During the Special Campaign 4.0 (October 2–31, 2024), the Ministry of Coal, along with its Public Sector Undertakings (PSUs), attached offices, and autonomous organizations, demonstrated exemplary enthusiasm and achieved remarkable outcomes. The campaign focused on streamlining physical and electronic file management, addressing pending references from Members of Parliament, VIPs, Public Grievances, and the Prime Minister’s Office (PMO), and implementing cleanliness and sustainability initiatives.

Key Achievements

  1. Top Performance in Space Freed and Revenue Generation
    • Space Freed: 78.46 lakh sq. ft., securing 1st position among all Ministries/Departments.
    • Revenue Generated from Scrap Disposal: ₹38.27 crore, ranking 4th overall.
  2. Significant Campaign Outcomes
    • Cleanliness Campaign Sites: 1,116 (115% of the target).
    • Physical Files Reviewed: 30,999 (162% of the target); Files Weeded: 10,599.
    • E-Files Reviewed: 40,633 (117% of the target); E-Files Closed: 15,365.
    • Public Grievances and References Processed: 166 out of 167 (99.4%), PMO References: 100%, and MP References: 94%.

Enhanced Workspaces and Sustainability Efforts

  • Office and Campus Cleanliness: Extensive cleaning cleared large areas, enhancing usability while generating significant revenue through scrap disposal. Before-and-after photographs highlighted substantial progress.
  • Community and Citizen Engagement: Campaigns such as Swachhata Rallies, Nukkad Nataks, and Samadhan Camps raised public awareness about cleanliness. School children were sensitized, and health check-ups and recognitions were organized for Safai Mitras.

Innovative and Sustainable Practices

  1. AI-Enabled Smart Bins
    • CIL introduced Smart-Re bins for efficient waste segregation and plastic disposal, emphasizing social inclusion and user-friendly design.
  2. Renewable Energy Projects
    • CMPDIL installed 3 x 5 KW Solar Trees.
    • BCCL inaugurated 2.3 MW rooftop solar panels on office and residential buildings, promoting clean energy.
  3. Creative Use of Scrap
    • CMPDIL crafted a “Golden Deer and Fawn” sculpture from waste.
    • A 7-foot scrap sculpture of Netaji Subhas Chandra Bose was created at BCCL, Dhanbad.
  4. Employee-Centric Initiatives
    • BCCL transformed unused space into a table tennis court to promote employee well-being.
    • The Ministry digitized inventory management for improved tracking, distribution, and accountability.

Capacity Building and Awareness

Workshops on records management (in collaboration with the National Archives of India) enhanced organizational efficiency. A Cyber Jagrookta workshop raised cybersecurity awareness. Additionally, clean desk competitions, quizzes, and “Waste to Wonder” contests fostered employee engagement and innovation.
