Shri Dushyant Nariala IAS (West Bengal 1993) has been empanelled as Secretary at the Centre.

Shri Dushyant Nariala is a senior officer of the Indian Administrative Service with extensive experience in governance, disaster management, education administration, personnel training, and regional development. With a career spanning several decades in the Government of West Bengal as well as at the national level, he has held numerous key leadership roles that reflect his expertise in administrative management and policy implementation. Academically, Shri Nariala holds a Bachelor of Laws (LL.B.) degree with Second Division and a Bachelor of Science (B.Sc.) degree in Physics from Kurukshetra University, also completed with Second Division. His academic grounding in both science and law has contributed to his analytical approach to governance and public administration.

At present, Shri Dushyant Nariala is serving as Additional Chief Secretary to the Government of West Bengal in the North Bengal Development Department, a position he assumed in December 2025. In this role, he oversees strategic planning and implementation of development initiatives in the North Bengal region, focusing on infrastructure, economic growth, and social welfare programs designed to accelerate regional development. In addition to this responsibility, he has also been entrusted with the additional charge of Additional Chief Secretary of the Correctional Administration Department, where he supervises prison administration and reforms aimed at improving correctional systems in the state.

Shri Nariala has also been closely associated with the governance of the Gorkhaland Territorial Administration (GTA). Since December 2024, he has served as Principal Secretary to the GTA, where he works on administrative coordination, development planning, and governance issues related to the Darjeeling hills and adjoining regions. His responsibilities also include overseeing policy coordination between the state government and the autonomous GTA body to ensure smooth implementation of development programs and public welfare initiatives.

Before taking up his present responsibilities, Shri Nariala served as Principal Secretary to the Government of West Bengal in the Disaster Management and Civil Defence Department from January 2020 to August 2024. In this role, he played a crucial part in strengthening disaster preparedness, risk mitigation strategies, and emergency response systems in the state. His tenure coincided with several challenging situations, including natural disasters and public emergencies, during which he worked on improving coordination between state agencies, district administrations, and disaster response teams to ensure effective relief and rehabilitation efforts.

Earlier, Shri Nariala held key positions in the Personnel and General Administration Department and the School Education Department of the Government of West Bengal. As Principal Secretary in the Personnel and General Administration Department, he was responsible for overseeing administrative reforms, personnel management, and government procedures. In the School Education Department, where he served as Secretary, he contributed to policy implementation and administrative oversight aimed at strengthening the state’s education system and improving institutional capacity in school education.

He also served as Secretary of the Paschimanchal Unnayan Affairs Department, which focuses on the development of the relatively backward western regions of West Bengal. During his tenure, he worked on development initiatives aimed at improving infrastructure, livelihoods, and social welfare in these districts. For a brief period, he also handled responsibilities in the Labour and Employment Department, contributing to policy matters related to labour welfare and employment administration.

At the national level, Shri Nariala was associated with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, the premier training institute for India’s civil servants. From 2008 to 2016, he served as Deputy Director (Senior) and later as Joint Director, where he was involved in training and mentoring probationers and mid-career officers of the Indian Administrative Service and other civil services. His work at the academy contributed to strengthening professional training and leadership development within the civil services.

In the field of education administration, Shri Nariala also served as State Project Director of the Paschim Banga Rajya Shishu Shiksha Mission, where he worked on implementing programs related to primary education and child development across the state. His efforts were directed toward strengthening educational outreach and improving the delivery of education services at the grassroots level.

At the district level, Shri Nariala gained extensive administrative experience as District Magistrate of Purba Medinipur and Paschim Medinipur, where he was responsible for district governance, development planning, law and order, and the implementation of government schemes. His earlier field postings included positions such as Additional District Magistrate in North 24 Parganas and Sub-Divisional administrative roles, where he worked closely with local communities and administrative institutions.

Throughout his career, Shri Dushyant Nariala has demonstrated strong administrative leadership across a wide range of sectors, including disaster management, regional development, education, and personnel administration. His broad experience across district, state, and national institutions reflects his commitment to effective governance, institutional strengthening, and public service.
