Shri Gurav Ramesh, a dynamic officer of the Indian Administrative Service (IAS), Gujarat cadre, has been appointed as the Deputy Municipal Commissioner of Surat Municipal Corporation. A professional known for his strategic thinking and dedication to public service, he brings with him a well-rounded background in administration and policy implementation, especially in the domains of education and infrastructure.
An alumnus of Pune University, Shri Gurav holds a B.Tech. degree in Electronics and Telecommunication Engineering, graduating with Distinction. His academic rigor has translated into a career marked by analytical approach, policy insight, and technological adeptness — qualities that align well with the administrative demands of modern urban governance.
Most recently, he served as the Director, Higher Education, Government of Gujarat (from January 2024 to March 2025), where he was instrumental in strengthening the higher education ecosystem in the state. His tenure focused on improving institutional capacity, promoting digital learning platforms, and aligning education policies with emerging national goals.
Earlier in his career, Shri Gurav gained valuable field experience during his posting as Supernumerary Assistant Collector in the Revenue Department, where he worked on land revenue management and district administration under the guidance of senior district officials. This grassroots administrative experience helped him develop a deep understanding of public service delivery and local governance.
He also had a brief but insightful stint at the Ministry of Civil Aviation in 2019, where he was exposed to the functioning of a central ministry, contributing to his holistic view of governance at both the state and central levels. His foundation in public administration was laid during his training periods at the prestigious Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, which shaped his early professional development.
