Shri Gaurav Goyal, an accomplished Indian Administrative Service (IAS) officer of the Rajasthan cadre, has established himself as a dynamic and versatile administrator with extensive experience across governance, policy formulation, and public service delivery. With a strong academic foundation and nearly two decades of distinguished service, he has contributed significantly to administrative reforms, urban development, and district governance.
An alumnus of the University of Delhi, Shri Goyal holds a Bachelor of Commerce (Honours) degree in Economics, securing First Division. He further enhanced his academic credentials with a Master’s degree in Public Policy from Indira Gandhi National Open University, also in First Division. His academic training in economics and public policy has equipped him with a structured, analytical approach to governance, enabling him to design and implement policies with measurable outcomes and long-term impact.
Shri Goyal began his administrative journey with foundational training at Mussoorie, followed by early field assignments as Sub Divisional Officer in Hanumangarh. These formative years helped him gain firsthand experience in land revenue management, district administration, and grassroots governance. He soon transitioned into urban governance roles in Jodhpur, where he served as Secretary and later Commissioner in the Development Authority, and also held the charge of Chief Executive Officer of the Municipal Corporation. These assignments provided him with critical exposure to urban planning, infrastructure development, and municipal administration.
Over the years, Shri Goyal has served as District Collector and District Magistrate in several key districts, including Barmer, Bharatpur, Jodhpur, Ajmer, and Kota. His tenure as Director in the Mines and Geology Department further diversified his experience, where he contributed to policy and regulatory aspects of the mining sector.
In the urban development sector, Shri Goyal served as Commissioner of the Jaipur Development Authority, where he was instrumental in advancing infrastructure projects, urban planning initiatives, and regulatory frameworks for sustainable city growth. His leadership in this role reflected a balanced approach to development and environmental considerations.
At the highest levels of state administration, Shri Goyal served as Secretary to the Chief Minister of Rajasthan, a position that required strategic oversight, coordination across departments, and close monitoring of key government initiatives. He also held the role of Secretary to the Governor and served in departments dealing with administrative reforms, coordination, public grievances, and printing and stationery, demonstrating his ability to handle diverse portfolios effectively.
In 2024, Shri Goyal was appointed as Joint Secretary in the Lok Sabha Secretariat, New Delhi, where he is currently serving. In this capacity, he contributes to parliamentary administration, legislative processes, and institutional functioning at the national level, reflecting his transition from state-level leadership to a significant role in the central governance framework.
