The seizure of 3496 grams of cocaine, valued at nearly Rs. 34.96 crores in the illicit market, reflects the sophistication of smuggling methods, such as concealing drugs in the false bottom of a trolley bag. The arrest of the Liberian national arriving from Sierra Leone highlights the international dimensions of drug trafficking networks.

Such large-scale seizures not only disrupt drug supply chains but also serve as a deterrent to smugglers. The DRI’s statement reiterates their commitment to dismantling organized drug syndicates and protecting society from the harms of narcotics.

This case also raises questions about the larger networks involved, including potential collaborators, routes used, and links to organized crime. The ongoing investigation will likely focus on uncovering these connections and further tightening security protocols to address vulnerabilities in international transit points like airports.

Through this award, the Sangeet Natak Akademi and the Government of India have recognized their exceptional contributions to the performing arts.”

Speaking about the award ceremony, Dr Sandhya Purecha, Chairman, Sangeet Natak Akademi, stated, “It is truly heartening to witness how today’s young dancers have devoted themselves to their art with such focused dedication. Despite the bombardment of choices, the influence of globalization, and the distractions of the modern world, these youth have chosen their path with conviction. They strive tirelessly to master their craft, and that passion shines through in the awardees here today.”

The award ceremony will be followed by the festival of performing arts featuring the recipient of Ustad Bismillah Khan Yuva Puraskar at three different venues Meghdoot Theatre Complex, Rabindra Bhawan, Copernicus Marg, New Delhi; Abhimanch Theatre, National School of Drama, Bhawalpur House, New Delhi and Vivekanand Auditorium, Kathak Kendra, Chanakyapuri from 22 to 26 November, 2024.

Ustad Bismillah Khan Yuva Puraskar

Sangeet Natak Akademi instituted the Ustad Bismillah Khan Yuva Puraskar (UBKUP) in the name of Bharat Ratna Ustad Bismillah Khan for young performing art practitioners upto the age of 40 years in 2006. The Ustad Bismillah Khan Yuva Puraskar is given annually to outstanding young artists in the fields of music, dance, drama, folk & tribal arts and puppetry in a special ceremony held in Delhi and also outside Delhi. The Yuva Puraskar carries a purse money of Rs 25,000/- (Rupees twenty-five thousand only), a plaque and an angavastram.

The reason behind instituting the Ustad Bismillah Khan Yuva Puraskar was to encourage and motivate the young artists in the field of music, dance, drama, folk and tribal art forms and other allied performing art forms of the country.

The 2nd India-Japan Joint Service Staff Talks (JSST) between the Headquarters, Integrated Defence Staff (HQ IDS) and the Joint Staff of Japan Self Defence Force (JSDF) concluded  in New Delhi. This high-level meeting highlighted the evolving dynamics of modern warfare and underscored the shared commitment of both nations to enhance collaboration in critical domains such as space and cyber technologies, which are increasingly vital to defence partnerships.

Co-chaired by Air Vice Marshal Prashant Mohan, Assistant Chief of IDS, and Major General Minamikawa Nobutaka, Director General of the Defence Plans and Policy Department (J5) of the JSDF, the talks facilitated productive discussions. The officials focused on strengthening ongoing defence engagements and exploring new areas of cooperation under the existing bilateral mechanisms. Both sides emphasized the significance of the India-Japan defence partnership in addressing emerging security challenges, protecting shared interests, and promoting peace in the Indo-Pacific region.

The JSST serves as a cornerstone for advancing defence cooperation through regular, high-level operational discussions between the armed forces of the two nations. It fosters closer professional ties and provides a platform for meaningful collaboration. The successful conclusion of this meeting reinforced the strong bilateral defence relationship and a mutual pledge to build on the progress achieved. Both sides agreed to meet regularly to further discussions, reflecting the long-term strategic partnership rooted in mutual trust, respect, and shared values.

TRAI measures to combat Spam Calls and SMS

The Telecom Regulatory Authority of India (TRAI) has implemented stringent measures to address the ongoing issue of spam calls and SMS, resulting in noticeable improvements in curbing such practices.

Reduction in Spam Call Complaints

On August 13, 2024, TRAI issued directives enforcing strict penalties for entities engaging in unauthorized promotional calls. These penalties include disconnection of telecom resources, blacklisting for up to two years, and restrictions on acquiring new resources during the blacklisting period. Following these measures, Access Providers reported a marked decline in complaints. Registered complaints against unregistered senders dropped from 1.89 lakh in August 2024 to 1.63 lakh in September 2024 (a 13% reduction) and further to 1.51 lakh in October 2024 (a 20% reduction compared to August).

Enhanced Message Traceability

To bolster message traceability, TRAI mandated on August 20, 2024, that all message trails—from senders to recipients—must be fully traceable starting November 1, 2024. Access Providers successfully implemented the required technical solutions. However, to accommodate the transition for technical upgrades and declaration processes by Principal Entities (PEs) and Telemarketers (TMs), TRAI extended the compliance deadline to November 30, 2024.

Raising Awareness and Stakeholder Engagement

To ensure awareness and compliance, TRAI has been conducting webinars with telecom operators and regulatory bodies. The first webinar, held on November 12, 2024, in partnership with Reliance Jio Infocomm Ltd., engaged over 1,000 representatives from entities regulated by RBI, SEBI, PFRDA, and IRDAI. The second webinar, hosted with Vodafone Idea Ltd. on November 19, 2024, saw participation from over 800 representatives from Central and State Governments and similar regulatory bodies. Another session, scheduled for November 25, 2024, in association with Tata Teleservices Ltd., aims to involve additional stakeholders, including consumer organizations and fintech associations.

Progress in Principal Entity Registrations

Thanks to these efforts, over 13,000 Principal Entities (PEs) have already registered their telemarketing chains with Access Providers, and further registrations are ongoing. Warning notices have been issued to non-compliant PEs and TMs, urging them to complete their chain declarations promptly. TRAI has emphasized that any message failing to align with the declared telemarketer chain will be rejected, underlining the importance of timely compliance.

TRAI’s comprehensive approach has significantly contributed to combating spam calls and SMS, fostering a safer and more reliable telecom environment for consumers.

Union Minister for Education, Shri Dharmendra Pradhan, along with Minister of Labour and Employment and Youth Affairs and Sports Dr. Mansukh Mandaviya launched a report titled Jobs at Your Doorstep: A Jobs Diagnostics for Young People in Six States, at an event in New Delhi today. Secretary, Department of School Education & Literacy, Shri Sanjay Kumar; Secretary, Ministry of Skill Development and Entrepreneurship, Shri Atul Kumar Tiwari; Country Director, World Bank, India, Mr. Auguste Tano Kouame; Lead Education Specialist, Smt. Shabnam Sinha, World Bank, India, officials of the Ministries and some school Principals were also present at the event.

While speaking at the event Shri Dharmendra Pradhan complimented the World Bank team for the detailed report on six states. He also suggested the World Bank team adopt a pan-India framework. Such in-depth diagnostics on skilling and jobs will enable stakeholders to create new architectures and make progressive policies for empowering our population, he said. He highlighted the need to broaden the definition of jobs and employment. Shri Pradhan said the framework has to be broadened and viewed from the perspective of economic opportunities and empowerment.

Expressing his gratitude to Prime Minister Shri Narendra Modi’s vision to transform India into a global skills hub, the Minister said that the population of the country will be the driver of the global economy. For this, skilling needs to begin right at schools and NEP 2020 has envisioned mainstreaming skilling in schools, he said.

Shri Pradhan also said that technological disruptions will change the nature of jobs and economic activities and it is needed to continuously up-skill and re-skill the workforce for future-proofing them. A ‘whole-of-a-government’ approach and working collaboratively to skill, up-skill and re-skill our large population is needed to emerge as the skill capital of the world, he mentioned.

Dr. Mansukh Mandaviya, in his address, mentioned that in the last budget, it was proposed to develop a curriculum to harness the potential of region-specific skills and employment, following a hub-and-spoke model. He also stressed on  correcting the definition of job beyond employment. It is important to include informal education in academic education, he added. He expressed his gratitude to Prime Minister Shri Narendra Modi for his commitment to building a Viksit Bharat, which is leading the country to become a global hub of skilled talent.

Shri Sanjay Kumar reaffirmed Prime Minister Shri Narendra Modi’s vision of a ‘whole-of-government’ approach, which has inspired collaboration between the two Ministries to develop systems in schools for inculcating the culture of skill education. Emphasizing the significance of practising a skill to achieve mastery, he noted that the NEP 2020 recommends instilling diligence and consistent practice in students.

The Government of India has an ambitious plan to transform the economy towards a high-income country status by 2047. To achieve the goal of India becoming a productive economy, she needs to urgently address challenges facing its employment landscape and prepare its workforce. Multifaceted, dynamic, convergent approaches aligned to educational reform and market-linked skill development (SD) will help India reach its job growth potential. Key reforms by Government of India will help strengthen the vocational education sector to become a decentralized, local market-led, inclusive and fiscally sustainable sector, to train the workforce for the skills required for a high-income India.

The Ministry of Education has made major strides on this front by launching the National Education Policy (NEP) 2020 and the National Curriculum Framework (NCF) 2023. Both policies emphasize the importance of skilling in schools, with the NEP setting ambitious targets of 50 per cent of students accessing skill education by 2025 and all secondary schools offering skill education by 2030. As India sets out to achieve these targets, the “Jobs at Your Doorstep” report serves as both a diagnostic and roadmap to providing strategic linkages and convergence between education and the jobs agenda of India. It goes deep into the job landscape of six states: Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Odisha, and Rajasthan, and identifies key priority sectors and roles that offer the highest employment potential for young people graduating from secondary school.

The World Bank assists the Ministry of Education with its program called Strengthening Teaching-Learning and Results for States (STARS) covering six states namely Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Odisha, and Rajasthan (collectively the STARS states). STARS Scheme has a national component under which key reforms are shared and disseminated for implementation. This report underscores the significant benefits of embedding skill-based education from grades 9-12 to prepare students for diverse career paths relying on a bottom-up approach, going deep in districts of the six states. These present varying socio-economic profiles offer a nuanced view of how industry and government can both contribute towards the jobs agenda.

Jobs at Your Doorstep is a skills gap analysis that attempts to align trades offered in schools industry-specific needs of the districts where the schools are present. The study was initiated to reimagine the skill education offering through in-depth primary as well as secondary research in six STARS states.
