Jasmeet Singh Bindra IRTS appointed Chairperson – Visakhapatnam Port Authority

Shri Jasmeet Singh Bindra IRTS (1997) has been appointed as Chairperson – Visakhapatnam Port Authority, Visakhapatnam under the Ministry of Ports, Shipping and Waterways (JS level), with pay at level 14 for a period of five years by the Appointments Committee of the Cabinet vice Shri. M Angamuthu IAS (Assam Meghalaya 2002).

Chairperson – Visakhapatnam Port Authority

The position of Chairperson of the Visakhapatnam Port Authority is one of the most significant leadership roles in India’s maritime infrastructure and logistics sector. As the administrative and executive head of one of the country’s largest and busiest major ports, the Chairperson is responsible for overseeing port management, cargo operations, infrastructure expansion, commercial development and implementation of national maritime policies.

Located in Visakhapatnam along the eastern coast of India, Visakhapatnam Port is strategically important for international trade, industrial logistics and energy transportation. The port serves as a key maritime gateway for central and eastern India and handles a diverse range of cargo including iron ore, coal, crude oil, petroleum products, fertilizers, alumina, containers and general cargo. Its natural harbour and extensive connectivity make it one of India’s most prominent ports in terms of cargo handling capacity and operational significance.

The Chairperson functions as the chief executive authority of the port and is entrusted with overall administration and governance. The responsibilities include supervision of marine services, cargo handling systems, engineering projects, dredging operations, financial management, human resources, safety standards and environmental compliance. The Chairperson also coordinates with shipping companies, customs authorities, logistics operators, exporters, importers and multiple government agencies to ensure efficient and uninterrupted port operations.

The port operates under the administrative framework of the Ministry of Ports, Shipping and Waterways. Following the implementation of the Major Port Authorities Act, 2021, greater operational and financial autonomy has been granted to major ports across India. In this context, the Chairperson’s role has expanded significantly, with increased emphasis on strategic planning, commercial decision-making and modernization initiatives.

A major area of focus for the Chairperson is infrastructure development and modernization. This includes expansion of berths, mechanization of cargo handling systems, development of smart port infrastructure, digitalization of operations and enhancement of multimodal connectivity through rail and road networks. The Chairperson is also responsible for implementing environmentally sustainable practices and green port initiatives aimed at reducing carbon emissions and improving energy efficiency.

The role is closely linked with the implementation of national maritime development programmes such as the Sagarmala Programme, which seeks to strengthen port-led industrialization, improve logistics efficiency and promote coastal economic development. Due to its strategic location and industrial connectivity, Visakhapatnam Port plays an important role in supporting India’s manufacturing, mining and energy sectors.

Stakeholder management is another critical aspect of the Chairperson’s responsibilities. The office requires regular engagement with trade associations, industrial units, labour unions, shipping lines and state authorities. Ensuring industrial harmony, operational efficiency and timely resolution of logistical challenges is essential for maintaining the port’s competitiveness in the global maritime sector.

The Chairperson also plays an important role in enhancing the port’s commercial performance and attracting investments in maritime infrastructure. Increasing global competition among ports has created greater emphasis on improving turnaround time, cargo evacuation systems and customer-oriented logistics solutions. Effective leadership and strategic planning are therefore central to the long-term growth and modernization of the port.

Traditionally, senior officers from services such as the IAS, Indian Railway Traffic Service or other infrastructure-related central services are appointed to leadership positions in major ports because of their expertise in administration and large-scale infrastructure management. Appointments to the post are generally made by the Government of India through the Appointments Committee of the Cabinet.

The office of Chairperson at Visakhapatnam Port Authority thus represents a highly important administrative and strategic leadership role within India’s maritime ecosystem. The position requires a blend of policy understanding, commercial acumen, infrastructure planning capability and administrative efficiency to guide one of India’s premier ports toward sustained operational excellence and global competitiveness.
