The Department of Administrative Reforms and Public Grievances (DARPG) organized the second meeting with the Right to Service (RTS) Commissioners from various States and Union Territories. The meeting aimed to enhance e-governance and improve e-service delivery in the country, aligning with the objectives of the “National e-Governance Service Delivery Assessment (NeSDA) Way Forward.”

The RTS Chief Commissioners were briefed about the progress made under the “NeSDA Way Forward” initiative. Six monthly reports have been released, setting baselines for the number of e-services and mandatory e-services provided by States/UTs on the NeSDA – Way Forward dashboard. The reports also assess and compare sector-wise e-services and highlight opportunities for transitioning offline services to online platforms.

Key highlights from the August report include:

  • States/UTs collectively providing 14,736 e-services.
  • Jammu & Kashmir leading with 1,028 e-services.
  • 1,505 out of 2,016 mandatory e-services are available, achieving a saturation rate of 74.6%.
  • Jammu & Kashmir, Kerala, and Odisha providing 100% of their services through their respective Single Unified Service Delivery Portals.

During the meeting, consensus was reached on several issues:

  • States/UTs to review and provide 154 identified common services as e-services within a specified timeframe.
  • Define a roadmap for achieving the provision of e-services through a unified portal, leveraging the support of respective RTS Commissions/Committees based on models like e-UNNAT, e-Sevanam, and Odisha One.
  • Discuss the approach and measures to ensure proactive delivery of e-services.
  • Determine the extent of faceless service delivery through RTS.

Representatives from Haryana, Uttarakhand, Meghalaya, Maharashtra, Punjab, Uttar Pradesh, Rajasthan, Chandigarh, and Karnataka actively participated in the meeting. DARPG will organize a workshop for RTS Commissioners and other nodal officers in Dehradun in November 2023.
