Shri C V Anand IPS (Telangana 1991) presently Special Chief Secretary – Home Department is transferred and on selection is posted as Director General of Police (Head of Police Force), Telangana, Hyderabad.
Shri C. V. Anand is one of India’s most accomplished police officers, appointed to the state’s highest policing position in May 2026, he has earned widespread recognition for his professionalism, technology-driven policing, administrative excellence, and people-centric initiatives during a distinguished career spanning over three decades. His leadership across law enforcement, internal security, anti-corruption, traffic management, cyber policing, and public administration has made him one of the most respected IPS officers in the country.
Born in Ranga Reddy district of present-day Telangana, C. V. Anand spent his formative years in Hyderabad after his family relocated to the city. He received his schooling at The Hyderabad Public School, Begumpet, one of the country’s premier educational institutions. He later graduated in Arts from Nizam College and completed his Master of Arts in Economics from Osmania University, securing a Gold Medal for academic excellence.
Before joining the civil services, Anand displayed exceptional sporting talent as a cricketer. He represented the India Under-19 Cricket Team, besides playing for the Hyderabad Under-19 and Under-22 teams and representing Osmania University in inter-university cricket tournaments. His disciplined sporting background would later reflect in his professional approach to policing and leadership.
In 1990, he appeared for the Civil Services Examination, clearing it in his very first attempt with an All India Rank of 147. Opting for the Indian Police Service, he was allotted the Andhra Pradesh cadre of the 1991 batch. During his training at the Sardar Vallabhbhai Patel National Police Academy, he distinguished himself by winning multiple gold medals in athletics and was adjudged the Best Firer at the BSF Academy, highlighting both his physical fitness and professional competence.
His policing career began in Warangal Rural as Additional Superintendent of Police, where he gained valuable operational experience. He later served in Bellampalli in Adilabad district, where he dealt with organized crime, including operations against the coal mafia. As Superintendent of Police, Nizamabad, he handled the challenges posed by Left Wing Extremism, leading successful anti-Naxal operations while simultaneously encouraging youth engagement to prevent radicalization. His efforts to disrupt extremist networks and modernize district policing earned him recognition within the police establishment.
As SP, Krishna district, Anand introduced technology-driven administrative reforms and strengthened policing systems. His exemplary service during this period earned him the prestigious Police Medal for Gallantry. His subsequent postings as Deputy Commissioner of Police (East Zone) and the first DCP, Central Zone, Hyderabad, further demonstrated his innovative mindset. Among his notable initiatives was the establishment of the Lake Police for Hussain Sagar, which significantly improved policing around the lake and helped reduce suicides. He also pioneered outsourcing non-core police duties, allowing personnel to focus more effectively on core law enforcement functions.
His expertise in investigation was evident during his tenure in the Crime Investigation Department (CID), where, after promotion as Deputy Inspector General of Police, he headed the Economic Offences Wing. He successfully investigated the high-profile Krushi Cooperative Bank scam, including the extradition of its chairman from Thailand. He later served as Director, Excise, where he gained valuable administrative experience beyond conventional policing.
Anand subsequently held key leadership assignments as DIG, Eluru Range and Commissioner of Police, Vijayawada, where he focused on controlling organized crime, curbing political violence, and introducing reforms such as the e-challan system, which transformed traffic enforcement. As Additional Commissioner of Police (Traffic), Hyderabad, he became widely known for revolutionizing urban traffic management through scientific traffic engineering, extensive use of technology, speed detection systems, handheld enforcement devices, and social media-based public communication.
In 2013, Anand assumed charge as Commissioner of Police, Cyberabad, leading one of India’s fastest-growing metropolitan police commissionerates during a period of rapid urban expansion and the formation of the new State of Telangana. He introduced Standard Operating Procedures for land dispute investigations and launched several pioneering initiatives for women’s safety in Hyderabad’s IT corridor, including SHE Teams, the SHE App, and SHE Shuttles. During the 2014 General Elections, his innovative election expenditure monitoring mechanisms earned the National Award for Best Poll Practices from the Election Commission of India, making him the first IPS officer to receive this prestigious recognition.
His administrative versatility was further demonstrated when he became Commissioner of Consumer Affairs, Food and Civil Supplies, becoming the first IPS officer to head the department. His appointment reflected the confidence placed in his integrity and administrative capability to improve governance and tackle systemic corruption.
Between 2018 and 2021, Anand served on central deputation with the Central Industrial Security Force (CISF) as Inspector General, overseeing airport security across southern India and later heading multiple operational sectors. He subsequently became Director of the National Industrial Security Academy (NISA), Hyderabad, where he played a significant role in strengthening training standards for CISF personnel. In 2021, he was promoted to the rank of Additional Director General of Police (ADGP).
On 25 December 2021, Anand was appointed the 58th Commissioner of Police, Hyderabad City. His tenure was marked by major institutional reforms, including the creation of the Hyderabad Narcotics Enforcement Wing (H-NEW), which became a model for the establishment of the Telangana Anti-Narcotics Bureau (T-NAB). He adopted a zero-tolerance approach towards corruption within the police force, initiated organizational restructuring, promoted women’s leadership by appointing the first woman Station House Officer in key assignments, and oversaw the operationalization of Hyderabad’s state-of-the-art Integrated Command and Control Centre (ICCC).
Following his tenure as Police Commissioner, Anand was appointed Director General, Anti-Corruption Bureau, and later entrusted with the additional responsibility of Director General (Vigilance & Enforcement). In September 2024, he returned for a second tenure as Commissioner of Police, Hyderabad, before being appointed Special Chief Secretary (Home), Government of Telangana in September 2025.
On 28 April 2026, the Government of Telangana issued orders appointing C. V. Anand, IPS (RR:1991) as the Director General of Police (Head of Police Force), Telangana, and he formally assumed office on 1 May 2026. As the state’s police chief, he now leads Telangana Police with a strong emphasis on professional excellence, technological innovation, transparency, intelligence-led policing, and citizen-focused law enforcement.
Beyond his distinguished professional career, Anand is married to Dr. Lalitha Anand, a former professor specializing in corporate finance. Their elder son, Chama Milind, has represented the India Under-19 Cricket Team, the Hyderabad cricket team, and the Royal Challengers Bangalore franchise in the Indian Premier League, continuing the family’s enduring association with the sport.
Throughout his career, C. V. Anand has consistently demonstrated visionary leadership, operational excellence, and a commitment to modern policing. His journey from a promising young cricketer to the Director General of Police of Telangana stands as a remarkable example of dedication, integrity, innovation, and public service.
