Atul Khare appointed as Under-Secretary-General for field support

UN Secretary-General Ban Ki-moon has appointed veteran Indian diplomat and UN official, Atul Khare, as the Under-Secretary-General for Field Support, making him one of the two highest-ranking Indians at the UN.

Khare will join Vijay Nambiar, the Secretary-General’s Special Representative for Myanmar, on the world body’s Senior Management Group.

He succeeds Ameerah Haq of Bangladesh as head of the UN Department of Field Support, which backs up the extensive network of peacekeeping and political field missions.

President clears Citizenship ordinance merging PIO, OCI schemes

The President of India is said to have cleared an ordinance amending the Indian Citizenship Act to merge the Person of Indian Origin (PIO) and Overseas Citizenship of India (OCI) schemes. This will ensure life-long Indian visa to PIOs, besides exempting them from police reporting.

The amendments to the Citizenship Act will benefit PIOs and will give them benefits like life-long visa and exemption from registering with the FRO/FRRO if their stay here exceeds six months. This is in line with an Prime Minister Narendra Modi’s assurance to the Indian diaspora at New York’s Madison Square Garden, where he announced life-time visas for PIOs as well as merger of the PIO and OCI schemes.

Home ministry sources too confirmed the development.

CBEC Promotes 84 Addl Commissioner to the Rank of Commissioner

The Central Board of Excise & Customs (CBEC) under Union Ministry of Finance has promoted 84 Indian Revenue Service (IRS C&CE) Officers of Additional Commissioner grade to the Rank of Commissioner of Customs & Central Excise.

On Promotion CBEC transferred & posted them in Various Zones of Customs & Central Excise across India.CBEC also transferred 25 other IRS Officers of Commissioner Rank.

Sindhushree Khullar likely to be Secretary, NITI Aayog

If sources are to be believed, Sindhushree Khullar is likely to be appointed as CEO of the newly formed NITI Aayog. Khullar, a 1975 batch UT cadre IAS officer, had taken over as Secretary Planning Commission in April 2012 replacing the Member Secretary of the body Sudha Pillai.

Govt decides to scrap Department of Disabilities

There is a surprising move to scrap the Department of Empowerment of Persons with Disabilities which was created during the tenure of the previous government to address the growing concern and rising number of disabled in the country.

The department was carved out after a string of protest by the disabled people demanding scores of benefits from the government.  Stuti Narain Kacker, IAS UP 1978 officer was appointed as the Secretary of the department who demitted the office just recently

Under the proposal the work of the department will now be carried forward by the Ministry of Social Justice and Empowerment which was serving as the supervising Ministry of the department.

Alok Joshi to take over NTRO

Days after his retirement as the chief of India’s external intelligence agency, Research and Analysis Wing (RAW), Alok Joshi has been appointed as the new chairman of the National Technical Research Organisation (NTRO). Joshi will take over as OSD next week, and officially as chairman on April 30.

Joshi, a Haryana cadre IPS officer of the 1976 batch, has served in the Intelligence Bureau and RAW for years. Joshi is a specialist on the neighbourhood, and has served as the RAW station chief in Nepal, and handled counter terrorism.

National Security Advisor, AK Doval, is understood to have been impressed with Joshi, and strongly pitched for his appointment. There is a precedent to Joshi’s appointment. Another former RAW chief, KC Verma, was picked as the NTRO chief by the previous UPA government in 2010.

The NTRO is the special technical intelligence gathering branch of the government.

Didn’t we say it before it happened! Yes, the verdict is out and it is confirmed now that Arvind Panagariya has been appointed the first Vice Chairman of the newly created NITI Aayog along with six members and three special invitees.

Arvind Panagariya, a free-market economist who teaches at Columbia University in the US, was on Monday appointed the first Vice Chairman of the newly-created NITI Aayog. The Prime Minister Narendra Modi will be the Chairperson of the body, that replaces the 65 year old Socialist-era Planning Commission.

Panagariya is an Indian-American economist and Professor of Economics at Columbia University. He will be the first Vice Chairman of the body. The previous avatar, the Planning Commission, had a Deputy Chairperson at the helm.

Panagariya has earlier been the Chief Economist of the Asian Development Bank and a Professor of Economics and Co-director, Center for International Economics, University of Maryland at College Park.

Holding a Ph.D degree in Economics from Princeton University, Panagariya has also worked for the World Bank, International Monetary Fund, World Trade Organization, and the United Nations Conference on Trade and Development (UNCTAD) in various capacities.

Economist Bibek Debroy and former DRDO chief V K Saraswat were appointed as full-time members by Prime Minister Narendra Modi. Union Ministers Rajnath Singh, Arun Jaitley, Suresh Prabhu and Radha Mohan Singh were appointed as Ex-Officio members while Nitin Gadkari, Smriti Zubin Irani and Thawar Chand Gehlot will be Special Invitees.

Formation of the NITI Aayog or National Institution for Transforming India was announced on January 1. It will serve as a policy think-tank for the central as well as state governments with the Prime Minister as its Chairperson. The Aayog which is headed by Prime Minister and have a vice chairman and an CEO. The government is yet to name the CEO, which according to sources will be shortly named.

The NITI Aayog will have a governing council comprising of all state Chief Ministers and Lt Governors and will work towards fostering a ‘co-operative federalism’ for providing a “national agenda” to the Centre and States.

P Krishnamurthy a 1997 batch IAS officer of Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre has been appointed as private secretary to defence minister Manohar Parrikar.

Krishnamurthy,is presently working as resident commissioner at Goa Sadan in New Delhi. He has been appointed for a five-year period or on co-terminus basis with the minister’s tenure, an official order issued on Monday by the Department of Personnel and Training (DoPT) said. Krishnamurthy has also worked as secretary to Parrikar when he was Goa chief minister prior to his induction in the Union Cabinet.
