Minister of State for Skill Development and Entrepreneurship, Shri Rajeev Chandrasekhar has informed that (i)The Ministry of Skill Development & Entrepreneurship through the Directorate General of Training, an attached office, is implementing schemes titled “Enhancing Skill Development Infrastructure in NE States” and “Skill Development in 47 Districts Affected by Left Wing Extremism”, for funding to State Governmentsfor establishment of Industrial Training Institutes (ITIs) in the country where skill related training is imparted.The scheme wise details of coverage are given at Annexure-I.
(ii) Efforts for Tribal Areas: As far as the tribal areas or ST communities are concerned, there is no exclusive specific scheme for the STs; however, the following additional benefits are given to tribal candidates under the different skill development of schemes:

(iii) Efforts for Aspirational Districts: MSDE through its Transformation of Aspirational Districts programme aims to identify challenges for skill development in districts and co-creating customized solutions for overcoming these challenges. The programme hinges on expeditiously transforming 117 districts that were identified across 28 states. Under MSDE various schemes viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), National Apprenticeship Promotion Scheme (NAPS), Craftsman Training Scheme (CTS) and Jan Sikhshan Sansthan (JSS) are being implemented across Pan India including aspirational districts.
(iv) Other Measures for the NER within Pan- India Schemes:Beyond these special schemes, Government has adopted a multi-pronged strategy for the overall skill development of people living across the country including in deprived areas, States and skill sectors. The Ministry has been implementing Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) Scheme and National Apprenticeship Promotion Scheme (NAPS), for providing short term Skill Development training and Craftsman Training Scheme (CTS), for long term training, to the youth belonging to all section of the society across all over India.As per the Common Norms for Skill Development Schemes, Additional Support for Special Areas/ Training in Special Areas, over and above the Base Cost, an additional amount equal to 10% of the Base Cost should be permitted for Skill Development programmes conducted in the North Eastern States, Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Andaman & Nicobar Islands, Lakshadweep and districts affected by Left Wing Extremism (LWE) as identified by the M/O Home Affairs for the Integrated Action Plan. Under the JSS, course fees are waived for the SC, ST, Divyangjan& BPL category beneficiaries and under CTS benefits are extended as per State/UT policy in the NER States as well as in the rest of country. Ministry of Skill Development & Entrepreneurship (MSDE) is also implementing following schemes in various States of the country for Skill Development: Upgradation of existing Government ITIs into Model ITIs: Existing Govt. ITIs in states have been taken up for Upgradation into Model ITI which is supposed to evolve as an institution showcasing best practices, efficient and high-quality training delivery and sustainable and effective industry relationship. It is also running the following scheme: Enhancing Skill Development Infrastructure in NE States: The scheme envisages establishment of 34 new ITIs along with upgradation of 22 existing Government ITIs by introducing three new trades per ITI and supplementing infrastructure deficiencies in 28 ITIs by constructing new hostel, boundary wall and replacing old and obsolete tools and equipment. The details of coverage under the scheme are given at Annexure – III.
The Ministry focuses on apprenticeship as one of the key components for creating skilled manpower in India including NER and launched National Apprenticeship Promotion Scheme (NAPS) in order to reach maximum no of establishments including MSMEs and to promote apprenticeship training. The main objective of the scheme is to promote apprenticeship training and to increase the enrolment of apprentices. The details of candidates trained under NAPS are given at Annexure-IV.
Jan Shikshan Sansthan (JSS) aims to provide vocational training to non-literates, neo-literates as well as school drop-outs in rural regions by identifying skills that have a relevant market in that region. Over two-thirds of India’s population comprises rural citizens. The objective of JSS is to uplift this rural population economically by imparting essential skills training, thereby enabling local trades to grow and creating new opportunities for the natives of the region. Detail of total number of youth trained under JSS Scheme in the North-Eastern Region (NER) are attached at Annexure-V.
(v) Social Dimensions of Skilling Efforts (including for Tribals): As far as social justice and welfare issues are involved, the following facts may be noted: Under PMKVY 2.0, 12.27% and 4.39% trained candidates are SCs and STs,respectively, while under JSS, 27.49% and 13.65% trained candidates are SCs and STs,respectively. This scheme covers all section of society including economically weaker section.However, data as such for EWS is not maintained under the schemes. In Industrial TrainingInstitutes (ITIs), which run courses of 6 months to 2 years duration, we have reservation ofseats for admission for SC/ST/OBCs as per norms notified by the State Governmentsconcerned which is based upon the population of the States concerned. In National SkillTraining Institutes (NSTIs) under this Ministry, too, we have reservation for women, SCs, STs,OBCs (including EWS) and Divyang as per the following:
(i) Women : 30%
(ii) Scheduled Castes (SCs) : 15%
(iii) Scheduled Tribes (STs) : 7.5%
(iv) Other Backward Classes (including EWS) : 27%
(v) Divyang : 4%
(vi) Efforts of other Ministries: Ministry of Housing and Urban Affairs is implementing a centrally sponsored scheme namely “Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM)”, in the statutory towns of the country, including North-Eastern Region (NER) States, to reduce poverty and vulnerability of urban poor households on a sustainable basis. Under the Employment through Skill Training and Placement (ESTP) component of the DAYNULM, skill training is provided to the urban poor in market-oriented certified courses to place them in wage employment and/ or self-employment opportunities. A statement showing year-wise number of skill trained candidates in the North-Eastern region is at Annexure-VI.
Other Ministries of the Government of India have certain schemes for skilling people, especially in border areas. For example, Ministry of Youth Affairs and Sports is implementing a Skill Up-gradation Training Programme for Women in 200 Border/Tribal/Backward Districts (SUTP). Ministry of Development of North Eastern Region (DoNER) is implementing Capacity Building and Technical Assistance (CBTA) scheme with an aim to provide funding for skill development, enhancing of employability and competencies and promotion of self-employment and entrepreneurship amongst youth. Department of Border Management in the Ministry of Home Affairs has been implementing BADP to meet the needs of the people living in remote and inaccessible areas situated near the international land borders. Guidelines of the BADP provides for inclusion of scheme of capacity building programme by way of vocational studies and training for youth for self-employment and skill upgradation of Artisans, Weavers etc.
Details of the fund allocation is as follows:
(i) Special Schemes for the Left Wing Extremism (LWE) Districts and the Norm East Region: An amount of Rs. 183.26 crore and 183.01 crore respectively has been released as Central Share for establishment of new Industrial Training Institutes under the schemes titled “Skill Development in 47 Districts Affected by Left Wing Extremism” and “Enhancing Skill Development Infrastructure in NE States”. The scheme wise, State wise and District wise details of fund allocation and fund released are given at Annexure-VII.
(ii) Efforts for Aspirational Districts: A financial assistance of Rs. 10 lakh per Aspirational district as central share was provided to 117 Aspirational districts under SANKALP. Placed at Annexure-VIII
(iii) Other Measures for the NER within Pan India Schemes:The fund allocation of North East Region in Pradhan Mantri Kaushal Vikas Yojna (PMKVY) are at Annexure-IX
(iv) Upgradation of existing Government ITIs into Model ITIs: Details of ITIs fund released under the scheme are given at Annexure – X.
(v) Enhancing Skill Development Infrastructure in NE States: The details of fund released under the scheme are given at Annexure – XI.
(vi) The fund allotted to NER States under NAPS are given at Annexure-XII.

No such challenges have been reported and in many of the endeavours, State governments are involved. So local administration and local institutions of the State Governments also help in tackling challenges in most of the States.
The Ministry of Skill Development &Entrepreneurship reviews its schemes through third-party evaluation.
