BHEL to build Gas based power plant at Bengaluru at a cost of Rs 1,202 cr

In a big PSU news update; Navratna PSU, Bharat Heavy Electricals Limited (BHEL) has signed contract of Rs 1,200 crores with Karnataka Power Corporation Limited (KPCL) to build later’s first gas-based Utility Power venture at Yelahanka on the outskirts of Bengaluru

Under the contract, BHEL will commission the Combined Cycle Power Plant (CCPP), on engineering, procurement and construction (EPC) source. With this order, BHEL has constricted 242 GTs, containing 22 advanced-classes GTs.

Whilst the agreement is for supply and commissioning of a fuel-efficient 370 Mw Advanced-class Gas Turbine, the new plant will also reinstate the old diesel generator-based power plant of 128 Mw capacity, which has not been in service due to environmental problems.

BHEL and KPCL have currently 3,100 Mw of ventures under production at Bellary, Yeramarus and Edlapur.

Gas-based power plants have the benefit of a rapid set up and are environment-friendly besides being apposite for peaking power. With the current gas cost revision as well as proposal for gas cost pooling, gas accessibility is likely to advance which will outcome in invention of more gas-based power plants.

BHEL’s scope of work on the venture includes the design, engineering, manufacture, supply, construction, erection, testing as well as commissioning of the EPC package includes an advanced-class gas turbine-based combined cycle power plant. The key apparatus for the agreement will be manufactured at BHEL’s Hyderabad, Trichy, Haridwar , Bhopal as well as Jhansi plants, whereas the company’s power sector – southern area shall carry out the civil works, as well as erection and commissioning of the equipment.

IAF gets first LCA Tejas

Hindustan Aeronautics Limited handed over the first indigenously-built Tejas Light Combat Aircraft (LCA) Tejas on Saturday to Defence Minister Manohar Parrikar and Air chief marshal Anup in Bengaluru.

The first LCA was handed over to the IAF after Initial Operational Clearance-II, which signifies that Tejas is airworthy in different conditions.

This will be the start of a process of induction of the fighters being built at home under a project which has already estimated to have cost the exchequer over Rs 17,000 crore.

The IOC-I was granted to the aircraft, being built by state-owned Hindustan Aeronautics Limited (HAL), in January 2011. The Final Operational Clearance (FOC) is expected by the year-end.

The first IOC was granted after the aircraft successfully completed its maiden flight on September 30 last year.

The sources said 20 aircraft will be built by 2017-2018, to make the first squadron of the aircraft.

The LCA programme was initiated in 1983 to replace the ageing MiG-21s in IAF’s combat fleet but has missed several deadlines due to several reasons.

Hindustan Aeronautics Limited’s LCA Project Group has has been upgraded to a full-fledged division to look after production in a systematic way with more investments.

HAL has carried out around thousands of sorties of LCA and conducted outstation flight trials at Leh, Jamnagar, Jaisalmer, Uttaralai Gwalior, Pathankot and Goa for cold weather, armament and weapon deliveries, MultiMode Radar (MMR), Radar Warning Receiver (RWR), hot weather and missile firing flight trials, its officials have said.

Tejas has also successfully demonstrated weapon delivery capability during weapon trials at Jamnagar and Jaisalmer.

The censor board was Saturday hit by mass resignations a day after board chairperson Leela Samson quit citing coercion and corruption even as Information and Broadcasting Minister Arun Jaitley hit out at those quitting, calling them “UPA appointees” who had themselves to blame for any corruption.

Saturday saw eight of the CBFC members quitting. Ira Bhaskar, Lora Prabhu, Pankaj Sharma, Rajeev Masand, Sekharbabu Kancherla, Shaji Karun, Shubhra Gupta and T.G. Thyagarajan sent a joint resignation letter to Minister of State for Information and Broadcasting Rajyavardhan Singh Rathore. By evening, two other members Mamang Dai and Arundhati Nag had quit.

The CBFC, which has 23 members on its board besides the chairperson, is a statutory body under the information and broadcasting ministry “regulating the public exhibition of films under the provisions of the Cinematograph Act 1952”.

The board members in their letter said they had tried to make the film certification process more uniform, transparent, consistent and sensitive to the freedom of filmmakers’ right to expression with responsibility but their struggle “has been extremely frustrating and disappointing”.

Govt refute report on Indian Diplomat

The government trashed reports that an Indian diplomat posted in Colombo, reported to be an Indian intelligence official, had been recalled before completion of tenure.

External affairs ministry spokesperson Syed Akbaruddin said that the norm for postings of diplomats in Sri Lanka is three years and all diplomats who returned last year had completed their tenure.

He was answering a query about a media report that said an Indian Research and Analysis Wing (RAW) official was recalled for allegedly helping in the defeat of Mahinda Rajapaksa in the presidential elections.

Anupam Shrivastava is new BSNL CMD

Anupam Shrivastava has been appointed the chairman and managing director (CMD) of state-run BSNL from January 15. Shrivastava has been appointed CMD of BSNL for a period of five years or till the time of superannuation at the age of 60 years.

Prior to this posting, Mr. Shrivastava has served as director (consumer mobility) BSNL. He has also worked as senior general manager at Jodhpur, Ajmer and Jaipur in Rajasthan Telecom Circle.

Govt plans to end dual role for DRDO chief

In a bid to reform the country’s defence R&D establishment after sacking missile scientist Avinash Chander on Tuesday, the government plans to bifurcate the post of scientific advisor to the defence minister-cum-DRDO chief, held by one person till now,

The move will lead to the appointment of a secretary (defence R&D), who will also double up as the scientific advisor to the defence minister, and a DRDO chief.

Both the positions are currently held by Chander, who will demit office on January 31, almost 16 months before his tenure approved by the previous UPA regime was to end. Till the new appointments are made, the senior-most cluster head in DRDO, director-general of aeronautical systems K Tamilmani, will be in charge from February 1.

The Devendra Fadnavis-led BJP government is set to prematurely retire officials of doubtful integrity and competency, particularly those who have completed 30 years in service or are in the 50-55 age bracket.

A week ago, the departments of cooperation, textiles and excise promulgated two independent orders to provide for review of performance of all officials who have completed 30 years of service or are between 50-55 years of age.

Sources said that the state government has set up two independent committees to review performance. The committee for review of performance of employees of the cooperation and textiles department will be headed by the principal secretary of the cooperation department, while for the excise department; the committee will be headed by principal secretary (excise). Besides the principal secretaries, joint and deputy secretaries of the two departments will be the members of the committees.

While no time frame has been fixed, it is expected that the two committees will complete their work in three months and submit their reports to the government.

Former IPS officer Kiran Bedi joined the BJP Thursday, ahead of Delhi assembly election scheduled Feb 7.

Bedi, who was earlier attached with India Against Corruption led by Anna Hazare, became a member of the party by dialling the toll-free number started for the BJP’s mass membership drive.

The country’s first woman IPS officer spoke about the many hats she has worn — as a teacher, a policewoman and a social worker — to illustrate her contribution to the country during the media presentation at the BJP headquarters after she formally became a party member.

She promised to make Delhi the number one capital city in the world.

Govt appoints PS to Rudy, Giriraj Singh

Kundan Kumar and Sudhanshu Kumar have been appointed as Private Secretaries to Union Ministers Rajiv Pratap Rudy and Giriraj Singh respectively.

Kundan Kumar, a 2004 batch IAS officer of Bihar cadre, has been appointed as Private Secretary to Rudy, Minister of State for Skill Development and Entrepreneurship.

Sudhanshu Kumar, who is 1996 batch IPS officer of Bihar cadre, has been appointed as PS to Singh, Minister of State for Micro, Small and Medium Enterprises, an order issued by the Department of Personnel and Training (DoPT) said.

Both officers tenure will be co-terminus with the Ministers’ term.
