Air Marshal Ashutosh Dixit assumes charge as Chief of Integrated Defence Staff

Air Marshal Ashutosh Dixit took over as the Chief of Integrated Defence Staff to the Chairman, Chiefs of Staff Committee (CISC) at Headquarters Integrated Defence Staff, New Delhi, on 01 May 2025. He succeeds Lieutenant General JP Mathew, who superannuated on 30 April 2025 after a distinguished career. To mark the occasion, Air Marshal Dixit paid homage to the nation’s fallen heroes by laying a wreath at the National War Memorial in New Delhi. He also reviewed a Ceremonial Guard of Honour at the South Block Lawns.

With nearly four decades of exemplary service in the Indian Air Force, Air Marshal Dixit brings with him a wealth of operational, instructional, and strategic experience. He has been decorated with the Ati Vishisht Seva Medal (AVSM), Vishisht Seva Medal (VSM), and the Vayu Sena Medal (VM) in recognition of his exceptional contributions to the force and the nation.

Prior to his appointment as CISC, he served as the Air Officer Commanding-in-Chief (AOC-in-C) of Central Air Command, where he played a pivotal role in strengthening operational preparedness and fostering synergy among the tri-services in the northern and central sectors of India.

Commissioned into the fighter stream of the Indian Air Force on 06 December 1986, Air Marshal Dixit is an alumnus of the National Defence Academy, Khadakwasla; the Defence Services Staff College, Bangladesh; and the National Defence College, New Delhi. He is a Qualified Flying Instructor and a highly respected Experimental Test Pilot, having logged over 3,300 hours of flying across more than 20 aircraft types, including the Mirage-2000, MiG-21, and Jaguar.

His leadership in key operational and technical roles has left a lasting impact. As the Commanding Officer of the Flight Test Squadron at the Aircraft and Systems Testing Establishment (ASTE), Bengaluru, he played a central role in several indigenous aircraft upgrade programs, including avionics advancements for the Jaguar and MiG-27 fleets. He also commanded a premier Fighter Training Base in the southern sector, under whose leadership the base earned top honours in its command.

As Director of Air Staff Requirements, Air Marshal Dixit was instrumental in the planning and execution of the Medium Multi-Role Combat Aircraft (MMRCA) trials, contributing significantly to India’s future airpower capabilities.

Known for his professionalism, technical acumen, and visionary leadership, Air Marshal Ashutosh Dixit now leads the Integrated Defence Staff at a crucial juncture in India’s defence modernization and joint operational readiness.

Lieutenant General Pratik Sharma today assumed charge as the General Officer Commanding-in-Chief (GOC-in-C) of the Indian Army’s Northern Command.

A highly decorated officer, Lt Gen Sharma is an alumnus of the National Defence Academy, Khadakwasla; Indian Military Academy, Dehradun; and Defence Services Staff College, Wellington. Commissioned into the MADRAS Regiment in December 1987, he has completed the Higher Command Course and attended the prestigious National Defence College, New Delhi.

Lt Gen Sharma brings with him vast operational experience, having commanded an Infantry Battalion, Brigade, and Division along the Line of Control, as well as a Strike Corps in the Western Sector. His diverse staff and instructional tenures include service in a UN Mission and key appointments in the Military Operations Directorate and the Military Secretary Branch at Army Headquarters.

Before assuming his current role, he served as Director General of Military Operations and Deputy Chief of Army Staff (Strategy).

Upon assuming command, Lt Gen Sharma extended his greetings to all ranks and reaffirmed his commitment to furthering the exemplary legacy of the Northern Command.

A distinguished alumnus of the National Defence Academy, Air Marshal Tejinder Singh was commissioned into the fighter stream of the IAF on 13 June 1987. A Category ‘A’ Qualified Flying Instructor, he has clocked over 4,500 hours of flying experience. He is also an alumnus of the Defence Services Staff College and the National Defence College, testifying to his exceptional academic and operational credentials.

Throughout his illustrious career, the Air Marshal has held a range of pivotal command and staff appointments. His leadership includes command of a Fighter Squadron, a Radar Station, a premier Fighter Base, and the vital role of Air Officer Commanding, Jammu and Kashmir. On the staff side, his roles have spanned Operational Staff at Command HQ, Air Commodore (Personnel Officers-1) at Air HQ, and senior appointments at the Headquarters Integrated Defence Staff (IDS), including Deputy Assistant Chief of IDS (Financial Planning).

He has also made notable contributions as Air Commodore (Aerospace Safety), Assistant Chief of Air Staff Operations (Offensive), ACAS Ops (Strategy), and most recently as the Senior Air Staff Officer of Eastern Air Command, Shillong. Prior to assuming his current post, he served as Deputy Chief of the Air Staff at Air Headquarters (Vayu Bhavan), where he played a key role in operational planning and modernization.

In recognition of his exemplary and distinguished service, Air Marshal Tejinder Singh has been decorated with the Vayu Sena Medal in 2007 and the Ati Vishisht Seva Medal in 2022 by the Hon’ble President of India.

Shri Adil Zainulbhai is the Chairman of the Capacity Building Commission of India, a body established by the Honourable Prime Minister in 2021 to strengthen the capacity and effectiveness of the Indian Civil Services. He has been a key figure in India’s institutional reform landscape and was recently granted an extension as Chairperson of the Commission from 1st May 2025 to 31st July 2025. At the state level, Shri Shrivastava served in multiple pivotal roles in Karnataka, including as Secretary (Budget & Resources), Managing Director of the Urban Infrastructure Development and Finance Corporation, and Secretary in the Urban Development Department. His leadership as Deputy Commissioner in Bellary and Dakshin Kannada districts further strengthened district-level governance and revenue administration.

He has also represented India on international platforms during his deputation to the Asian Development Bank in 2017, where he worked in the domain of finance and banking.

Prior to Indian independence, Maharashtra was chronologically ruled by the Satavahana dynasty, Rashtrakuta dynasty, Western Chalukyas, Deccan sultanates, Mughals and Marathas, and the British. Ruins, monuments, tombs, forts, and places of worship left by these rulers are dotted around the state. They include the UNESCO World Heritage Sites of the Ajanta and Ellora caves. The numerous forts are associated with the life of Chatrapati Shivaji Maharaj.

Maharashtra is the most industrialised state in India while state capital Mumbai is India’s financial and commercial capital. The state continues to be the single largest contributor to the national economy with a share of 15% in the country’s gross domestic product (GDP). The economy of Maharashtra is the largest in India, with a gross state domestic product (GSDP) of ₹28.78 lakh crore (US$400 billion) and has the country’s 13th-highest GSDP per capita of ₹208,000 (US$2,900).Maharashtra has the 15th highest ranking among Indian states in human development index.

Ashok Khemka IAS The Officer Retires, Faced 57 Transfers in 34 Year Career

If bureaucracy is India’s steel frame, as Sardar Patel envisioned—a structure of order, resilience, and continuity—then Ashok Khemka stands as its spine, unyielding yet burdened by the weight of its own design. The frame, vast and intricate, holds the nation’s governance together, but it is the spine that bears the moral posture, aligning principle with action. Khemka, with his 57 transfers over 34 years, embodied this vital axis, his integrity a quiet rebellion against the rust of compromise.

This is not an ordinary number, rather a staggering number that has become a potent symbol of the challenges faced by bureaucrats who prioritise integrity and challenge corruption, often viewed not as routine administrative changes but as punitive measures for Shri Khemka’s principled stands against powerful interests.

Critic or not, any common man with reasonable intelligence would know that such frequent transfers hamper an officer’s ability to effectively implement long-term policies and reforms within any given department, raising concerns about the impact on governance, or, how it affects the moral, self esteem and prestige of a human resource that has passed the toughest challenge of UPSC, where syllabus is considered as wide as the sky. It is estimated that every year 10 to 13 lakh students apply for the UPSC Civil Services with typically, only 700 to 1,200 candidates make it to the final selection list, depending on the number of vacancies released by UPSC.

Public perception of Khemka has largely been that of a courageous whistleblower, a victim of a system seemingly more inclined to protect the corrupt than those who expose them, highlighting the perceived injustice of an officer with a clean record being repeatedly shunted, irrespective of the political party that came to power in the Centre or State.

The moment that defined Khemka’s career was his 2012 cancellation of a land mutation involving Robert Vadra, a move that brought him national attention and solidified his image as an officer unafraid to tackle politically sensitive issues. The subsequent probe initiated by the then-state government, despite eventually clearing him, did not halt the transfers, underscoring the long-term implications of challenging powerful individuals and raising questions about political interference in bureaucratic functioning.

News reports often spotlight Ashok Khemka’s stellar academic credentials—IIT, TIFR, MBA, and LLB—highlighting the bureaucracy’s loss of a brilliant mind. His 34-year tenure, despite relentless challenges, reflects steadfast public service. Khemka’s post-retirement media reticence sparks speculation, a quest for privacy after a stormy career or disillusionment with a system he served. His career, defined by integrity, highlights the pressures and unsaid persecution faced by those who uphold it…. for 37 long years!

Khemka later expressed desire to head the state’s vigilance department, Khemka’s ambition to meticulously rooting out corruption with his defiant resolve, was evidently too bold a chapter for Haryana’s bureaucratic scriptwriters to greenlight. As he rode into retirement on April 30, 2025, one can only imagine him muttering….. Corruption, you may have dodged me, but I’ve got a memoir in the works!
