The Bureau of Police Research and Development (BPR&D) in coordination with National Investigation Agency (NIA) is organizing the 1st National Conference of Investigation Agencies on 12-13th August, 2016, at Vigyan Bhawan in New Delhi. The conference has originated from the mandate of the BPR&D and the recommendations of Directors General of Police (DGPs)/Inspectors General of Police (IGPs) conferences which stipulated “To organize the All India Conference of Police and Law Enforcement officers engaged in investigation tasks”.

The conference envisages to provide an annual national platform to all the officers of law enforcement agencies engaged in investigation tasks with the objective to discuss the latest laws and judgments and their implications for investigation and prosecution and to deliberate on new legislation/ criminal law amendments and systematic changes for meeting new challenges in investigation. The conference also envisages about adoption of latest technology in forensic sciences for expeditious and professional investigation and to share best practices followed by different investigation agencies which could be implemented by others.

The deliberations of the conference are expected to help in improving the quality of investigation which has been a long felt demand of public. The conference offers sessions by investigation experts of national repute on themes of Combating Economic and Organized crime, Digital and Technology driven crime, Terrorist Crime Investigation, Legal issue relating to Investigation and Ideas from States: Sharing good practices.

These sessions would provide exposure to the investigator about the role and function of Financial Intelligence Unit (FIU) and its coordination with investigation agency, Indian Drug Enforcement Regime and Role of investigation agency, co-ordination between Enforcement Directorate (ED) and investigation agencies, issues related to use of social media by terrorists and strategies to counter them and investigation of terrorist crimes. The sessions are also expected to cover combating cyber crime: strategic responses and international experience, use of technology to improve investigation, need for fresh legislation and amendments required in existing laws to facilitate investigation and database and crime investigation.

There will be sessions on show-casing the best practices in investigation being followed in various States/UTs and investigation agencies. Leading experts and practitioners in these areas would present their views.

The DGs of States/UTs, Central Police Organisations (CPOs) and the Heads of Crime Branches/ATS/Economic Offences Wing(EOW)/STF of States/UTs and other investigative agencies will participate in the Conference. Superintendents of Police and other investigators too shall participate.

Government has taken the following major steps to support Indian Shipping Industry.

• Indian shipping industry has been provided cargo support through Right of First Refusal.

• Parity in taxation of seafarers employed on Indian flag ships vis-a-vis those on foreign flag ships.

• Exemption of Customs and Excise Duty leviable on bunker fuels used in Indian flag vessels for transportation of mix of EXIM, domestic and empty containers between two or more ports in India.

• Uniform abatement of service tax of 70% for transportation of goods by rail, road and sea vessels.

• Shipping enterprises based in India have been permitted to acquire ships abroad and also flag them in the country of their convenience.

To develop the transportation of passenger services, two main land vessels for Andaman & Nicobar Island of 1200 passenger capacity each have been sanctioned during 2015-16. Besides this, two Inter Island ships for Andaman & Nicobar Islands of 500 passengers capacity have also been sanctioned.

Indian shipping lines transported 65.5 million tonnes EXIM cargo in 2014-15. In addition 105.8 lakhs and 90.6 lakh passengers embarked and disembarked respectively on Indian ports in 2014-15.

Researchers have engineered living bone tissue to repair bone loss in the jaw, a structure that is typically difficult to restore. The team led by researchers from Columbia University, New York, grafted customized implants into pig jaws that resulted in integration and function of the engineered graft into the recipient’s own tissue.

The work, supported in part by the National Institute of Biomedical Imaging and Bioengineering (NIBIB), and reported in the June 15, 2016 issue of Science Translational Medicine, suggests that personalized bone grafts for facial reconstruction may be possible in the future.

Birth defects and injuries can cause bone deformities in the head and face that are difficult to repair. Replacement bones must be perfectly sculpted to satisfactorily match the features of the person’s face. Bones of the jaw, in particular, must also be able to withstand a lot of force in order to chew.

Some current treatments replace missing bone with metal, bone putty derived from deceased donors, or grafted bone from elsewhere within a person’s own body. While using the patient’s own tissue is the safest strategy, sacrificing bone from elsewhere causes a secondary injury. It also can be difficult to obtain a piece large enough to carve into an exact match. Bone putty can be very useful to fill a gap, but is not structurally stable without reinforcements that doctors must remove in subsequent surgeries. Researchers have also experimented with implanting synthetic scaffolds that can enhance new bone growth, but these have not always been successful. To date, none of these options is as useful as doctors would like.

Researchers chose pigs to test the new bone reconstruction technique because their jaw anatomy and type of force and movement are similar to that of people — the ultimate beneficiaries of the potential treatment. They replaced a piece of the pigs’ jawbone with cow bone matrix — the material left after removing its resident cells. This matrix served as a scaffold for the graft. Guided by precise imaging technology, the researchers individually shaped each cow bone scaffold to fit perfectly into the missing jaw-bone region.

Next, the researchers seeded the scaffold with the pig’s own stem cells harvested from the animals’ fat, and placed the engineered tissue inside a bioreactor to grow for three weeks. They then implanted the engineered bone grafts into the pigs and monitored the growth for the next six months. Over that time, the transplanted bone seamlessly integrated into the pigs’ jaws. The grafts prompted new bone growth and strengthened the bone enough to tolerate forces needed for the pigs to chew.

The researchers found that the engineered implants remodeled like natural bone. The team found that the pig’s body reacted to the implant just like its own bone, breaking it down and rebuilding it as needed.

“This was an unexpected and also very exciting finding because it tells us that these bones will really become an integral part of the body and continue to change in the body as we change,” said Gordana Vunjak-Novakovic, Ph.D., a professor of biomedical engineering and medical sciences at Columbia University and senior author of the paper. “It’s important that the implant is responding to these changes, and acting as an integral part of the native bone of the recipient.”

Six pigs received engineered implants, while six others received the cow bone without any stem cells. Two jaw-bone deficient pigs received no implant at all. At the six-month point, all the animals had some regrowth of the missing jaw. The researchers used quantitative image analysis to determine that those pigs with the engineered implant grew the most bone. In addition, their jaws could withstand the physical forces sustained during the animals’ activities.

Although the study was in pigs, the team performed procedures just as they would be done in humans, and are hopeful that the technique will translate to the clinic. “It’s never possible to say exactly, but we are aiming to get into clinical trials within the next few years,” said Vunjak-Novakovic. “Hopefully things continue to go well.”

“This is a promising step towards creating better implants for humans,” said Rosemarie Hunziker, Ph.D., director of the NIBIB program in Tissue Engineering. “The general size and mechanics of a pig’s jaw is a reasonable test of whether such a bone graft would integrate and do the work that would be required of a jaw bone graft in our human craniofacial system.”

Several key features enhanced the clinical prospects of this research, according to Hunziker. First, the team isolated the stem cells from fat, which can be harvested with less discomfort than from bone marrow, and yields ample cells due to abundant fat supply. They also avoided using growth factors — proteins that may improve bone quality but sometimes lead to excess bone growth, and would greatly increase the cost of the procedure. She attributed the researchers’ success to their understanding and integration of key factors: a well-prepared scaffold, the right cells, optimal growth conditions, and exact timing.

The work was a collaboration between researchers from the department of biomedical engineering and the division of oral and maxillofacial surgery at Columbia University in New York, New York; the School of Veterinary Medicine at Louisiana State University in Baton Rouge; LaCell LLC in New Orleans, Louisiana; and the Center for Stem Cell Research and Regenerative Medicine at Tulane University in New Orleans.

The research was funded in part by NIBIB (EB 002520) and the National Institute of Dental and Craniofacial Research (DE 016525), both parts of the National Institutes of Health.

Usage of National Highways as Landing Strips

A landing was carried out by a Mirage 2000 aircraft on the Yamuna Expressway on 21st May 2015. The Government has decided to set up four new major ports at Sagar in west Bengal, Duggirajupatnam in Andhra Pradesh, Vadhavan in Maharashtra, Enayam in Tamil Nadu.

Based on the cargo traffic scenario study and port master planning under Sagarmala, six potential new port locations, namely -Vadhavan in Maharashtra, Sagar Island in West Bengal, Paradip Satellite Port in Odisha, Enayam an Sirkazhi in Tamil Nadu and Belekeri in Karanataka have been identified. In addition, the Techno-Economic Feasibility Report (TEFR) for Duggirajupatnam, Andhra Pradesh has also been updated.

Attracting FDI & formulating Special Schemes for Food Processing Sector

The Foreign Direct Investment in food processing sector has increased from USD 170.21 Million in 2011-12 to USD 505.88 Million in 2015-16.

Foreign Direct Investment inflows into the food processing industries has been one of the reasons for 5.78 % growth of gross value added in food processing industries in 2014-15 at 2011-12 prices. Further, as per the Annual Survey of Industries the number of food processing industries in the registered sector has also grown from 36880 in 2011-12 to 37450 in 2013-14.

To promote food processing units in the country, the Ministry of Food Processing Industries is implementing schemes of Mega Food Parks, Cold Chain, Value Addition and Preservation Infrastructure, Setting up/Modernization of Abattoirs and Strengthening of Institutions. Under these schemes, grant-in-aid is given for setting up projects. In addition to permitting 100% foreign direct investment in food processing sector through automatic route, Government has also allowed 100% FDI in retail marketing of food products produced and manufactured in India through approval route. To encourage the development of food processing industries Government has reduced excise duty on food processing and packaging machinery from 10% to 6%, allowed food processing units 100% income tax exemption on profits for the first five years of operation and after that at the rate of 25% income tax exemption on the profits for the next five years, etc.
