Ms. Gauri Parasher Joshi, an accomplished IAS officer, represents a unique blend of academic excellence, legal acumen, and administrative versatility. With a strong foundation in the humanities and law, she has built a career that reflects intellectual depth and a commitment to effective governance. She completed her B.A. (Honours) in English Literature from St. Stephen’s College, University of Delhi, securing First Division, and went on to pursue her M.A. in English Literature from the same institution. Further enhancing her academic profile, she obtained a Post Graduate Diploma in Journalism from the Indian Institute of Mass Communication, New Delhi.
Demonstrating a continuous pursuit of knowledge, Ms. Joshi has undertaken several specialized courses in law and emerging domains. These include certifications in AI & Law from Lund University, Constitutional Law from the University of California, Irvine, and International Law as well as International Humanitarian Law from Leiden University. She also holds a Master of Laws (LL.M.) from National Law University, Delhi. This diverse academic exposure, spanning literature, journalism, and advanced legal studies, has equipped her with a multidimensional perspective on governance, policy, and public communication.
Ms. Joshi began her administrative journey after completing her training and was initially posted as Sub Collector in Kalahandi, Odisha. In this role, she gained valuable grassroots experience in land revenue management, disaster response, and sub-divisional administration. She subsequently served as Project Director of the District Rural Development Agency (DRDA) in Kalahandi, where she played a key role in implementing rural development programs and strengthening local governance systems.
Her career further expanded with her role as Deputy Resident Commissioner, followed by an inter-cadre deputation to the AGMUT cadre, which broadened her administrative exposure across different governance environments. She later moved to Haryana, where she served as Administrator of the Housing and Development Board in Panchkula, contributing to urban development and housing initiatives. As Director & Additional Secretary in the Tourism Department of Haryana, she was instrumental in promoting tourism development and enhancing institutional capacity within the sector.
Ms. Joshi also served at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, as Deputy Director under the Department of Personnel and Training. In this capacity, she contributed to the training and capacity-building of civil servants, reflecting her role in shaping the next generation of administrators.
In Punjab, she has held several key leadership positions, including Special Secretary in the Department of School Education, where she contributed to policy initiatives aimed at improving educational outcomes. She also served as Special Secretary in the Department of Personnel, focusing on personnel policy and administrative reforms. Additionally, she held the charge of Managing Director of the Punjab State Industrial Development Corporation (PSIDC), contributing to industrial growth and investment promotion in the state.
In 2025, Ms. Joshi was appointed Secretary, General Administration and Coordination, Government of Punjab, a position at the Joint Secretary level, where she played a crucial role in inter-departmental coordination and governance oversight. She also briefly held additional charge as CEO of the State Health Agency, Punjab, contributing to health administration.
