Indian Bureaucracy, New Delhi, April 14, 2025 | The Government of India has announced the empanelment of nineteen (19) officers from the Central Services for appointment to the post of Joint Secretary or equivalent positions in the Union Government. The empanelment, notified on April 14, 2025, features officers from a broad spectrum of services including the Indian Railway Services, Ordnance Factories, Indian Economic Service, and Indian Revenue Services, reflecting the government’s continued emphasis on administrative diversity and cross-sectoral expertise at the senior levels of governance.

Indian Bureaucracy, Lucknow, April 15, 2025| In a late-night administrative reshuffle, the Government of Uttar Pradesh issued orders transferring and reassigning several senior officers, including crucial postings in the agriculture, and rural governance sectors. The reshuffle affects key departments responsible for sugarcane development, irrigation under PMKSY-AIBP, and the state’s extensive Panchayati Raj network.

The post of Commissioner, Sugarcane, commonly known as the Ganna Commissioner, has witnessed a change of guard. This is a sensitive position in the state’s agrarian structure, as sugarcane remains one of the most significant crops for Uttar Pradesh. The state is the second-largest producer of sugarcane in India, with an estimated output of 9 million tonnes this season—slightly lower than last year’s 10.4 million tonnes.

In addition to agricultural adjustments, departments linked to the Pradhan Mantri Krishi Sinchayee Yojana – Accelerated Irrigation Benefits Programme (PMKSY-AIBP) have also been realigned. Notably, the release of funds under PMKSY-AIBP to Uttar Pradesh as on 30 September 2024 stood at over ₹15,129 crore, reflecting the scheme’s central role in enhancing irrigation efficiency across agrarian states of Uttar Pradesh.

In a significant interdepartmental shift, the Secretary, Home Department has now been appointed as the Managing Director of PCDF – the Uttar Pradesh Cooperative Dairy Federation.

Furthermore, Amit Kumar Singh has been posted as the Director, Panchayati Raj, overseeing one of the largest rural governance frameworks in the country. Uttar Pradesh has 51,914 Gram Panchayats, which serve as the grassroots units of the Panchayati Raj system, playing a critical role in local self-governance and rural development.

  6. Smt B Chandrakala IAS (Uttar Pradesh 2008), presently Secretary, Women Welfare, with additional charge of Panchayati Raj Department, Uttar Pradesh, is relieved from the additional charge of Panchayati Raj Department, Uttar Pradesh.
  7. Shri Amit Kumar Singh IAS (Uttar Pradesh 2011), presently Special Secretary, Urban Development Department, Uttar Pradesh, with additional charge of Joint Managing Director, Jal Nigam (Urban), Lucknow, is transferred and appointed as Director – Panchayati Raj, Uttar Pradesh.

Shri Alok Mishra, a distinguished officer of the Indian Information Service, presently serves as Joint Secretary in the Ministry of Labour and Employment, Government of India, where he oversees crucial policies, schemes, and reforms related to the Employees’ Provident Fund Organisation (EPFO)—one of the largest social security organizations in the world with over USD 300 billion in accumulated funds, 75 million contributing members, and 7.8 million pensioners. He also leads the formulation of the Employment Linked Incentive Scheme (USD 125 billion) and liaises extensively with industry stakeholders, international bodies, trade unions, and academia on labour reforms.

He has been entrusted with an extension of the additional charge as Director General of DGFASLI, the apex technical advisory body on Occupational Safety and Health (OSH) in factories and ports across India, underlining his leadership in industrial safety and labour welfare.

Previously, Shri Mishra served as Additional Director General (Media & Communication) in the Press Information Bureau, Government of India, where he headed media communication for various key ministries such as Power, New & Renewable Energy, Commerce & Industry, and the Election Commission. He also led divisions on fact-checking and digital media strategy, ensuring credible and transparent government communication.

His tenure at the Development Monitoring and Evaluation Office (DMEO), NITI Aayog as Deputy Director General and Director was marked by pioneering work in strengthening India’s monitoring and evaluation (M&E) ecosystem, building institutional capacity, and implementing the Output-Outcome Framework for over 50 central government programmes.

A noted academic and policy trainer, Shri Mishra also served as Senior Deputy Director and Faculty at LBSNAA, Mussoorie, where he trained senior civil servants in economics, public policy, negotiation, and decision-making, and led multiple high-level programmes in collaboration with international institutions such as Harvard, Bocconi, and CCL.

His earlier role as Director (International Cooperation) in the Ministry of Education involved promoting India’s educational diplomacy, forging global partnerships, and coordinating with UNESCO and other multilateral organizations.
