GRAP | Stage-II to be imposed in the entire NCR

The average Air Quality Index (AQI) in Delhi was 248, as per the Central Pollution Control Board (CPCB). Based on weather and air quality forecasts, there is a likelihood that Delhi’s average AQI may fall into the “Very Poor” category (DELHI AQI – 301-400) on 23.10.2023 and 24.10.2023 due to unfavorable meteorological conditions. In response, the Sub-Committee for the operationalization of the Graded Response Action Plan (GRAP) of the Commission for Air Quality Management in NCR & Adjoining Areas (CAQM) met to assess the air quality situation in Delhi-NCR.

The committee noted that air quality parameters are likely to deteriorate to reach the projected levels of Stage-II of the revised GRAP on the mentioned dates. To prevent further degradation of air quality, the Sub-Committee for the operationalization of GRAP has decided to invoke an 11-point action plan as per Stage-II of the revised GRAP across the entire NCR. These measures are in addition to the actions already in force as part of Stage-I of GRAP.

The 11-point action plan under Stage-II of the revised GRAP includes various measures to be implemented and enforced by concerned agencies, including Pollution Control Boards (PCBs) of NCR States and the Delhi Pollution Control Committee (DPCC). These actions are aimed at addressing air pollution and ensuring better air quality in the region. Additionally, citizens are urged to adhere to the Citizen Charter under GRAP and assist in the effective implementation of these measures to sustain and improve air quality.

The committee also shared an 11-point action plan for Stage-I of GRAP to be applied across the entire NCR. These actions are designed to address dust control, traffic management, and various pollution sources and should be enforced with immediate effect. The Commission is closely monitoring the situation and will review air quality on a regular basis in the coming days.
