High Powered Monitoring Committee set up for fast track approval of building plans in Delhi

To enhance the ease of doing construction business in Delhi, Minister of Urban Development Shri M.Venkaiah Naidu has set up a High Powered Review and Monitoring Committee to enable fast track approval of building plans in Delhi. The 16-member Committee will be headed by the Vice-Chairman of Delhi Development Authority (DDA).

The Committee has been mandated to review and monitor sanctioning building plan approvals for land area of 5,000 sq.mtrs and more for commercial/industrial purposes and 10,000 sq.mtrs and more for residential purposes. The Committee seeks to enable building plan approvals within 30 days from the date of application to the concerned urban local bodies.

The Committee will meet once every month and sort out inter-departmental issues that result in delay in issuing the required No Objection Certificates/clearences. The Committee, if required, can call the applicant to seek clarity to resolve the issues.

The concerned urban local bodies will furnish the summaries of such proposals in the prescribed proforma to the Committee as soon as the applications are received and sent to the concerned authorities for NOC/clearences. Aggrieved applicants can write directly to the Member-Secretary of the Committee for taking up their cases in the next meeting of the Committee.

Shri Venkaiah Naidu has set up this Committee in the backdrop of delays in according approvals for building plans adversely affecting the ranking of Delhi in terms of ‘ease of doing business’. This initiative will help in enabling FDI flows into the construction sector in respect of which the minimum built up area has been reduced to 20,000 sq.mt from the earlier 50,000 sq.mtrs.

Members of the Committee include: Chairman/Commissioners of New Delhi Municipal Council and the three Municipal Corporations of Delhi, Representatives of the Ministries of Environment & Forests and Climate Change and Defence, Airport Authority of India, National Highway Authority of India, Central Pollution Control Board, Delhi Fire Service, Delhi Pollution Control Board, Secretary of Delhi Urban Arts Commission, Member Secretary of Heritage Conservation Committee and Commissioner (Planning), DDA.

Dr. Alka Beotra nominated Member of the Executive Board of WAADS

Dr. Alka Beotra, Scientific Director, National Dope Testing Laboratory, Ministry of Youth Affairs & Sports, has been nominated to the Executive Board of WAADS (World Association of Anti Doping Scientists). Her tenure on the Executive Board of WAADS will be for a period of three years, i.e. from March 2015.

The WAADS is an organisation comprising anti doping scientists from all the WADA- accredited labs across the world. The purpose of WAADS is to allow WADA-accredited laboratories to interact within their own group as well as to provide assistance to others to combat the issue of doping in sport. In the six-member Executive Board of WAADS, Dr. Beotra is the only member from Asia.

Mid-night reshuffle sees appointment of 10 AS

It’s the expectation of mid-night knock at the door of bureaucrat’s that’s giving them the sleepless night these days. Monday night too few got knocks at their door the result of which saw some key appointment and swapping of ministries happening for officers at the level of additional secretaries. The list of those who made to the list were:

Indian Army Commemorate Centenary of World War -1

 Indian Army is Commemorating the Centenary of the First World War from 10 Mar to 14 Mar 2015 in New Delhi in memory of the 1.5 million Indian Soldiers who fought in the war and over 74000 who made the supreme sacrifice.  10th March coincides with the Battle of Neuve Chapelle marking the British Offensive in Artois region of France in which the Garhwal Brigade & Meerut Division of the Indian Corps participated. The time period 2014 to 2018 is being commemorated as the Centenary of World War-1.

As part of the Commemorative Events, a wreath was laid at Amar Jawan Jyoti, India Gate by The Hon’ble Prime Minister of India, Shri Narendra Modi on 10 Mar 15.  Raksha Mantri, Rajya Raksha Mantri, Service Chiefs, Defence Secretary and  senior serving officers  of the Regiments that took part in the War, also graced the occasion.

A Commemorative Exhibition is also being held at Manekshaw Centre from 10 to 14 Mar 2015.  A Veterans Run to be flagged off by Vice Chief of Army Staff will carry the inaugural Flame ‘Heritage Torch’ from Commonwealth War Cemetery, Brar Square to Manekshaw Centre, Delhi Cantt. The last Veteran Runner Honorary Captain (Retd) Bana Singh, PVC, will hand over the ‘Heritage Torch’ to the Hon’ble President for lighting the symbolic ‘Flame of Remembrance’ (Inaugural Flame) and inaugurating the Commemorative Exhibition at 6 PM today.

The Chief of the Army Staff will address the dignitaries and highlight the role and sacrifices of the Indian Soldiers during the First World War. The President will thereafter release a Commemorative First Day Cover. The President will also view the exhibition which includes a ‘Gallantry Hall’, highlighting how the ‘Great War’ was fought and won, its impact on Indian Soldiers lives on the frontline and at home. It will showcase 13 Campaigns, wartime weapons and equipment, memorabilia and various artifacts.

The ‘Corner of Remembrance’ in the exhibition will display old letters, an old home in neglect with belongings of Soldiers and depicting a feeling of anxiousness of the families waiting for their dear ones to return home. The ‘Sacrifice Hall’ will include replicas of Amar Jawan Jyoti, Indian memorials, busts and paintings of Victoria Cross Winners in India & abroad.

The outdoor props of the exhibition will give a glimpse of the dress, equipment, bunkers and  guns. A replica of miniature Brighton Hospital will depict the treatment and the trauma that the Indian Soldiers went through. The live props will highlight the role played by various Arms/Corps in the War including Infantry, Cavalry, Artillery, Engineers, Signals and ASC. A dynamic band display by the Indian Army brass & pipe bands will also be conducted as part of the mega event.

The descendants of some of the Victoria Cross Awardees and the Param Vir Chakra Awardees of Independent India will also be present for the function and will interact with the Hon’ble President.

The Commemoration Exhibition of World War -1 at Manekshaw Convention Centre at Delhi Cantonment would be open to the public and Schools and Colleges from 11 to 13 Mar 15.

DoPT issue orders on IAS and IPS officers for AP and Telangana

The Department of Personnel and Training (DoPT)has issued an order for the final allocation of All India Service (AIS) officers of the undivided AP between the two successor States of A.P. and Telangana. Over all 161 IAS, 116 IPS and 69 IFS officers were allocated to A.P. while Telangana was allocated 133 IAS, 95 IPS and 58 IFS officers.

Shortage of IAS Officers

In order to address the issue of shortage of IAS in Regular Recruitment quota, the Government has increased annual intake of officers from 55 in Civil Services Examination (CSE) 1998 to 180 in CSE 2013 in respect of IAS. In promotion quota, prompt actions have been taken for holding Selection Committee Meetings for appointment by promotion/selecting State Service officers to IAS.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Harishchandra Chavan in the Lok Sabha yesterday.

The Rajasthan government has appointed senior IPS officer Manoj Bhatt as the new Director General of Police. Bhatt would take over the charge of state police from Omendra Bhardwaj who retired on Saturday. Bhatt, till now was  Director General (DG),ACB.

Bhatt, who was holding the post of director general, Anti Corruption Bureau, hails from Udaipur. He studied at St Xavier’s School, Jaipur and later did B Sc from Mohanlal Sukhadia University, Udaipur. He also had a short stint as a probationary officer in State Bank of India.

He was superintendent of police in Sirohi, Alwar, Chittorgarh and Kota city. He was also inspector general of police, Bharatpur range, twice.
