Minister of State in the Ministry of Heavy Industries and Public Enterprises, Shri G.M. Siddeshwara has informed that the Government of India has approved the National Mission on Electric Mobility in 2011 and subsequently National Electric Mobility Mission Plan 2020 was unveiled in 2013. As part of the mission, Department of Heavy Industries has formulated a scheme namely FAME – India (Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India). The Phase-1 of the scheme shall be implemented over a 2 year period i.e. FY 2015-16 and FY 2016-17 commencing from 1st April 2015 with an approved outlay of Rs. 795 Crore. Initial seed money of Rs. 75 Crore has been allotted in the Current Financial Year (2015-16). The scheme shall have 4 focus areas i.e. Technology Development, Demand Creation, Pilot Projects and Charging Infrastructure. The thrust for the Govt. through this scheme will be to allow hybrid and electric vehicles to become the first choice for the purchasers so that these vehicles can replace the conventional vehicles and thus reduce liquid fuel consumption in the country.

The scheme will provide a major push for creation of a viable ecosystem of both hybrid and electric technologies vehicles in the country. Government is in the process of setting up public charging stations in various cities where the population of electric vehicles is growing. Government is coordinating with various enabling agencies such Delhi Metro Rail Corporation (DMRC), Oil and Marketing Companies (such as Indian Oil, Hindustan Petroleum) to support installation of such charging stations at their facilities (Metro Stations and Petrol Filling Stations). Further, Government has started pilot projects on renewable energy based fast charging stations. Bharat Heavy Electricals Limited (BHEL) and Rajasthan Electronics and Instrumentation Limited (REIL) have been entrusted to develop prototypes of such stations which could be deployed in future.

Pure electric vehicle produces around 35%~45% lower CO2 as compared to equivalent gasoline vehicle in India based on the fact that most of electricity produced is obtained predominantly from coal, natural gas and oil (75%~85%). In future in view of more and more renewable energy based electricity production in the country, electric vehicles are going to emit lesser CO2 on a Well-to-Wheel basis.

Urban sanitation offers USD 1.5 bn business in next 12-14 months

In the midst of a focus on Swachch Bharat sanitation programme, the market for generating value of municipal solid waste (MSW)  is expected to be worth USD 1.5 billion (about Rs 10,000 crore) in the next 12-14 months,  a comprehensive ASSOCHAM –cKinetics study has pointed out.

“Assuming the base capital expenditure of USD 8750 /TPD for compositing plants and average capital expenditure of USD 1.4 million /TPD for setting up waste to energy plants, market for generating value of waste is expected to be worth USD 1.5 billion by 2017,” the study said.

It said a large portion of this market for generating value of MSW remains untapped owing to several operational, policy and technological barriers.

Quoting the data of the erstwhile Planning Commission, the ASSOCHAM-eKinetics study said the urban population in India is expected to increase to 404 million in 2017 (from the level of 365 million in 2012).

There is a four- level value chain for potential business opportunities across the MSW management. First, the value lies at the level of service contract for waste collection at source (both residential and commercial customers) and collection of recyclable materials for sale in local market.

Second, the value lies at the level of setting up and maintenance of transfer stations for transfer of waste from collection centres to processing centres for energy and material recovery.  Then, there is also a value proposition for waste processing (waste to energy plants, RDF generation, composting systems and recycling plants). Finally, the opportunity for value creation is also available at the level of design and construction of sanitary landfills.

“It is imperative to move towards constructive waste management which involves Public-Private –Partnerships focused on eventual waste minimization, driven at the community level, using low energy and low technology resources. Additionally, future waste minimization programmes must derive greater economic benefits through decentrialized waste administration as well as reconciliation of investment costs with long-term goals”, ASSOCHAM President Mr Sunil Kanoria said.

The study noted a good part of the story as also the bad one: The good part is that almost 80 per cent of the total urban municipal waste generated is collected. The bad part is that only about 23 per cent of the total MSW is treated. “So, the further flip side is that majority of the waste ends up being untreated and dumped in unsanitary landfills or local dumpsites”.

During the last decade, India’s urban population grew by 31.8 per cent to 377 million, which is larger than the entire population of the US, thereby underlining a tremendous need for waste management services, the study noted.  Additionally, rapid economic growth, urbanization and industrialization have generated significant waste, adversely impacting environment.

Indian Wind Resources Atlas launched

The National Institute of Wind Energy (NIWE) has recently launched Wind Energy Resources Map of India at 100 meter above ground level and solar radiation map at ground level on online Geographic Information System (GIS) platform. This online Wind Atlas is available online in the NIWE . This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy . He added that the Wind and Solar Resource Maps will not only help and guide the wind and solar power developers and other stakeholders in identifying potential areas for the development of wind & solar power projects in the country but also help the central and state agencies in planning and developing the infrastructure including transmission system, required for installing renewable power projects in these potential areas.

Diversification is a must for Industrial Development

Minister of State (Independent Charge) in the Ministry of Commerce & Industry Smt. Nirmala Sitharaman has informed that the Union Government is promoting industrial development across the country, including areas with low industrialisation through schemes like Special Package Scheme, North East Industrial and Investment Policy (NEIIP) 2007, Freight Subsidy Scheme (FSS) 2013, Industrial Infrastructure Upgradation Scheme (IIUS) and Indian Leather Development Programme (ILDP).

Further, in order to incentivize industrial growth across the country, the Government is promoting Industrial Corridors as follows:-

(a). Delhi-Mumbai Industrial Corridor (DMIC)

(b). Chennai-Bengaluru Industrial Corridor (CBIC)

(c). Bengaluru-Mumbai Economic Corridor (BMEC)

(d). Vizag-Chennai Industrial Corridor (VCIC)

(e). Amritsar-Kolkata Industrial Corridor (AKIC)

Under DMIC, seven nodes have been identified in the first phase, which are as under:-

(i) Ahmedabad-Dholera Special Investment Region, Gujarat

(ii) Shendra – Bidkin Industrial Park, Maharashtra

(iii) Integrated Industrial Township, Vikram, Udyogpuri, Madhya Pradesh

(iv) Integrated Industrial Township, Greater Noida, Uttar Pradesh

(v) Manesar – Bawal Investment Region, Haryana

(vi) Pithampur – Dhar – Mhow Investment Region, Madhya Pradesh

(vii) Khushkhera – Bhiwadi – Neemrana Investment Region, Rajasthan

Under CBIC, following three nodes have been identified:-

Summary:A connection between very early stages of brain and heart disease has been identified by researchers in the Netherlands studying thousands of healthy adults.

Researchers in the Netherlands studying thousands of healthy adults have found a connection between very early stages of brain and heart disease. Results of their study were presented today at the annual meeting of the Radiological Society of North America (RSNA).

“Heart and brain diseases are big problems in aging individuals and are expected to grow even more,” said Hazel Zonneveld, M.D., M.Sc., from the Department of Epidemiology and Radiology at Erasmus University Medical Center in Rotterdam, Netherlands. “We know that myocardial infarction, heart failure and atrial fibrillation are associated with an increased risk of stroke and dementia. Our study investigates whether the heart-brain link is present at an earlier stage of disease.”

Dr. Zonneveld and colleagues analyzed data from 2,432 participants in the Rotterdam Study (57.4 percent women, mean age 56.6 years), a prospective, population-based study designed to investigate chronic diseases in Rotterdam’s aging population. Participants with overt heart disease, dementia and brain infarcts (strokes) were excluded from the analysis.

Participants in the study underwent brain MRI, which included the use of an advanced technique called diffusion tensor imaging (DTI), and blood testing to measure levels of N-terminal pro b-type natriuretic peptide (NT-proBNP), which is primarily used to help detect, diagnose and evaluate the severity of heart failure.

“NT-proBNP is released into the bloodstream in response to myocardial wall stress,” Dr. Zonneveld said. “Studies have demonstrated that NT-proBNP provides information on cardiac dysfunction even in the absence of overt heart disease.”

The researchers evaluated the brain MRI results for markers of early brain disease, including a loss of brain volume, microstructural changes and white matter lesions, which indicate areas of cells that have been damaged by injury or disease.

“Diffusion tensor imaging gives us information on the microstructural organization of the brain’s white matter,” Dr. Zonneveld said. “It is thought that microstructural brain changes precede brain changes, such as white matter lesions.”

The results of DTI showed that participants with higher NT-proBNP levels had worse microstructural organization within the white matter. A statistical analysis revealed that higher NT-proBNP levels were also associated with smaller total brain volume and larger white matter lesion volume.

“The brain volume loss was predominantly in the gray matter,” Dr. Zonneveld said.

According to Dr. Zonneveld, this study is the first to demonstrate an association between NT-proBNP and the microstructure of the brain.

“This implies that the heart and brain are intimately linked, even in presumably healthy individuals, and informs us importantly about development of disease as we age,” she said.

Andhra Pradesh gets Special Development Package

The Government of India has decided to provide an amount of Rs350 crore at the rate of Rs.50 crore per district for the development of seven backward districts covering Rayalseema and North Coastal Region During 2015-16.

Shri Rao Inderjit Singh said that the Special Development Package proposal of Andhra Pradesh was received from Government of Andhra Pradesh vide letter dated 16.10.2014. In its proposal, the State sought Special Development Assistance for its backward areas particularly Rayalaseema and North Coastal Regions for an amount of Rs.24350 crore over a period of five years (2014-15 to 2018-19). On 2.12.2014 a meeting was convened by erstwhile Planning Commission with the officials of State Government of Andhra Pradesh wherein it was emphasized to the State Government that the Special Development Package proposal needs to be examined keeping in view the convergence with the ongoing Centrally Sponsored Schemes so as to consider the additional requirement of funds under the package. Thereafter, the State Government sent a revised proposal vide its letter dated 16.01.2015 in which the Special Development Assistance for its backward areas was estimated at the earlier level with different sectoral priorities. The revised Special Development Package proposal was since referred to the Central Ministries/Departments.

He said that the Ministry of Finance had also released an amount of Rs.350.00 crore to Government of Andhra Pradesh under Special Development Package at the rate of Rs.50 crore per District in seven backward districts of Andhra Pradesh during 2014-15 for the developmental activities covering Rayalseema and North Coastal Region.

National Digital Library implemented for NMEICT being coordinated by IITK

The National Digital Library (NDL) has been conceptualized as new initiative of the Ministry to provide all kind of e-learning materials to learners under the ‘National Mission on Education through Information and Communication Technology’ (NMEICT). The NDL is entrusted to Indian Institute of Technology, Kharagpur as a Co-ordinating Institute. The project envisages integrating existing digital contents across educational institutions and to provide single window access with e-learning facility to different groups of users. The project is aimed at developing an integrated portal to query, search and access a large number of academic and research material available at various academic institutes and cover thesis, journals, books, lecture notes including video lectures, etc.

E-Books available in institutional libraries that are connected to the National e-Library can be searched and located through this National e-Library. However, access of the content of these e-books will depend on the access rights given by the content owners. Those books for which either the material is free of copyright or access has been provided by the content owner will be made accessible freely as permitted by law. Digitization of the books is not part of the project and is to be done by individual institutions / repositories but some content can be procured or digitized as needed under the project.

All NCERT books are already made available as e-books, freely by the Ministry and will also be made available freely through the National e-Library. Under e-Pathshala initiative of NCERT, NCERT has digitalized all its text books and has made them available on its web-site i.e. ncert.nic.in and also through e-pathshala.nic.in which is also accessible through all mobile devices. The collections include textbooks for all classes in English, Hindi and Urdu versions converted into e-pub-3.0 format and made available with an exclusive license for free download and dissemination.

Vadhavan in Maharashtra to have Satellite Port Project

Minster of State for Shipping, Shri Pon Radhakrishnan has informed that the government has approved setting up a satellite port project at Vadhavan near Dahanu in Maharashtra. A Memorandum of Understanding (MoU) has been signed between Jawaharlal Nehru Port Trust (JNPT) and Maharashtra Maritime Board on 5th June, 2015 for setting up the project. A Techno-Economic Feasibility Report has also been prepared by M/s McKinsey & Co. in this regard.

Based on the past experience and evaluation, the revised scheme has been designed to cater to specific needs of states and UTs.  It would provide a cafeteria mode of options for States/UTs to draw upon according to their specific needs and priorities in a bottom of approach. The merged scheme has been approved by the Expenditure Finance Committee in the year 2014. However, approval of the Cabinet is awaited.

University & Skill Development Centres to enhance scope of Indian Tourism

Minister of State for Civil Aviation Dr. Mahesh Sharma has informed that the Ministry of Tourism is exploring possibility of obtaining statutory status for the National Council for Hotel Management & Catering Technology and the Indian Institute of Travel and Tourism for awarding degrees in the field of Hospitality and Tourism education, respectively.

The skill development programmes of the Ministry of Tourism are implemented through the Institutes of Hotel management and other identified institutions under the Scheme “Capacity Building for Service Providers”.

Development of tourism is primarily the responsibility of the State Governments and Union Territory Administrations. The Ministry of Tourism provides Central Financial Assistance (CFA) for tourism infrastructure projects as per the relevant scheme guidelines subject to availability of funds and receipt of due utilization certificates.

e-NIVESH for Project Motoring

Minister of State (Independent Charge) in the Ministry of Commerce & Industry Smt. Nirmala Sitharaman has updated that the Project Motoring Group in Cabinet Secretariat has set up an online digital platform (e-Nivesh) through which it proposes to monitor 88 different types clearances/approvals granted by various Central Government Ministries/Department. The exact number of clearances required by an investor depends on a number of factors including investment in plant & machinery, member and class of employees and the sector concerned.

Out of the 88 clearances, 83 clearances have been digitized and 4 clearances in respect of Ministry of Defence and Ministry of Home Affairs are not proposed to be digitized due to security reasons. Digitization of the remaining one clearance will be carried out in the next financial year i.e. 2016-17. In addition to the above mentioned 88 clearances, 5 clearances are available on the portal of Department of Industrial Policy and Promotion.

“Beti Bachao-Beti Padhao” scheme is a joint initiative of Ministry of Women and Child Development, Ministry of Health and Family Welfare and Ministry of Human Resource Development. Guidelines formulated by Ministry of Women & Child Development for implementation of “Beti Bachao-Beti Padhao” scheme have been issued to facilitate effective implementation of scheme on ground. These guidelines cover the key elements of the scheme including enforcement of Pre-Conception & Pre Natal Diagnostic Techniques (PC & PNDT) Act, awareness and advocacy campaign and multi-sectoral action in select 100 districts which are low on Child Sex Ration (CSR).

The total project cost for Beti Bachao, Beti Padhao for the 12th Five year Plan is Rs. 199.99 crore with 100% Central Assistance.

Gender sensitization is a continuous process and the Ministry of Human Resource Development has been addressing it on priority. The National Curriculum Framework (NCF) 2005 prioritizes gender as an important guiding principle in all curricular areas and stipulates that gender be an integral part of all disciplines offered to children at school stage. Gender concerns have been integrated in the curriculum and in the textbooks drawn up by the National Council of Education Research & Training (NCERT) and widely used by the schools affiliated to the Central Board of Secondary Education (CBSE) and also in several State Governments.

To encourage the participation of girls at elementary level, the Sarva Shiksha Abhiyan (SSA) provides for the opening of schools in the neighborhood to make access easier for girls, the appointment of additional teachers including women teachers, free textbooks, free uniforms, separate toilets for girls, teachers’ sensitization programmes to promote girls participation, gender-sensitive teaching learning materials including textbooks and the scheme of Kasturba Gandhi Balika Vidyalayas as residential upper primary schools for girls belonging to SC/ST/Minority Communities, BPL families and girls in difficult circumstances.

Under the Rashtriya Madyamik Shiksha Abhiyan (RMSA) interventions to promote girls participation in secondary schools include opening of new schools, strengthening of existing schools, appointment of teachers, construction of residential quarters for teachers in remote/hilly areas, hostel facilities for girls, teacher sensitization programmes, separate toilet blocks for girls, stipend for girls with disability and vocationalization of secondary education which provides for choice of courses by the girls in such a manner that gender stereotyping is avoided. In addition, the National Scheme of Incentive to Girls for Secondary Education (NSIGSE), exemption from paying tuition fee in Kendriya Vidyalayas, and 33% reservation for girls in Navodaya Vidyalayas, are also being implemented.

Guidelines for Gender Champions in Educational Institutions dated 3rd June, 2015 issued by Ministry of Women & Child Development, which inter alia include promotion of Gender Champion Clubs in educational institutions, have been forwarded to the University Grants Commission for circulation to all universities and colleges.
