Shri Amit Kumar IDAS (2014) has been appointed as Deputy Secretary in the Ministry of Steel, Delhi under the Central Staffing Scheme for a period of four years .

The Deputy Secretary in the Ministry of Steel assists in policy formulation, coordination, and implementation of programs related to the steel sector. They supervise sections, analyze project proposals, and ensure inter-departmental coordination, contributing to efficient decision-making and governance.

The National Steel Policy (NSP) 2017 set ambitious targets to achieve 300 million tonnes of steel production capacity by 2030, emphasizing sustainability, quality, and value addition. The ministry also facilitates foreign direct investment (FDI) and promotes joint ventures to attract advanced technology and global expertise into the Indian steel sector.

In line with the government’s focus on Atmanirbhar Bharat (self-reliant India), the Ministry of Steel plays a strategic role in reducing import dependency and promoting domestic manufacturing. Initiatives such as Steel Clusters, Scrap Recycling Policy, and Production Linked Incentive (PLI) Scheme are designed to improve efficiency and competitiveness. The ministry also coordinates with the Ministry of Mines, Ministry of Environment, Forest and Climate Change, and other stakeholders to ensure sustainable sourcing of raw materials and compliance with environmental standards.

Research and development are given special emphasis, with the Steel Research and Technology Mission of India (SRTMI) fostering collaboration between industry and academia. The ministry further supports secondary steel producers and small and medium enterprises (SMEs), recognizing their role in employment generation and regional development.

On the global stage, the Ministry of Steel represents India in international forums, promoting cooperation and trade in the steel sector. It monitors global price trends, ensures fair competition, and takes necessary measures to protect domestic industries from unfair trade practices like dumping.

The Central Staffing Scheme (CSS) is a key mechanism of the Government of India that regulates the appointment and placement of officers from various All India Services and Group ‘A’ Central Services in posts within the Central Government. Managed by the Department of Personnel and Training (DoPT), the scheme facilitates the deputation of officers to positions in ministries, departments, and organizations under the Central Secretariat.

Under the CSS, eligible officers are selected for assignments such as Deputy Secretary, Director, and Joint Secretary, ensuring a mix of talent and experience in central administration. The scheme promotes inter-service mobility, career growth, and exposure to national policy-making processes. It also helps the Centre draw upon the expertise of officers serving in states, enhancing governance quality.
