Confederation of Civil Service Associations delegates call on Dr Jitendra Singh

A delegation from the Confederation of Civil Service Associations (COCSA) met the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here . The delegation submitted a representation regarding the Task Force for Comprehensive Study on Cadre Structure of Organized Services, which has been recently constituted by the DoPT. COCSA comprises of the Service Associations of various Organized Civil Services, including Indian Revenue Service, Indian Police Service, Indian Audit & Accounts Service, Indian Forest Service, Indian Revenue Service (Customs & Central Excise), Indian P&T Accounts & Finance Service, Indian Postal Service, Indian Trade Service, Federation of Railway Officers Associations (representing 9 Railway Services), Indian Civil Accounts Service, Indian Defence Accounts Service and Indian Information Service.

The delegation thanked the Minister and the Government for taking steps for mitigation of stagnation in Organized Civil Services. The Confederation requested for the kind intervention of the Minister regarding the manner in which the exercise was being carried out by the DoPT. The Confederation also highlighted various other issues such as providing opportunity for active participation by the Cadre Controlling Authorities and proper time and opportunity to be given to them, the structure of the Task Force, the procedure being adopted by the DoPT/Task Force The Confederation requested the Minister for making the task force more broad based with inclusion of officers from the Central Services and to have a Service-neutral Chairperson.

Dr Jitendra Singh assured the delegation that he will take necessary steps to address the concerns of the Confederation.

The delegation from the Confederation comprised of Shri Jayant Misra, Convener of the Confederation and General Secretary, IRS Association, Shri Ajay Shankar Singh, President ICAS Association, Shri Sandeep Sarkar, General Secretary, IDAS Association, Sh. Bhanu Pratap Yadav, Vice President, IAAS Association and Shri Shrawan Kumar Bansal, General Secretary, IRS(C&CE) Association.
