Major Reshuffle in Punjab Bureaucracy, 43 Officers including 37 IAS Transferred

Indian Bureaucracy, Chandigarh, March 03, 2025| In a major bureaucratic reshuffle, the Punjab State Government issued a late-evening communiqué announcing the transfer and reassignment of portfolios for forty-three officers, comprising thirty-six Indian Administrative Service (IAS) officers and seven Punjab Civil Service (PCS) officers.

The reshuffle is directly aimed at departments, such as Finance, Water Resources, Housing, Employment Generation, Rural Development, Agriculture, Tourism, and Human Rights, sectors integral to the state’s agrarian character and vital sources of revenue.

Additionally, new Commissioners and Deputy Commissioners were appointed in various municipal commissions across Patiala, Bhatinda, SAS Nagar, Barnala, and Phagwara, among others. The list detailing the new deputations of all officers is provided below.

1. Smt Jaspreet Talwar IAS (Punjab 1995), presently Additional Chief Secretary (ACS), Employment Generation, Skill Development & Training, is transferred and appointed as Additional Chief Secretary – Planning, Punjab, with additional charge of Additional Chief Secretary-cum-Financial Commissioner – Taxation. She relieves Shri Amit Dhaka IAS from the charge of ACS Planning and Shri Krishan Kumar IAS of the additional charge of ACS Taxation.
2. Shri Ajoy Kumar Sinha IAS  (Punjab 1996), presently Principal Secretary, Finance, with additional charge of Principal Secretary, Power, Principal Secretary, New and Renewable Energy Sources, CMD, Punjab State Transmission Corporation Limited, is relieved of the post of Principal Secretary, Finance. He will continue with all the other listed portfolios.
3. Shri Krishan Kumar IAS (Punjab 1997), presently Principal Secretary, Water Resources, with additional charge of Financial Commissioner, Taxation, is transferred and appointed as Principal Secretary – Finance, Punjab, with additional charge of Principal Secretary – Water Resources. He relieves Shri Ajoy Kumar Sinha IAS.
4. Shri Veerendra Kumar Meena IAS (Punjab 2015), presently awaiting posting, is appointed as Principal Secretary – Social Justice, Empowerment and Minorities, Punjab, relieving Shri Alok Shekhar IAS of the additional charge.
5. Shri Vikas Garg IAS (Punjab 1998), presently Principal Secretary, Food, Civil Supplies & Consumer Affairs, Punjab, is transferred and appointed as Principal Secretary, Housing & Urban Development, replacing Shri Rahul Tiwari IAS.
6. Shri Rahul Tiwari IAS (Punjab 2000), presently Principal Secretary, Housing & Urban Development, Punjab, is transferred and appointed as Principal Secretary – Food, Civil Supplies & Consumer Affairs, Punjab, replacing Shri Vikas Garg IAS.
7. Smt Alaknanda Dayal IAS (Punjab 2000), presently Principal Secretary, Revenue & Rehabilitation, Punjab, is transferred and appointed as Principal Secretary – Employment Generation, Skill Development & Training, replacing Smt Jaspreet Talwar IAS.
8. Shri Ajit Balaji Joshi IAS (Punjab 2003), presently Secretary, Agriculture and Farmers’ Welfare, Punjab, is transferred and appointed as Administrative Secretary – Rural Development & Panchayats, Punjab, relieving Shri Dilraj Singh IAS.
9. Smt Shruti Singh IAS (Punjab 2004), presently Resident Commissioner, Punjab Bhawan, New Delhi, is given additional charge of Administrative Secretary – Technical Education & Industrial Training relieving Shri Kamal Kishor Yadav IAS of the additional charge
10. Shri Dilraj Singh IAS (Punjab 2005), presently Administrative Secretary, Rural Development and Panchayats, with additional charge of Administrative Secretary, Parliamentary Affairs is transferred and appointed as Administrative Secretary – Parliamentary Affairs, with additional charge of Secretary – Health & Family Welfare, Punjab, and, Commissioner – Food & Drug Administration in place of Shri Abhinav IAS.
11. Shri Abhinav IAS (Punjab 2006), presently Secretary, Health & Family Welfare and in addition Commissioner, Food & Drug Administration, Punjab, is transferred and appointed as Administrative Secretary – Tourism & Cultural Affairs, Punjab, relieving Shri Malwinder Singh Jaggi IAS of the additional charge.
12. Shri Amit Dhaka IAS (Punjab 2006), presently Administrative Secretary, Planning, with additional charge of Director, Mahatma Gandhi State Institute of Public Administration, Administrative Secretary, Printing & Stationery, and, CEO, Punjab Bureau of Investment Promotion, is relieved of the post of Administrative Secretary, Planning and appointed as Director – Mahatma Gandhi State Institute of Public Administration, with additional charge of Administrative Secretary – Printing & Stationery, and, CEO – Punjab Bureau of Investment Promotion.
13. Smt Anindita Mitra IAS (Punjab 2007), presently Secretary, Cooperation, with additional charge of Managing Director, The Punjab State Cooperative Bank Ltd., is transferred and appointed as Administrative Secretary – Higher Education & Languages, Punjab, with additional charge of Administrative Secretary – School Education, relieving Shri Ramak Kishor Yadav IAS.
14. Shri Mohammad Tayyab IAS (Punjab 2007), presently Director, Treasury & Accounts, is transferred and appointed as Administrative Secretary – Horticulture, Punjab, with additional charge of Administrative Secretary – Soil & Water Conservation, relieving Shri Anurag Verma IAS of the additional charge
15. Smt Neelima IAS (Punjab 2008), presently Commissioner, Agriculture, Punjab, is transferred and appointed as Chief Executive – Punjab Energy Development Agency, Department of New and Renewable Energy Sources.
16. Shri Varinder Kumar Sharma IAS (Punjab 2009), presently Secretary-cum-Director, Food, Civil Supplies & Consumer Affairs, Punjab, given additional charge of Secretary – Punjab State Human Rights Commission.
17. Smt Gauri Parasher Joshi IAS (Punjab 2009), presently Secretary, Personnel, with additional charge of Managing Director, Punjab State Industrial Development Corporation, is transferred and appointed as Secretary – General Administration & Coordination, Punjab, with additional charge of CEO – State Health Agency, Punjab, relieving relieving Smt Gurpreet Kaur Sapra IAS of the additional charge of GAD, and Smt Babita IAS of Health Agency, Punjab.
18. Smt Babita IAS (Punjab 2009), presently Chief Executive Officer, State Health Agency, Punjab, is transferred and appointed as Commissioner – Agriculture, Punjab, relieving Smt Neelima IAS.

Smt Surabhi Malik IAS (Punjab 2012), presently Director, Industries & Commerce, with additional charge of Managing Director, Punjab Small Industries & Export Corporation, is  given additional charge of Managing Director – Punjab State Industrial Development Corporation, relieving Smt Gauri Parasher Joshi IAS of the additional charge.
