Anjani Kumar IFS appointed as Ambassador to Ukraine
Shri Anjani Kumar IFS (2003) presently Joint Secretary – Lok Sabha Secretariat has been appointed as the next Ambassador of India to Ukraine.
Shri Anjani Kumar, a 2003-batch officer of the Indian Foreign Service (IFS), has been appointed as the next Ambassador of India to Ukraine, reflecting the Government of India’s confidence in his rich diplomatic experience and proven leadership across diverse international assignments. Prior to this appointment, he was serving as Joint Secretary in the Ministry of External Affairs (MEA), where he was associated with key policy and diplomatic responsibilities.
An alumnus of St. Anthony’s School, Ranchi, Anjani Kumar completed his undergraduate studies at St. Xavier’s College, Ranchi, before earning a Bachelor’s degree in History from the University of Delhi. He subsequently obtained a Master’s degree in Sociology from the Delhi School of Economics. His strong academic foundation, coupled with his success in the Civil Services Examination, paved the way for his induction into the prestigious Indian Foreign Service in 2003.
Over the course of more than two decades in diplomacy, Anjani Kumar has built an impressive career spanning bilateral, regional and multilateral engagements. His early overseas posting was at the Embassy of India in Madrid, Spain, where he served as Third Secretary and gained valuable exposure to political, commercial and consular affairs. He later served in the Indian Missions in Mexico City and Caracas, handling a broad spectrum of diplomatic responsibilities while contributing to the strengthening of India’s relations with Latin American countries.
At the Ministry of External Affairs in New Delhi, Anjani Kumar held several important assignments, serving as Deputy Secretary, Director and subsequently Joint Secretary. These roles enabled him to contribute to policy formulation, strategic planning and the coordination of India’s engagement with partner countries and international institutions. His tenure at the Ministry reflected his ability to manage complex diplomatic issues with professionalism and strategic insight.
His multilateral credentials were further strengthened during his posting as Counsellor at the Permanent Mission of India to the United Nations in New York. There, he represented India in discussions on global governance, international cooperation and multilateral negotiations, enhancing India’s voice on key international issues.
Anjani Kumar also served as Ambassador of India to Mali, with concurrent accreditation to Mauritania. Based in Bamako, he played an active role in expanding India’s engagement with West Africa through development partnerships, capacity-building initiatives, economic cooperation and people-to-people exchanges. His tenure contributed to deepening India’s presence in a region of growing strategic importance.
As Ambassador-designate to Ukraine, Anjani Kumar assumes charge at a significant juncture in bilateral relations. His appointment comes amid evolving geopolitical realities and India’s continued commitment to constructive engagement, dialogue and peaceful resolution of international conflicts. Drawing upon his extensive diplomatic experience across Europe, Latin America, Africa and the United Nations, he is well positioned to further strengthen India-Ukraine relations, promote economic and educational cooperation, safeguard the interests of Indian nationals and enhance India’s diplomatic outreach in Eastern Europe.

India–Ukraine Diplomatic Relations: A Partnership Built on Cooperation and Dialogue
India and Ukraine share cordial and mutually respectful diplomatic relations that have steadily evolved since Ukraine gained independence in 1991. India was among the first countries to recognize Ukraine as a sovereign nation on December 26, 1991, and diplomatic relations were formally established in January 1992. Since then, both countries have worked to strengthen cooperation across political, economic, educational, cultural and scientific domains.
The Embassy of India in Kyiv was established in May 1992, while Ukraine opened its Embassy in New Delhi in February 1993. Over the years, regular diplomatic engagements, high-level visits and institutional dialogue have contributed to expanding bilateral cooperation. India has consistently supported a stable and prosperous Ukraine while maintaining its broader strategic relationships in the region.
Trade has remained an important pillar of India–Ukraine relations. Before the outbreak of the Russia–Ukraine conflict, bilateral trade had witnessed significant growth, with India importing edible oils, fertilizers, chemicals and metals from Ukraine, while exporting pharmaceuticals, engineering goods, machinery, textiles, chemicals and agricultural products. Indian pharmaceutical companies, in particular, have maintained a strong presence in the Ukrainian market, supplying affordable and high-quality medicines.
Education has been another key dimension of bilateral ties. For many years, Ukraine emerged as a preferred destination for Indian students pursuing medical education due to its internationally recognized universities and comparatively affordable tuition fees. Thousands of Indian students studied in Ukrainian institutions, creating strong people-to-people connections between the two countries. Although the conflict disrupted academic activities, both governments have continued to engage on issues concerning the welfare and future of Indian students.
The Russia–Ukraine conflict has presented new challenges to bilateral relations. India has consistently called for an immediate cessation of hostilities, emphasizing dialogue, diplomacy and peaceful resolution of disputes. While maintaining communication with both Ukraine and Russia, India has advocated respect for international law, the sovereignty and territorial integrity of states, and the importance of humanitarian assistance. India’s successful Operation Ganga in 2022, which evacuated thousands of Indian nationals, particularly students, demonstrated its commitment to the safety and well-being of its citizens abroad.
Despite the ongoing conflict, India has continued diplomatic engagement with Ukraine through regular interactions between senior officials and the exchange of humanitarian assistance. High-level visits and conversations between leaders have reinforced the shared commitment to maintaining constructive bilateral relations.
The appointment of a new Ambassador of India to Ukraine reflects India’s continued commitment to strengthening engagement with Kyiv. Looking ahead, both countries are expected to explore opportunities for cooperation in trade, agriculture, pharmaceuticals, information technology, education, infrastructure and post-conflict reconstruction. Built on mutual respect and sustained diplomatic dialogue, India–Ukraine relations continue to hold significant potential for growth in the years ahead.
