Shri Harsimran Singh IRSE (Civil)(2001) presently CVO- Hindustan Copper Limited (HCL), Kolkata has been given the additional charge as CVO- Geological Survey of India (GSI), Kolkata for a period of three months .
Er. Harsimran Singh, IRSE has taken over as Chief Vigilance Officer of Hindustan Copper Limited, bringing with him more than two decades of rich and diverse experience in the planning and execution of large-scale railway and metro infrastructure projects. A distinguished engineering professional, he is a Gold Medallist in Bachelor of Engineering from Punjab Engineering College, an achievement that reflects his strong academic grounding and technical excellence.
Belonging to the Indian Railway Service of Engineers (IRSE), Shri Singh has held several key assignments across Zonal Railways and Public Sector Undertakings. Among his prominent postings, he served as Chief Engineer (Construction) in South Eastern Railway and as Chief Project Manager with Rail Vikas Nigam Limited (RVNL), Kolkata. Over the course of more than 21 years, he has worked extensively with Eastern Railway, South Eastern Railway, and RVNL, contributing to critical infrastructure expansion and modernization initiatives.
Shri Singh possesses deep expertise in the implementation of railway and metro infrastructure projects, ranging from conceptual planning to commissioning. Notably, he has headed 48 km of metro projects in Kolkata, demonstrating both scale management and technical precision. A landmark achievement under his leadership was the commissioning of the elevated metro corridor from Joka to Majerhat, a 10.5 km stretch comprising seven stations. The Majerhat Metro station, constructed across a suburban railway station and a canal, stands out as a pioneering engineering accomplishment and a first-of-its-kind structure in the region.
His professional portfolio also includes the successful planning, execution, and commissioning of six railway workshops from concept to operationalization. These facilities cater to Diesel and Electric Locomotives, DMUs, EMUs, Metro trains, and Vande Bharat trainsets, underscoring his ability to manage complex, multidisciplinary industrial projects. In addition, he has handled specialized infrastructure works such as Cable Stayed Road Over Bridges (ROBs), further reflecting his versatility in handling technically challenging assignments.
Throughout his career, Shri Singh has dealt comprehensively with tenders and contracts at all stages—ranging from preparation of bid documents and tendering processes to award, execution, finalization, and arbitration. His experience spans multiple organizational levels within Zonal Railways and Public Sector Undertakings, equipping him with a nuanced understanding of contractual frameworks, regulatory compliance, and dispute resolution mechanisms.
Committed to professional development, Shri Singh has pursued advanced certifications that complement his engineering and managerial skills. He obtained Certification in Project Management from the Institute of Project Management Certification (IPMC) in November 2012. He further completed Certification for Advanced Management from INSEAD in August 2018 and from ICLIF Leadership and Governance Centre in September 2018. These global exposures have enhanced his strategic thinking, leadership capabilities, and governance perspective.
Beyond his executive and engineering responsibilities, Shri Singh has demonstrated a keen interest in technical writing and knowledge dissemination. He has authored nine technical papers published in various professional journals and has presented his work at multiple seminars and forums. He is also the author of the book “Engineer’s Handbook for Implementation of Industrial Projects”, a practical guide aimed at assisting professionals in navigating complex industrial project cycles. In addition, he has contributed to the publication of several coffee table books, including one on the Joka–Taratala Metro project, which was unveiled by the Hon’ble Minister of Railways.
