Major Pre-Poll Shakeup, 12 IAS Transferred in Haryana

IndianBureaucracy.com, Panchkula, February 04, 2025 | In a major pre-poll shakeup, the Haryana government carried out a significant bureaucratic reshuffle on the eve of the announcement by the Haryana State Election Commission on Tuesday for elections to 33 civic bodies, including seven municipal corporations, four municipal councils, and twenty-one municipal committees.

With polling set for March 2 in all major civic bodies and Panipat’s election on March 9, the government has transferred twelve IAS and sixty-seven HCS officers. Notably, Sudhir Rajpal, a 1990-batch IAS officer, has had his portfolio expanded to include Health and Women & Child Development. Other key appointments include Dusmanta Kumar Behera as Transport Commissioner and Vinay Pratap Singh as Commissioner and Special Secretary for Excise & Taxation, and appointment of new Commissioners at Rohtak, Ambala, Bhiwani, Rewari and Sonipat, making this a significant pre poll administrative change in the state.

The detailed list of officers and their new roles and responsibilities is listed below.

1. Shri Sudhir Rajpal IAS (Haryana 1990), presently Additional Chief Secretary (ACS), Health & Family Welfare Department, Haryana; ACS, Medical Education & Research Department, Haryana; and ACS, Ayush Department, Haryana, has been appointed as Additional Chief Secretary, Women & Child Development Department, Haryana, in addition to his present duties. He relieves Smt Amneet P Kumar IAS (Haryana 2001) of the said charge.
2. Smt Amneet P Kumar IAS (Haryana 2001), presently, Commissioner & Secretary, Women & Child Development Department, Haryana, and Commissioner & Secretary, Archives Department, Haryana, is appointed as Commissioner & Secretary, Fisheries Diepartment, Haryana, relieving relieves Shri Rajeev Ranjan IAS (Haryana 1998) of the said charge. She will continue as the Commissioner & Secretary – Archives Department, Haryana.
3. Smt Ashima Brar IAS (Haryana 2004), presently, Commissioner and Secretary, Excise & Taxation, Haryana, Managing Director, Haryana Vidyut Prasaran Nigam Ltd., is transferred and appointed as Commissioner and Secretary – Cooperation Department, Haryana, and will continue to hold the post of MD – Haryana Vidyut Prasaran Nigam Ltd.
4. Shri Phool Chand Meena IAS (Haryana 2004), presently Commissioner, Ambala Division, Ambala, is transferred and appointed as Commissioner, Rohtak Division, Rohtak. He relieves Shri Anshaj Singh IAS (Haryana 2008).
5. Shri Shekhar Vidyarthi IAS (Haryana 2004), presently Director General and Secretary, Archives, Haryana, is given the additional charge of Director General – Fire Services, Haryana, relieves Shri Maneesh Chaudhary IPS (Haryana 2005). He will continue as Director General and Secretary – Archives, Haryana.
6. Shri Dusmanta Kumar Behera IAS (Haryana 2007), presently Director General and Secretary of Development and Panchayats, Haryana, is given additional charge as Transport Commissioner – Haryana, and Secretary – Transport Department, Haryana. He relieves Shri C G Rajini Kaanthan IAS (Haryana 2004).
7. Shri Anshaj Singh IAS (Haryana 2008), presently Commissioner, Rohtak Division, Rohtak and Director General, Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM), Panchkula, is transferred and appointed as Commissioner – Ambala Division, Ambala, relieving Shri Phool Chand Meena IAS (Haryana 2004). He will continue as a the DG – SJHIFM.
8. Shri Vinay Pratap Singh IAS (Haryana 2011), presently Director, Human Resources, Haryana, and Administrator, Trade Fair Authority of Haryana, New Delhi, is appointed as Excise & Taxation Commissioner – Haryana, and, Special Secretary – Excise & Taxation Department, Haryana, relieving Smt Ashima Brar IAS (Haryana 2008) of the charge.
9. Dr Shaleen IAS (Haryana 2012), presently Director and Special Secretary of Tourism Department, Haryana, is appointed as Managing Director – Haryana State Warehousing Corporation Limited, in addition to his present duties. He relieves Shri Khetmalis Makarand Pandurang IAS (Haryana 2007) of the said charge.
10. Smt Saloni Sharma IAS (Haryana 2019), presently Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Jhajjar, is transferred and appointed as Additional Deputy Commissioner-cum-District Citizen Resources Information Officer – Bhiwani, Haryana, and District Municipal Commissioner – Bhiwani, relieving Shri Harshit Kumar IAS (Haryana 2020).
11. Shri Harshit Kumar IAS (Haryana 2020), presently Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Bhiwani, and District Municipal Commissioner, Bhiwani, is appointed as Commissioner – Municipal Corporation, Sonipat, Haryana, and District Municipal Commissioner, Sonipat.
12. Shri Rahul Modi IAS (Haryana 2020), presently Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Fatehabad, is appointed as District Municipal Commissioner, Rewari, Haryana, relieving Ms Anupama Anjali IAS (Haryana 2018).
