch) from DNH & DD to Delhi, while Arava Gopi Krishna IAS (2012 batch) moves from DNH & DD to Ladakh.
Among the 2012 batch officers, L Kumar IAS has been shifted from Andaman & Nicobar Islands to Puducherry. Kesavan R IAS (2013 batch) has been posted from Puducherry to Lakshadweep, while Awanish Kumar IAS (2014 batch) moves from Lakshadweep to Delhi.
The reshuffle also includes Bhupesh Chaudhary IAS (2014 batch) and Shashanka Ala IAS (2014 batch), both transferred from Ladakh to DNH & DD.
Among relatively younger officers, Rishita Gupta IAS (2019 batch) has been posted from Delhi to Arunachal Pradesh, while Shweta Nagarkoti IAS (2020 batch) moves from Arunachal Pradesh to Delhi. R Giri Sankar IAS (2020 batch) has been transferred from Lakshadweep to Puducherry.
The order further shifts Mamta Yadav IAS (2021 batch) from Delhi to Jammu & Kashmir, W Punshiba Singh IAS (2022 batch) from Delhi to Lakshadweep, Ishita Rathi IAS (2022 batch) from Puducherry to Jammu & Kashmir, and Swati Sheemar IAS (2023 batch) from Jammu & Kashmir to Delhi.
IPS Officers Transferred
The IPS segment of the reshuffle is considerably larger, involving 40 officers across various ranks.
Senior IPS officer Vivek Kishore IPS (1999 batch) has been transferred from Arunachal Pradesh to Delhi, while Sindhu Pillai A IPS (2001 batch) moves from Andaman & Nicobar Islands to Delhi.
Nabam Gungte IPS (2003 batch) has been posted from Delhi to Arunachal Pradesh, and Chinmoy Biswal IPS (2008 batch) moves from Arunachal Pradesh to Delhi. Ajay Krishan Sharma IPS (2008 batch) has been shifted from Goa to Delhi, while A Koan IPS (2009 batch) moves from Andaman & Nicobar Islands to Delhi.
The reshuffle also includes Varsha Sharma IPS (2010 batch) from Goa to Delhi, Pratiksha Godara IPS (2011 batch) from Delhi to Andaman & Nicobar Islands, and Jitendra Kumar Meena IPS (2012 batch) from Andaman & Nicobar Islands to Delhi.
Further, Anil Kumar Lai IPS (2013 batch) has been posted from Puducherry to Delhi, while Rajesh Kumar Sharma IPS (2014 batch) moves from Jammu & Kashmir to Chandigarh.
Both Manjeet IPS (2015 batch) and Geetanjali Khandelwal IPS (2015 batch) have been transferred from Chandigarh to Delhi, while Satyawan Gautam IPS (2016 batch) moves from Arunachal Pradesh to Delhi.
Among 2017–2019 batch officers, Tanushree IPS (2017 batch) has been transferred from Jammu & Kashmir to Delhi, Pukhraj Kamal IPS (2018 batch) and Lokeshwaran R IPS (2018 batch) move from Mizoram to Delhi, Deepika IPS (2018 batch) has been shifted from Jammu & Kashmir to Puducherry, Vinit Kumar IPS (2018 batch) goes from Delhi to Chandigarh, while Gaurav Sikarwar IPS (2019 batch) moves from Jammu & Kashmir to Goa.
The 2019 batch also sees Vishnu Kumar IPS (2019 batch) moving from Delhi to Jammu & Kashmir, Arshi Aadil IPS (2019 batch) from Goa to Jammu & Kashmir, and Gaurav Tyagi IPS (2019 batch) from Mizoram to Delhi.
Among the younger officers, Angad Mehta IPS (2020 batch) has been transferred from Arunachal Pradesh to Delhi, while Tikam Singh Verma IPS (2020 batch) moves from Goa to Jammu & Kashmir.
The order also posts Rishi Kumar IPS (2021 batch) from Delhi to Arunachal Pradesh, K M Priyanka IPS (2021 batch) from Chandigarh to Jammu & Kashmir, and Utkarsha IPS (2021 batch) from Lakshadweep to Delhi.
Additionally, Pawan Kumar IPS has been transferred from Delhi to Ladakh, R Subash IPS from Puducherry to Delhi, Sikandar Singh IPS from Delhi to Puducherry, Rajeev Kumar Ambasta IPS from Delhi to Jammu & Kashmir, Deepak Yadav IPS from Delhi to Jammu & Kashmir, Dhirendra Pratap Singh IPS from Delhi to Mizoram, Nishant Gupta IPS from Delhi to Mizoram, Anand Kumar Mishra IPS from Delhi to Jammu & Kashmir, Patel Aalap Manshukh IPS from Delhi to Lakshadweep, Satish Kumar IPS from Delhi to Jammu & Kashmir, Shweta Singh Chauhan IPS from Delhi to Goa, and Amit Kaushik IPS from Delhi to Mizoram.
Strategic Administrative Realignment
The latest cadre management exercise significantly strengthens Delhi’s administrative pool while simultaneously reinforcing governance in Jammu & Kashmir, Arunachal Pradesh, Mizoram, Ladakh and other AGMUT segments. The deployment reflects the Union Government’s continued focus on ensuring balanced cadre management, institutional continuity and effective governance across strategically important states and Union Territories.
The transfers also provide officers with exposure to diverse administrative environments, ranging from metropolitan governance in Delhi to frontier administration in Arunachal Pradesh and Ladakh, island administration in Andaman & Nicobar and Lakshadweep, and policing and governance responsibilities in Jammu & Kashmir.
Covering officers from the 1999 to 2023 batches, the reshuffle represents a balanced mix of senior leadership and young officers, enabling the cadre to maintain continuity while preparing the next generation of administrative and police leadership.
With immediate effect, the transferred officers will assume charge of their new assignments, marking another significant milestone in the Ministry of Home Affairs’ ongoing efforts to ensure dynamic and responsive cadre management within the AGMUT cadre.
