Shri Anshul Gupta IAS (West Bengal 2013) presently Director- Information, Information & Cultural Affairs Department, West Bengal has been given the additonal charge as Director- District Distribution Procurement & Supply, Food & Supplies Department, West Bengal.
Shri Anshul Gupta, an Indian Administrative Service (IAS) officer, has established himself as a versatile and efficient civil servant through a career marked by leadership across urban governance, district administration, transport, education, electoral management and cultural affairs. A graduate in B.Tech. from Banaras Hindu University (BHU), with academic exposure at the Indian Institute of Technology (IIT), he combines strong technical foundations with administrative acumen, enabling him to address complex governance challenges with a pragmatic and result-oriented approach.
Belonging to the West Bengal cadre of the IAS, Shri Gupta has steadily progressed through a wide range of assignments that have provided him with extensive experience in public administration, infrastructure development, land revenue management, municipal governance and policy implementation. His career reflects a balanced blend of field-level administration and strategic policymaking, making him one of the promising officers of his generation.
Currently, Shri Gupta serves as Director in the Information & Cultural Affairs Department, Government of West Bengal, a position he assumed on 16 June 2026. In this capacity, he contributes to the promotion of the state’s rich cultural heritage while overseeing initiatives that strengthen public communication, cultural institutions and government outreach programmes. The department plays an important role in preserving West Bengal’s artistic traditions while facilitating cultural engagement across diverse communities.
Simultaneously, since 6 March 2026, he has been entrusted with the responsibility of District Electoral Officer, Kolkata, where he oversees the planning and execution of electoral processes in one of India’s largest metropolitan regions. The assignment demands meticulous coordination among multiple agencies, adherence to electoral laws and ensuring free, fair and transparent elections. In addition, he also holds the additional charge of Municipal Commissioner of Kolkata Municipal Corporation, reflecting the confidence reposed in his administrative capabilities to manage one of the country’s most significant urban local bodies.
Earlier, Shri Gupta served as the Chief Executive Officer of the Kolkata Metropolitan Development Authority (KMDA) from April 2025 to March 2026. During this tenure, he was associated with urban planning, metropolitan infrastructure development and implementation of projects aimed at improving civic amenities, transportation networks and sustainable urban growth across the Kolkata metropolitan region.
His experience also includes serving as Special Secretary in the Department of Mass Education Extension and Library Services between November 2024 and April 2025, where he contributed to policies promoting library development, literacy initiatives and public access to educational resources. Prior to this, he functioned as Managing Director in the Transport sector from November 2023 to December 2024, overseeing organisational management and contributing to improvements in public transport administration.
One of the defining phases of Shri Gupta’s career was his long tenure as Additional District Magistrate, Murshidabad, from June 2018 to October 2023. During this period, he dealt extensively with district administration, land revenue management, disaster response, developmental programmes and coordination among various government departments. His experience in Murshidabad strengthened his understanding of grassroots governance and public service delivery.
Before becoming Additional District Magistrate, he served as Sub-Divisional Officer (SDO), Howrah, from January 2017 to June 2018, following an earlier stint as SDO during 2015–2016. These assignments exposed him to frontline administration involving law and order, revenue administration, implementation of welfare schemes, public grievance redressal and coordination with local self-government institutions.
Shri Gupta began his administrative journey after completing professional training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, from 2013 to 2015. Following his training, he briefly served as Assistant Secretary in the Department of Higher Education under the Government of India, gaining valuable exposure to national policymaking. He also functioned as an Officer on Special Duty (OSD) in the Personnel, Administrative Reforms and Rajbhasha Department of the Government of West Bengal, acquiring foundational experience in personnel administration and governance reforms.
Over more than a decade in public service, Shri Anshul Gupta has demonstrated adaptability across diverse sectors including urban development, elections, cultural affairs, municipal administration, transport, education and district governance. His technical education, coupled with extensive administrative experience, has enabled him to handle increasingly complex responsibilities with competence and professionalism. As he continues to occupy key leadership positions in West Bengal’s administrative framework, Shri Gupta remains committed to strengthening governance, improving public service delivery and contributing to the state’s inclusive and sustainable development.
