Committee to examine un-claimed amount in PPF, Post Office and Savings Schemes

Union Finance Minister Arun Jaitley today approved setting-up of Committee under the Chairmanship of Deputy Governor of RBI to examine un-claimed amount lying with PPF, Post Office, Savings Schemes etc and how this amount can be used to protect and further the financial interest of the senior citizens. This is following his Budget Speech, wherein, he talked about unclaimed amounts with institutions and his intent to use it wisely.

The Committee comprises of Deputy Governor-RBI, Secretary and Joint Secretary (Law), M/o Law and Justice, Dy. MD-S.B.I, Executive Director-PNB, Joint Secretary (Budget)-DEA, Joint Director-National Savings Institute
Broad parameter defined for the Committee are:
1. Estimation of amount lying unclaimed under various scheme
2. Procedure for bringing such unclaimed deposits to a common pool to be suggested by the Committee. Changes, if any, required to be made in the legal framework may be suggested. Committee to also suggest if such a pool should be placed within Government account or outside it.
3. Committee to recommend how this unclaimed amount can be used to protect and further financial interests of the senior citizens.

The Committee will submit its Report by 31st December 2014.

The Department of Biotechnology, Ministry of Science and Technology – GoI and the All India Institute of Medical Sciences, Autonomous Institute under Ministry of Health & Family Welfare – GoI, signed a Memorandum of Understanding for furtherance of Cancer Research taking into cognizance that cancer disease burden is fast reaching pandemic proportion in India. Their efforts will specially focus on cancers unique to India such as Gall-bladder, oral and cervical & Naso-pharyngeal cancer.

AIIMS, will be developing a National Cancer Institute at its upcoming Jhajjar Campus primary focus on cancer research in addition to patient care & management. The project, to be developed at a cost of about Rs. 2000 crore as sanctioned by the Ministry of Health in next 3-1/ years and is expected to be a big step in research in cancer in the country and would play a significant role in cancer treatment. So far, India has about 28 Regional Cancer Centres that mainly treats patients, However, research has not been a priority.AIIMS_indianbureaucracy

Shift in MNREGA – 50% of funds for water conservation, skilled component now 49%

To mitigate drought and drought like situation and scarcity, Union Rural Development Minister Shri Gadkari has ordered that 50% of all works taken up by line agencies at District level should be for water conservation works like check dam construction, de-silting of traditional water bodies, minor irrigation tanks and canals. The decision has been taken in response to widespread criticism that MGNREGA has become a source of corruption and no productive assets are being created through the scheme.

As these works require combination of wage labour and machinery, the percentage on skilled component has been increased up to 49% from current 40%, this will enable the states to do part of work of check dams, minor irrigation tanks with machinery, while doing balance 51% on muster payment to labour. However, if states wish to retain the skilled proportion to 40%, they are free to do so.Nitin_gadkari_indianbureaucracy.com

The Minister has also directed the Rural Development Ministry that all payments and fund transfer to states should be made on E-payment platform and on a just in time basis so that wage payment are not delayed beyond one week in any case.

National Entrepreneurship Network (NEN), the flagship initiative by Wadhwani Foundation, has released a whitepaper for the Department of Science & Technology (DST) to institute standards for the establishment and working of incubators in India, titled “Guidelines – Metrics & Milestones for Successful Incubator Development.”

The whitepaper aims at setting some of the much needed guidelines for incubation of startups in India and includes recommendations to set the motion for analysis, discussion & debate for policy review and modifications, for the benefit of both funding and host organizations that set up incubators.

On the basis of this whitepaper, the two key pointers that will help setting up national guidelines, metrics and milestones for incubators are Categorization of incubators to identify unique characteristics and success factors for each incubator model thereby enabling replication of successful models and Critical indicators of success for companies that different categories of incubators support.

As per the report, there is a need to devise a measurement strategy for incubators as they are considered to be drivers of economic development. These incubators need to be backed up by raising the necessary resources whenever required and also to showcase and reward the real winners. As far as the funding organizations are concerned, having a detailed measurement on incubators will provide them with visibility to the partnership and can also help them to take timely decisions regarding further funding.

Without the right framework for measurement on the performance of incubators, like in the present scenario, there is always an over-generalization of the complete sector which leads to comparisons between the wrong metrics. This clearly means that there is a need to develop success metrics for a broad set of acceptable incubators. Separate metrics need to be devised to understand the outcome and long term impact from incubators.

The solutions & recommendations in the white paper are based on a detailed understanding of key factors that govern incubator categorization like motive, size of opportunity, location, in-house expertise and sphere of influence.

Every incubator has a motive to back a startup. This could be commercial or not-for-profit. To understand the commercial aspects of backing up a startup, the incubator needs to know the size of opportunity that they have with the startup. This depends upon the core expertise of the host organization, the local eco system and the geographical influence of the incubator.

A not for profit incubator is usually the kinds found in educational institutions and their success factors are majorly measured through social impacts and financial returns.

Incubators also need to be categorized on the basis of the size of opportunity that they find in backing up a startup. It is essential to maintain uniformity in the type of start ups that the incubator can back up so as to maintain a continuous support mechanism.

The whitepaper also provides insight into the key challenges that incubators face in terms of the right amount of funding required for financial sustainability, training and mentoring services for community entrepreneurs and returnable seed money to incubated companies.

Shri Shambhu Kallolikar IAS (TN:1991) has been prematurely repatriated to Parent Cadre. He was Joint Secretary in Department of Pharmaceuticals. Shambhu Kallolikar holds Post Graduate Degree from Jawaharlal Nehru University, New Delhi in International Studies.

In his early years in the Administrative service he had worked in the state of West Bengal, Tamil Nadu and in Central Government at New Delhi. He held the posts of Sub-divisional Officer at Ranaghat and Alipurduar sub-division, Addl. District Magistrate at Raiganj in West Bengal, Collector Pudukottai and Tiruvarur, in Tamil Nadu mainly administering the revenue administration of the District. As a Collector, being the administrative head handled 26 Departments like Agriculture, Irrigation, Rural Development, Public Works Department, Social Welfare Law and Order etc. He served as Commissioner of Fisheries Department, Government of Tamil Nadu and Project Director, Tamil Nadu Aids Control Society in the Department of Health and Family Welfare.

Shambhu held the posts of Managing Director of Public Sector Units under State Government. He served as Private Secretary to the Union Law Minister, Government of India and Secretary to the Governor of Tamil Nadu.

He has authored a book on Rain Water Harvesting and written several papers in national newspapers and magazines on sustainable water management and agriculture.
