PM intensive consultations on Smart City initiative

The Prime Minister, Shri Narendra Modi, chaired a high-level meeting with Government officials on the Smart City initiative. This is part of a series of consultations on Smart Cities. He asked the Ministry of Urban Development to convene a workshop of all central and state Urban Development Authorities at the earliest. He said the workshop should also focus on reforms in laws related to urban development.

The Prime Minister called for identifying parameters that could be laid down for smart cities. He asked officials to identify the basics of infrastructure, quality of life, and citizen-centric services that would be essential to cities of the 21st century. He said cities should be identified as hubs of economic activity. He said focus on “waste to wealth” – i.e. – solid-waste management, and waste-water treatment would be an important part of the development of smart cities.

The Prime Minister asked Government officials to visualize “urban-dependent” population, in addition to “urban” population, while planning for Smart Cities. Officials from the Prime Minister`s Office, Ministry of Urban Development, and Ministry of Information Technology, were present on the occasion.

Vrinda Sarup appointed as secretary for education department

The Ministry of Human Resource Development  has appointed Vrinda Sarup, IAS (UP:81) as Secretary, Department of School Education and Literacy. Prior to this  she was holding the post of Special Secretary, Department of School Education and Literacy. She takes over the mandate from R.Bhattacharya, IAS (AP:78) who retires on 31.12.2014.

Ruchin Gupta appointed as Deputy Secretary, New and Renewable Energy

Ruchin Gupta Indian Revenue Service (C&CE), 2004 officer has been appointed as Deputy Secretary, Ministry of New and Renewable Energy. Previously he held the post of Joint Commissioner of Customs and Central Excise.

The ongoing search for new Director at National Book Trust (NBT) may end on 29th December 2014. According to sources in HRD Ministry, the final interview in selecting new director will take place on 29th December 2014 and an announcement will be made just before the New Delhi World Book Fair or in the mid week of January 2015.

If sources within the ministry are to be believed the incumbent Director M A Sikandar may be given more important portfolio within the HRD Ministry. Popularly know to be Kapil Sibal man, he has been credited in bringing National Book Trust to the global platform through professionalism and smart marketing technique. He is complimented in bringing out the best out of his staff and inculcating professional attitude and work culture that’s been rarely seen in an government establishment. He is credited of successfully organising book fair in Srinagar, a place where no central government official ever dared to go. His approach was duly appreciated by the ministry and the separatist in J&K. He is credited to taking NBT to Tier II & II cities and making it popular amongst masses. His credibility got shot in arms when Prime Minister Narendra Modi asked him to sign MoU on behalf of NBT and China for 2016 New Delhi World Book Fair. He is serving his second extension, this reflects the confidence HRD Ministry has in his ability and professionalism.

It is said that out of 70 people who applied for the post, 10 were shortlisted and 3 were selected for the final interview. Of the three, two are bureaucrats and one technocrat. With Sikandar setting the bar high, it will be worth watching how the new appointee takes on the challenges. Either ways, its NBT’s gain!

DS Dhesi to be next Chief Secretary of Haryana

Depinder Singh Dhesi currently additional secretary in the ministry of commerce with additional charge of chairman-cum-managing director of Metals and Minerals Trading Corporation of India (MMTC), is set to be the new Chief Secretary of Haryana.

Haryana chief minister Manohar Lal Khattar had written to the central government to seek his repatriation and those orders are likely to be issued by Monday.

D S Dhesi is a 1982 batch IAS of Haryana cadre. He has worked with former chief ministers Bansi Lal and Om Prakash Chautala as additional principal secretary. Later, he has been principal secretary, town and country planning department, in Bhupinder Singh Hooda government. He also held the portfolio of Directorate General of Supplies and Disposals (DGS&D). He is on central deputation since June 2010 and this five-year deputation was scheduled to end in June 2015.

Dhesi is considered as an honest, a very efficient and non nonsense officer within the bureaucratic circle, has looked after monitoring and review of export strategy, administration, and establishment, besides foreign trade with African countries.

The term of the current chief secretary of Haryana ends this month.

IIT Delhi director under pressure from HRD Ministry resigns

Raghunath K Shevgaonkar, Director IIT Delhi has quit his post with more than two years before his tenure ends. While sources quoting IIT officials confirmed this news yesterday, HRD Ministry officials pretended ignorance of this move.

The bone of contention which led to Raghunath’s resignation were the two demand from HRD ministry – to provide the IIT Delhi ground for a cricket academy to be run by Sachin Tendulkar and payment of nearly Rs 70 lakhs to former IIT Delhi faculty and now BJP functionary Subramanian Swamy as his salary dues between 1972 and 1991.

Govt widens clauses in the annual disclosure statement of bureaucrats

In order to stem corruption amongst bureaucrats and police officers,  government has added the unusual clauses in the annual disclosure statement that the depeartment of personnel and training (DoPT) is seeking from public servants, including IAS and IPS officers.

Apart from disclosing details of deposits in foreign banks, they have been asked to list furniture, fixtures, antiques, paintings and electronic equipment (costing more than Rs 1 lakh) in their possession in their annual disclosure of assets and liabilities.

These changes in the ‘Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assests in Filing Returns) second amendment rules, 2014 were displayed on DoPT website yesterday.

Ministries to procure domestically manufactured electronic products: Cabinet Secretary

In an important step to boost electronics production, the Union Government has issued strict guidelines to all Ministries to provide preference to domestically manufactured electronic products in Government procurement.

A Committee of Secretaries has decided that all Ministries and Departments should identify department-specific domestically manufactured electronic products for procurement, and notify them within a fortnight. All Government Departments have been asked to adhere to a tender template already issued by the Department of Electronics and Information Technology, for procurement of electronic items.

The Department of Electronics and Information Technology (DoE) has also been asked to put in place an online monitoring system for reporting by Ministries/Departments and State Governments, on procurement of electronic products. This system, to be operationalized in a fortnight, will capture the break-up of domestically manufactured electronic equipment by value.

Punjab government transfer 14 IAS officers

The Punjab government has today issued orders wherein 14 IAS officers were  transferred  with immediate effect. The list includes Dharam Vir, Principal Secretary, Punjab State Human Rights Commission, who will now take charge as Principal Secretary, Defence Services Welfare , while IAS officer Mandeep Singh Sandhu has been appointed the Principal Secretary, Animal Husbandry, Fisheries and Dairy Development. Amit Dhaka, who was the Deputy Commissioner, Hoshiarpur, will take charge as Managing Director of Punjab Small Industries and Export Corporation, G.K. Singh, will take over as Commissioner of Municipal Corporation of Ludhiana, Pardeep Aggarwal will now take charge as Director General, School Education.

Manpreet Singh Chatwal, Director of State Transport, will take charge as the Chairman of the Punjab State Pollution Control Board. Ravinder Sharma, Chairman of the Punjab Pollution Control Board, will be the new Deputy Commissioner of Shaheed Bhagat Singh Nagar, Anindita Mitra, will now be the Deputy Commissioner of Hoshiarpur.

Election Commission meets to discuss Delhi polls preparedness

Election Commission Chief V S Sampath held a meeting on Friday to discuss the possibility of assembly polls in Delhi in February 2015 and its preparations.

Delhi is currently under president’s rule and being run by Lt Governor Najeeb Jung after Aam Aadmi Party’s (AAP’s) Arvind Kejriwal quit as chief minister in February over his government’s failure to pass the Jan Lokpal Bill.

Pradeep Kasni Senior IAS officer and commissioner of Gurgaon has sent his report on Millennium City land deal to State Chief Secretary P K Gupta. According to sources, the report shed light on how government land worth crores in Harsaru village, which has almost become a part of the Gurgaon urban conglomerate, was illegally transferred to private companies three years ago. These deals were in direct violation to the orders of the Punjab and Haryana high court.

For records, Pradeep Kasni is know for his honesty and uprightness and has been reportedly been transferred more than 60 times in 30 years of his service. The last one, where he had red-flagged appointments of five senior officers for allegedly violating the protocol and had sought a reply from the Bhupinder Singh Hooda government.

Chandra Bhushan Kumar is the new Chief Electoral Officer of Delhi

Chandra Bhushan Kumar, IAS 1985 batch AGMUT cadre, is appointed as Chief Electoral Officer(CEO), Delhi. He replaces Mr. Vijay Kumar Dev who is now the new Adviser to the UT Administrator, Chandigarh.
Previously, Mr. Kumar was the Chief Electoral Officer of Arunachal Pradesh.
