Shri M Maheshwar Rao IAS (Karnataka 1995) has been empanelled as Secretary at the Centre.
Shri M. Maheshwar Rao, an accomplished officer of the Indian Administrative Service, has built an impressive career marked by wide-ranging administrative experience, policy expertise, and a strong academic foundation. Over the years, he has served in several important leadership roles in both the Government of Karnataka and the Government of India, contributing to governance, infrastructure development, industry promotion, and public administration. His professional journey reflects a thoughtful blend of policy insight and hands-on administrative leadership.
Shri Rao’s academic background demonstrates both intellectual depth and international exposure. He completed his graduation in Economics with First Class and went on to obtain a Master of Arts in Economics from the University of Hyderabad, also securing First Class. Further strengthening his academic credentials, he pursued a Master’s in Public Policy through the Lee Kuan Yew School of Public Policy at the National University of Singapore in collaboration with Harvard University. This international academic exposure helped broaden his understanding of public management, governance systems, and global policy frameworks.
Currently, Shri M. Maheshwar Rao is serving as Managing Director of the Bangalore Metro Rail Corporation Limited in Bengaluru, a key position responsible for overseeing the expansion and management of the city’s mass rapid transit system. The metro project plays a crucial role in improving urban mobility and supporting sustainable urban development in one of India’s fastest-growing metropolitan regions. His leadership in this role is aimed at strengthening infrastructure delivery while ensuring efficiency in project execution.
Prior to this assignment, Shri Rao served in the Department of Space under the Government of India as Additional Secretary and Financial Adviser from August 2022 to December 2023. Earlier, he worked as Joint Secretary in the same department from December 2020 to August 2022. During this tenure, he was associated with administrative and financial oversight in one of India’s most strategically important scientific sectors, supporting institutional coordination and policy management related to space programmes.
Before moving to the central government, Shri Rao held several senior positions in the Government of Karnataka. He served as Principal Secretary to the Government in the Information and Public Relations Department as well as the Department of Labour and Employment. These assignments involved overseeing policy implementation, administrative coordination, and communication initiatives within the state government.
His experience in the economic and industrial sectors is also noteworthy. Shri Rao served as Commissioner and Director in the Industrial Development Department and as Managing Director of the Karnataka State Industrial Investment and Development Corporation Limited. In these roles, he worked on initiatives aimed at promoting industrial growth, attracting investment, and strengthening the industrial ecosystem of the state.
He also served as Managing Director of the Karnataka Power Corporation Limited, where he was associated with the management and development of power generation infrastructure. His tenure in the energy sector provided valuable experience in managing large public sector enterprises and overseeing critical infrastructure projects.
Shri Rao has also held significant positions in the agriculture and urban development sectors. As Secretary in the Agriculture and Food Production Department of Karnataka, he worked on agricultural policy and horticulture initiatives. He also served in urban governance roles, including Special Commissioner in the Bruhat Bengaluru Mahanagara Palike, contributing to municipal administration and urban planning in Bengaluru.
At the district level, Shri Rao gained substantial field experience through assignments as Deputy Commissioner in districts such as Dakshina Kannada, Mandya, Mangalore, and Belgaum. These roles involved overseeing district administration, implementing development programmes, and coordinating government initiatives at the grassroots level. Earlier in his career, he also served as Chief Executive Officer in Gulbarga and as Assistant Commissioner in Bidar, gaining valuable exposure to local governance and rural development.
Throughout his career, Shri M. Maheshwar Rao has demonstrated a balanced blend of administrative competence, policy understanding, and leadership across multiple sectors including urban infrastructure, industry, agriculture, and science and technology. His experience across state and central government institutions reflects a steady commitment to public service and effective governance. With his extensive administrative background and global academic exposure, he continues to play an important role in shaping infrastructure development and public policy implementation in India.
