Shri Akhilesh Misra is a highly accomplished and esteemed officer of the Indian Railway Service of Mechanical Engineers (IRSME) from the 1995 batch, known for his outstanding leadership, technical brilliance, and commitment to innovation. With a distinguished career spanning decades, he has been instrumental in enhancing railway operations, modernizing mechanical engineering practices, and integrating advanced technologies into the Indian Railways system.

His expertise in digital transformation was evident during his tenure as Director of  Mechanical Engineering (Computer & Information Systems) at the Ministry of Railways, where he played a key role in implementing advanced information systems to streamline operations. Recognized for his exceptional administrative capabilities, he was appointed as Executive Director (Personnel) at the Food Corporation of India (FCI) Headquarters in February 2024, where he successfully handled high-level personnel management.

In March 2025, Shri Misra returned to Indian Railways as the Divisional Railway Manager (DRM) of Dhanbad Division in East Central Railway, a position that underscores his remarkable leadership and ability to drive operational excellence. His deep technical knowledge, strategic foresight, and people-centric approach continue to inspire colleagues and subordinates alike. Shri Misra’s contributions have set new benchmarks in railway modernization, making Indian Railways more efficient, technologically advanced, and future-ready.

10 IAS reshuffle in West Bengal Bureaucracy

In a routine administrative reshuffle, the Government of West Bengal issued a notification on April 2, 2025, announcing the transfer and reassignment of ten Indian Administrative Service (IAS) and Indian Forest Service (IFS) officers. This restructuring includes the reallocation of additional charge portfolios, assigning dedicated officers to key positions for improved governance and departmental efficiency.

Shri Manoj Kumar Agarwal, IAS (West Bengal, 1990), who was serving as Additional Chief Secretary of the Forest Department with additional charge of the Disaster Management & Civil Defence Department, has been appointed as the Chief Electoral Officer of West Bengal. Shri Debal Roy, IFS, currently Principal Chief Conservator of Forest and Head of Forest Force, will now also serve as the Principal Secretary of the Forest Department while retaining his existing responsibilities.

Shri Rajesh Kumar Sinha, IAS (West Bengal, 1997), Principal Secretary of the Housing Department, who also held additional charges as Principal Secretary of the Youth Services and Sports Department and CEO of KMDA, has been relieved of his KMDA responsibilities. Instead, he will now take on the additional role of Principal Secretary for the Disaster Management and Civil Defence Department.

Shri Abhinav Chandra, IAS (West Bengal, 2001), currently Director of the Institute of Environmental Studies & Wetland Management, has been appointed as Additional Director at the Administrative Training Institute (ATI) until further notice. Smt Smaraki Mahapatra, IAS (West Bengal, 2002), Secretary of the Food Processing Industries and Horticulture Department, has been given the additional charge of CMD of the West Bengal Mineral Development & Trading Corporation.

Shri P Mohangandhi, IAS (West Bengal, 2004), who was serving as Secretary of the Industry, Commerce & Enterprises Department and CMD of the West Bengal Mineral Development & Trading Corporation, has now been appointed as Director of the Institute of Environmental Studies & Wetland Management.

Smt Dipika Sanyamath, IAS (West Bengal, 2008), Secretary of the Agriculture Department, has been transferred to serve as Secretary of the Mass Education Extension and Library Services Department. Shri Pawan Kadyan, IAS (West Bengal, 2012), Senior Special Secretary in the Finance Department, has been appointed as Inspector General of Registration and Commissioner of Stamp Revenue.

Dr. Uma Sankar S, IAS (West Bengal, 2011), who previously held the role of IG, Registration & Commissioner of Stamp Revenue, has been posted as Senior Special Secretary in the Agriculture Department. Lastly, Shri Anshul Gupta, IAS (West Bengal, 2013), Special Secretary in the Mass Education Extension & Library Services Department, has been appointed as CEO of KMDA until further orders.

Originally from Uttar Pradesh, he holds a Bachelor of Science degree and has consistently demonstrated commitment to maintaining law and order, policy implementation, and governance.

Mr. Kumar has held key positions in the police force, including serving as Deputy Secretary in the Department of Justice, Delhi. His expertise in legal and administrative matters contributed to policymaking and justice reforms at the national level. Recognizing his capabilities, he was empanelled for the position of Deputy Inspector General (DIG) in the Government of India in 2019, reflecting his leadership and strategic acumen in policing and governance.

His tenure as Deputy Secretary was later curtailed, signaling a transition to other significant responsibilities within the law enforcement framework. Throughout his service, Mr. Kumar has upheld principles of integrity and professionalism, making meaningful contributions to the nation’s security and justice system. Born on July 8, 1976, in Delhi, he holds an MBBS from Maulana Azad Medical College, where he graduated with a gold medal in forensic medicine. His commitment to continuous learning is evident through his advanced degrees, including an MBA in Finance, a Master’s in Police Management from Osmania University, and a Master of Public Health from Harvard University.

During his tenure in the Gujarat Police, Dr. Aggarwal served as Superintendent of Police in multiple districts, including Porbandar, Banaskantha, and Dahod, and later as Joint Commissioner of Police (Administration) in Ahmedabad. His tenure was marked by key reforms, including making Ahmedabad the first comprehensive ISO-certified police force in India. His ability to implement efficient systems and streamline operations was widely recognized.

Transitioning to public health administration, he took on leadership roles as Managing Director of the National Rural Health Mission (NRHM) and Deputy CEO of the National Health Authority (NHA). He played a critical role in implementing the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), the world’s largest public-sector health insurance scheme. His leadership was instrumental in managing the national helpline during the COVID-19 pandemic and coordinating the CoWIN Global Conclave, facilitating international collaboration on vaccination efforts.

In March 2024, Dr. Aggarwal was appointed as the Principal Commissioner of the Delhi Development Authority (DDA), further expanding his contributions to governance and public administration. His career reflects a rare blend of expertise in law enforcement, healthcare policy, and administrative leadership, making him a dynamic and impactful public servant.

Mr. Bhagat has held key positions, including serving as Inspector General of Police (IGP) in the Criminal Investigation Department (Intelligence Bureau) of Gujarat. In 2018, he was selected for central deputation to the Special Protection Group (SPG), an elite force responsible for the security of the Prime Minister and former Prime Ministers of India. His tenure with the SPG led to his elevation to the rank of Inspector General within the group, recognizing his expertise in high-level security operations. In February 2024, his deputation was further extended for a year beyond May 2024, underscoring his continued contributions to national security.
