Indian Bureaucracy, New Delhi, August 25, 2025| The Appointments Committee of the Cabinet has approved seventeen (17) senior-level postings across several key ministries, including defence, finance, health, education, digital governance, disaster management and election administration. The reshuffle places experienced officers, many of whom have been serving in central roles, into positions closely tied to policy execution, with an emphasis on strengthening institutional capacity and advancing flagship policy priorities frequently articulated by the Centre under the themes of progress, empowerment and good governance.

  1. Shri Sanjay Rastogi IAS (Odisha 1991 ) presently on central deputation and posted as Additional Secretary & Financial Advisor, Ministry of Youth Affairs & Sports has been transferred and appointed as Director General – National Archives of India, Ministry of Culture, GoI, in the rank and pay of Additional Secretary to the Government of India.
  2. Shri Anil Kumar Singhal IAS (Andhra Pradesh 1993), presently on central deputation and posted as Additional Secretary, Department of School Education & Literacy, Ministry of Education, has been transferred and appointed as Chief Executive Officer – National Rainfed Area Authority, Ministry of Agriculture & Farmers Welfare, GoI, in the rank and pay of Additional Secretary to the Government of India by temporarily downgrading the post to Additional Secretary level and by modifying the order dated 02.07.2025.
  3. Shri Sudeep Jain IAS (Tamil Nadu 1994), presently on central deputation and posted as Additional Secretary, Ministry of New & Renewable Energy has been transferred and appointed as Member Secretary – National Commission for Women, Ministry of Women & Child Development, GoI, in the rank and pay of Additional Secretary to the Government of India.
  4. Shri Dheeraj Sahu IAS (Uttar Pradesh 1996) presently on central deputation and posted as Managing Director, Small Farmers AgriBusiness Consortium, Department of Agriculture & Farmers Welfare, Ministry of Agriculture & Farmers Welfare, has been transferred and appointed as Additional Secretary – Department of School Education & Literacy, Ministry of Education, GoI.
  5. Shri Appavoo Anbarasu IAS (AGMUT 1996), presently in the cadre and posted as Principal Secretary, Home Department, Delhi, Govt of NCT, has been transferred and appointed as Additional Secretary & Director General – Acquisition, Department of Defence, Ministry of Defence, GoI.
  6. Shri Lav Aggarwal IAS (Andhra Pradesh 1996), presently in the cadre and posted as Resident Commissioner, Andhra Pradesh Bhavan, New Delhi, has been transferred and appointed as Additional Secretary – Ministry of Women & Child Development, GoI, relieving Shri Gyanesh Bharti IAS (AGMUT 1998) upon his appointment as Deputy Election Commissioner – Election Commission of India by continuing the temporary
    upgradation of the post held by Shri Bharti.
  7. Shri Sunil Kumar Barnwal IAS (Jharkhand 1997) presently on central deputation and posted as Additional Secretary, Department of Higher Education, has been transferred and appointed as Chief Executive Officer – National Health Authority, Health & Family Welfare, GoI, in the rank and pay of Additional Secretary to the Government of India by temporarily downgrading the post to Additional Secretary level.
  8. Shri Manish Bhardwaj IAS (Gujarat 1997) presently on central deputation and posted as Deputy Director General, Unique Identification Authority of India, Ministry of Electronics & Information Technology, has been transferred and appointed as Secretary – National Disaster Management Authority, Ministry of Home Affairs, GoI, in the rank and pay of Additional Secretary , Government of India by temporarily downgrading the post to Additional Secretary level.
  9. Shri Shantanu IAS (Tripura 1997) presently on central deputation and posted as Joint Secretary, Ministry of Development of North Eastern Region (DoNER), has been transferred and appointed as Additional Secretary – DoNER, GoI .
  10. Shri Akash Tripathi IAS (Madhya Pradesh 1998), presently on central deputation and posted as Additional Secretary, Ministry of Power, has been transferred and appointed as Managing Director – Solar Energy Corporation of India Ltd., Ministry of New & Renewable Energy, GoI, in the rank and pay of Additional Secretary to the Government of India by temporarily upgrading the post to Additional Secretary level.
  11. Shri Gyanesh Bharti IAS (AGMUT 1998) presently on central deputation and posted as Additional Secretary, Ministry of Women and Child Development, has been transferred and appointed as Deputy Election Commissioner – Election Commission of India in the rank and pay of Additional Secretary to the Government of India by temporarily upgrading a vacant post of Director in the Commission.
  12. Shri Hirdesh Kumar IAS (AGMUT 1999) presently on central deputation and posted as Managing Director, Tribal Cooperative Marketing Development Federation of India, Ministry of Tribal Affairs, has been transferred and appointed as CEO – NATGRID (National Intelligence Grid), Ministry of Home Affairs, GoI, in the rank and pay of Additional Secretary to the Government of India.
  13. Shri Pawan Kumar Sharma IAS (Madhya Pradesh 1999) presently on central deputation and posted as Joint Secretary, Department of Defence, Ministry of Defence has been transferred and appointed as Additional Secretary, Department of Defence, Ministry of Defence .
  14. Shri Diwakar Nath Misra IAS (Assam Meghalaya 2000), presently in the cadre has been transferred and appointed as Additional Secretary – Department of Revenue, Ministry of Finance.
  15. Shri Akhil Kumar IPS (Uttar Pradesh 1994), presently in the cadre and posted as Commissioner of Police, Kanpur Police Commissionerate, has been transferred and appointed as Chief Executive Officer – Digital India Corporation, Ministry of Electronics & Information Technology, GoI, in the rank and pay of Additional Secretary to the Government of India.
  16. Shri Sandeep Sarkar IDAS (1995) presently in the cadre has been transferred and appointed as Additional Secretary & Financial Advisor – Department of Agricultural Research & Education.
  17. Ms Anu P Mathai IES (1996) presently in the cadre has been transferred and appointed as Additional Secretary – Department of Economic Affairs, Ministry of Finance by temporarily upgrading a vacant post of Joint Secretary in the Department.
