IndianBureaucracy.com Greets all people of Odisha on its Formation Day today | Odisha formerly Orissa is an Indian state located in Eastern India. It is the 8th largest state by area, and the 11th largest by population. The state has the third largest population of Scheduled Tribes in India and neighbours the states of West Bengal and Jharkhand to the north, Chhattisgarh to the west, and Andhra Pradesh to the south. Odisha has a coastline of 485 kilometres along the Bay of Bengal and the region is also known as Utkala and is mentioned in India’s national anthem, “Jana Gana Mana”. The language of Odisha is Odia, which is one of the Classical Languages of India.

The ancient kingdom of Kalinga, which was invaded by the Mauryan emperor Ashoka (which was again won back from them by king Kharavela) in 261 BCE resulting in the Kalinga War, coincides with the borders of modern-day Odisha. The modern boundaries of Odisha were demarcated by the British Indian government when Orissa Province was established on 1 April 1936, consisting of the Odia-speaking districts of Bihar and Orissa Province.[The first of April is celebrated as Utkala Dibasa. Cuttack was made the capital of the region by Anantavarman Chodaganga in c. 1135, after which the city was used as the capital by many rulers, through the British era until 1948. Thereafter, Bhubaneswar became the capital of Odisha.

The economy of Odisha is the 16th-largest state economy in India with ₹5.33 lakh crore (US$75 billion) in gross domestic product and a per capita GDP of ₹116,614 (US$1,600). Odisha ranks 23rd among Indian states in human development index.

Shri Sunil Kumar Verma, a distinguished officer of the Indian Railway Service of Signal Engineers (IRSSE) from the 1994 batch, currently serves as the Joint Secretary in the Ministry of Telecommunications. He earned his Bachelor’s degree in Electronics & Telecommunications Engineering from MMMEC, Gorakhpur, Uttar Pradesh, where he was honored as a Gold Medalist. He further advanced his expertise by completing a Master’s degree from IIT Roorkee (formerly the University of Roorkee).

With over 25 years of experience spanning administrative, managerial, and technical domains, Mr. Verma has significantly contributed to the Indian Railways and other public sector entities. His tenure includes pivotal roles such as serving as a Government Nominee Director on the Board of Mahanagar Telephone Nigam Limited (MTNL), where he provided strategic guidance to the telecommunications sector. In May 2022, he was appointed as Joint Secretary in the Ministry of Telecommunications, reflecting his extensive experience and leadership in the field.

Throughout his illustrious career, Mr. Verma has demonstrated a steadfast commitment to enhancing India’s telecommunications infrastructure and services, playing a crucial role in shaping policies that influence the sector’s growth and development.

Ms. Shilpa Dyavaiah IPS (Kerala 2016) appointed as Superintendent of Police (SP) in CBI for a period of five years .

Ms Shilpa Dyavaiah, an Indian Police Service (IPS) officer has built a commendable career in law enforcement. Born on November 22, 1982, in Karnataka, she holds a Bachelor’s degree in Electronics and an MBA. Before joining the civil services, she gained corporate experience as a Business Analyst with Tata Consultancy Services  which provided her with a strong analytical foundation.

After joining the IPS, she took on key law enforcement roles, serving as Assistant Superintendent of Police (ASP) in Kasaragod and Kannur, where she was involved in critical investigations, including the Koodathayi cyanide murder case. She later served as Commandant of the Kerala Women Police Battalion, promoting gender inclusivity in policing. In 2020, she became the first woman Superintendent of Police (SP) of Kasaragod, leading the district’s response during the COVID-19 pandemic and overseeing law enforcement operations effectively.

Her tenure as the District Police Chief of Kottayam saw her handling law-and-order challenges and ensuring the smooth conduct of assembly elections. Recognizing her investigative acumen, she was inducted as Superintendent of Police (SP) in the Central Bureau of Investigation (CBI) in March 2025.

Balancing her professional responsibilities with personal commitments, including motherhood, Shilpa Dyavaiah’s career reflects adaptability, commitment, and a strong sense of public service. Her journey from the corporate sector to law enforcement highlights her dedication to maintaining law and order and ensuring justice.

Ms. Shekhar holds an M.Phil. in Defence and Strategic Studies from the University of Madras at the National Defence College, New Delhi, and a Master’s degree in History from St. Stephen’s College, Delhi. Her career includes serving as a Financial Advisor in the Indian Railways, where she specialized in financial appraisal and project finance. She also worked with the Delhi Metro Rail Corporation (DMRC) as Joint General Manager and Associate Finance Officer for Phase II projects.

She has been actively involved in Public-Private Partnership (PPP) projects, overseeing fund allocation and contractual aspects for key railway projects. Additionally, she spent five years with the Ministry of External Affairs, where she worked on India’s Development Assistance Programme, investment and trade promotion, international arbitration disputes, and civil aviation matters. She played a role in designing concessional financing packages for externally aided projects.

Before her current role, Ms. Shekhar served as Joint Secretary in the Department of Food under the Ministry of Consumer Affairs, Food & Public Distribution. Her experience across multiple ministries highlights her expertise in financial governance, infrastructure development, and international cooperation.

Dr. Kamala Kant Tripathy from Odisha, has been appointed as Joint Secretary in the Economic Advisory Council to the Prime Minister (EAC-PM) at NITI Aayog. Dr. Tripathy brings extensive experience in economic policy and administration. Prior to this, he served as Economic Adviser (Health) in the Ministry of Health & Family Welfare and played a key role in cooperative sector reforms as Officer on Special Duty (OSD) to the Union Home and Cooperation Minister.

Dr. Kamala Kant Tripathy is an alumnus of Ravenshaw College (Utkal University) with a postgraduate degree in Economics. He also holds an LLB from M.S. Law College and a PhD in Management from IIT Delhi. Before joining the IES in 1999, he briefly served as an Additional Tehsildar in Odisha under the Odisha Administrative Service (OAS).

His contributions to economic policy are reflected in his extensive research, with over 83 published papers, including work in international peer-reviewed journals. His areas of expertise include agriculture, cooperatives, rural development, policy formulation, and data analytics. During his tenure in the Ministry of Cooperation, he was involved in initiatives aimed at strengthening the cooperative movement and improving financial inclusivity.

In his new role at the EAC-PM, Dr. Tripathy is expected to contribute to economic policy recommendations and strategic advisory functions, drawing from his years of experience in governance and economic research.
