With rich experience in the Energy and Petrochemicals Department in Vadodara as Managing Director prior to his IT-focused role, Shri Bhatt has displayed remarkable adaptability across sectors. His leadership has contributed significantly to energy management and corporate governance, as well as to digital transformation in the public sector.

Respected for his methodical approach and result-oriented mindset, Shri Bhatt’s appointment as Collector, Patan, reflects the state government’s trust in his ability to deliver impactful governance at the grassroots level. Shri Dilip Kumar Rana IAS (2007), formerly Municipal Commissioner, Vadodara, is now Commissioner of Higher Education, Gandhinagar. Dr N K Meena IAS (2010) becomes Municipal Commissioner, Bhavnagar. Shri Tusharkumar Y Bhatt IAS (SCS 2010) has been appointed Collector, Patan. Shri Manish Kumar IAS (2013) moves to Collector, Bhavnagar. Shri Arun Mahesh Babu IAS (2013) is the new Municipal Commissioner, Vadodara.

However, these positions have now been upgraded to the rank and declared equivalent in status and responsibility to that of a Joint Secretary to the Government. This restructuring within the IAS cadre aims to streamline administrative functions and enhance efficiency within the state.
