Dr. N Saravana Kumar IAS (Bihar 2000) has taken over as the Vice Chairman of the Delhi Development Authority (DDA) under the Ministry of Housing and Urban Affairs, Government of India.  He succeeds in this prestigious role with a distinguished track record in governance and administration. Prior to his current posting, Dr. Kumar was serving as the Secretary, Rural Development Department, Government of Bihar, Patna.

An accomplished professional with a background in veterinary sciences, Dr. Kumar holds an M.V.Sc. in Animal Husbandry and a B.V.Sc. & A.H. in Veterinary Science, both with First Class distinction. Since his induction into the Indian Administrative Service, he has held several key assignments across state and central governments, spanning rural development, agriculture, food and consumer protection, education, animal husbandry, and urban development.

Dr. Kumar’s career includes significant roles such as Principal Secretary in the Food & Consumer Protection Department, Secretary in the Agriculture Department, Principal Secretary in the Sugarcane (Ganna) Department, and Director in the Animal Husbandry Department in Bihar. He has also served at the Centre as Joint Secretary in the Ministry of Human Resource Development (Higher Education), and as PS to the Minister in the Ministry of Electronics & IT.

Notably, he has held multiple District Magistrate and Collector roles across Bihar in districts such as Purnia, Samastipur, Supaul, Sheikhpura, Jamui, and Nalanda. His administrative experience is complemented by key contributions in land and revenue management, social justice, cooperative development, and strategic planning at various levels.

As Vice Chairman of DDA, Dr. Kumar is expected to bring his extensive field and policy experience to steer the Authority’s urban development, land management, and infrastructure planning initiatives in the National Capital Region.
