Ms Isha IAS (Punjab 2009), presently on Central Deputation and posted as Director – Housing and Urban Affairs, is appointed as Joint Secretary – Ministry of Housing and Urban Affairs, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of five years upto 30.07.2028, by temporarily upgrading the post from Director level to Joint Secretary level.

Ms. Isha, IAS, currently on Central Deputation as Director in the Ministry of Housing and Urban Affairs, has been appointed as Joint Secretary in the same ministry. Her extensive administrative experience across urban development, municipal governance, water supply, health, and rural infrastructure makes her an ideal choice for this critical role, where she will be instrumental in shaping national urban policies and governance frameworks.

Her journey in the Indian Administrative Service began in 2009, with early roles in land revenue management and district administration, serving as Sub-Divisional Magistrate (SDM) in Jagraon, Jalandhar, and Ludhiana. These formative years provided her with hands-on experience in governance, disaster management, and rural administration. She subsequently took on key positions in urban development, serving as Additional Commissioner in Ludhiana’s Urban Development Department and later as Municipal Commissioner of Bathinda, where she contributed significantly to city planning and municipal reforms.

Her leadership capabilities were further demonstrated during her tenure as Deputy Commissioner and District Magistrate in Fazilka, Hoshiarpur, and Mohali, where she played a pivotal role in land revenue management, governance reforms, and public service delivery. She also held Additional Chief Executive Officer (CEO) roles in Investment Promotion and Finance, helping attract infrastructure investments to Punjab and ensuring financial prudence in public sector projects.

Ms. Isha’s expertise in urban infrastructure and water management became evident when she was appointed as CEO for Water Supply in Punjab, followed by her role as Chief Executive Officer in the Department of Urban Development, Chandigarh. Her tenure in these roles was marked by significant improvements in municipal water supply systems, sanitation, and smart city planning. Her commitment to infrastructure development continued when she became Director in the Ministry of Housing and Urban Affairs on Central Deputation in 2023, where she played a crucial role in shaping national urban policies, municipal governance, and housing initiatives.

Her new appointment as Joint Secretary in the Ministry of Housing and Urban Affairs is a testament to her vast experience and exceptional leadership in urban planning, infrastructure development, and municipal administration.
