Shri Kapil Singh is a dedicated and dynamic officer of the Indian Administrative Service, has been transferred to serve as the District Magistrate and Collector of Kanpur Rural (Dehat), Uttar Pradesh. He was previously holding the important assignment of Additional CEO, Yamuna Expressway Industrial Development Authority, where he contributed significantly to development and governance in one of the state’s most important industrial corridors. Known for his disciplined approach and deep commitment to public service, Shri Singh is widely regarded as a promising officer with a strong sense of responsibility and vision.
An alumnus of the University of Delhi, Shri Kapil Singh pursued his M.Phil. in Political Science with distinction, securing a first division. His academic excellence has been reflected throughout his administrative career, where his decisions have always been guided by a blend of sound knowledge and practical wisdom. His intellectual grounding in political science has given him a sharp perspective on governance, welfare delivery, and inclusive development.
Since joining the IAS, Shri Singh has held diverse responsibilities. He has worked in the Department of Women & Child Development and Social Welfare in Uttar Pradesh, where he handled critical matters relating to child welfare, women’s empowerment, and land revenue management. His experience in grassroots administration and his ability to integrate policy with on-ground realities have been widely appreciated.
