Summary:Team training of health care employees can reduce patient mortality by 15 percent, according to a new study. These study results are encouraging and demonstrate that health care organisations can see moderate to large improvements in their employees’ performance and organisational results by participating in a health care team-training program.

Team training of health care employees can reduce patient mortality by 15 percent, according to a new study from Rice University, the Johns Hopkins University School of Medicine, the University of Central Florida, the U.S. Department of Defense and the Michael E. DeBakey VA Medical Center.

“Saving Lives: A Meta-Analysis of Team Training in Health Care” found that team training can also reduce medical errors by 19 percent. Team training is an instructional strategy aimed at improving team-based knowledge, skills, attitudes and problem-solving interactions. It focuses on developing coordination, cooperation, communication, leadership and other team-based skills. Team members train in specific roles while performing specific tasks and interact or coordinate to achieve a common goal or outcome.

“Medical error has an estimated economic impact between $735 billion to $980 billion annually in the United States alone,” said Eduardo Salas, the Allyn R. and Gladys M. Cline Chair and Professor of Psychology at Rice and one of the study’s authors. “In addition, estimates indicate that preventable medical errors occur in one out of every three hospital admissions. The evidence is clear: Medical error causes patient harm, and much of this error is preventable. Team training is one possible way to prevent such errors from ever happening.”

The researchers reported that 19 percent of trainees had, in general, positive reactions to team training. (The remaining trainees were neutral on the topic.) The group training also improved employees’ learning of new skills by 31 percent and on-the-job use of these skills by 25 percent. Financial outcomes of health care organisations were improved by 15 percent. Finally, team training was associated with a 34 percent improvement in clinical performance and 15 percent increase in patient satisfaction.

“Team training has the potential to teach individuals how to better communicate, cooperate and resolve conflicts in workplace settings, including health care,” Salas said. “Ultimately, we found that team training is effective and useful in this field and can ultimately save money and, more importantly, lives.”

Salas said the study’s results are encouraging and demonstrate that health care organisations can see moderate to large improvements in their employees’ performance and organisational results by participating in a health care team-training program.

The study examined the impact of training in team settings among 23,018 participants in 129 prior studies. The previous research examined how team training impacted quality of care, customer service, patient satisfaction and other variables. Participants included health care providers (physicians, nurse practitioners, physician assistants, etc.), allied health care personnel (nurses and therapists), health care staff (unit clerks) and health care students (medical students, nursing students, etc.) and came from facilities ranging from small clinics to large hospitals, both in the U.S. and abroad.

Draft bill to prevent trafficking of Persons

Minister of Women and Child Development, Smt Maneka Gandhi has informed that the Government had unveiled the Draft Bill on “Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2016” on the website of Ministry of Women & Child Development for seeking comments from stakeholders. The salient features of the proposed legislation inter-alia include various aspects of trafficking and its punishments as defined in relevant sections of Indian Penal Code, 1860 as well as penal provisions for the (1) disclosure of identity of the victim of trafficking and witness (2) use of narcotic drug or psychotropic substance or alcohol for the purpose of trafficking and (3) use of chemical substance or hormones for the purpose of exploitation.

It has also taken into its ambit the mandatory registration of ‘placement agencies’. It aims to place dedicated institutional mechanism at District, State and Central level, envisages a designated Agency for the investigation of offences and Protection Homes and Special Homes for short term and long term rehabilitation support. It also provides for establishing Special Courts in each district and experienced Special Prosecutors for speedy trial to reduce the trauma faced by the victims and mandatory reporting within 24 hours by a Police Officer, Public servant, any officer or employee of Protection Home or Special Home having custody of the victim of trafficking to the District Anti-Trafficking Committee or in case of child victim to the Child Welfare Committee. Provision of an Anti- Trafficking Fund for the effective implementation of the proposed Act and for the welfare & rehabilitation of the victims. It aims to create a strong legal, economic and social environment against trafficking of persons and for matters connected therewith or incidental thereto.

Committee constituted to prepare guidelines for Desiltation of River Ganga

Ministry of Water Resources, River Development and Ganga Rejuvenation has constituted a committee to prepare guidelines for desiltation of river Ganga from Bhimgauda (Uttarakhand) to Farakka (West Bengal). Shri Madhav Chitale (Expert Member, NGRBA) has been appointed as Chairman of the committee. The other members of the committee are : Secretary, Ministry of Water Resources, River Development & Ganga Rejuvenation, Secretary, Ministry of Environment, Forests & Climate Change and Dr. Mukesh Sinha, Director, Central Water and Power Research Station, Pune.

The committee has also been asked to establish difference between desilting and sand mining and also to establish need for desilting for ecology and e-flow of the river Ganga. The tenure of the committee would be for a period of three months.

It may be recalled that Union Minister for Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti while chairing the 6th meeting of the National Ganga River Basin Authority in New Delhi on 4th July, 2016 had said that a committee will be setup soon for desiltation of river Ganga.

Today is 17th Kargil Vijay Diwas. The day is observed on 26 July every year in honour of the Kargil War Heroes. Defence Minister Manohar Parikar and three Service Chiefs will pay homage to Kargil martyrs at Amar Jawan Jyoti, India Gate in New Delhi .

It was on this day in 1999 that the Indian Armed Forces, as part of Operation Vijay, recaptured Indian posts in Kargil which had been occupied by Pakistan’s army.

For ensuring quality supply chain logistics management system the following steps are taken:

1. Every district has refrigerator mechanic or cold chain technician for repair and maintenance of cold chain equipment, however few states are also allowed Annual maintenance contract with local vendors for repair and maintenance of cold chain equipment.

2. Overall, sickness rate of cold chain equipment in the country is below 2 % at any point of time. Sickness rate denotes the functionality of cold chain equipment.

3. Cold chain equipment are provided with temperature monitoring devices and storage temperature is monitored and recorded daily.

In addition to above, for better management of supply chain real time cold chain equipment monitoring is done through an online portal (National Cold Chain Management Information System) managed at National Cold Chain & Vaccine Management resource centre located at National Institute of Health & Family Welfare, New Delhi.

In addition, to cold chain monitoring, vaccine stock is also monitored through online software known an Electronic vaccine intelligence network in few states, at present.

Combined Geo-Scientist & Geologist Examination-2016- Result Declared

On the basis of the result of the written part of the Combined Geo-Scientist and Geologist Examination-2016 held by the Union Public Service Commission in May, 2016, the candidates with the under mentioned Roll Numbers have qualified for Interview/Personality Test.

The candidature of these candidates is provisional subject to their being found eligible in all respects. The candidates would be required to produce the original certificates in support of their claim relating to age, educational qualifications, community, physical disability etc. at the time of the Personality Test. They are, therefore, advised to keep the said certificates ready.

In accordance with the Rules  of  examination, all these candidates are required to fill up the Detailed Application Form (DAF) which will be available on the Commission’s Website and submit the same ONLINE. The DAF will be available on the website of the Commission from 21.07.2016 to 29.07.2016 till 11.59 PM.  Important   instructions regarding filling up of the DAF and submitting the same ONLINE to the Commission will also be available on the website. The candidates who have been declared successful have to first get themselves registered on the relevant page of the website before filling up the ONLINE Detailed Application Form. The qualified candidates are further advised to refer to the Rules of the Combined Geo-Scientist and Geologist Examination-2016 published in the gazette of India, dated 06.02.2016 which is also available on the website of the Commission.

The candidates are also required to bring the printed copy of the DAF duly signed (by the candidate) along with original documents and a photocopy each thereof at the time of interview. The instructions for filling up DAF available on the website along with the Rules of the Combined Geo-Scientist and Geologist Examination-2016 must be read carefully with regard to the certificates that are to be produced at the time of Interview. The candidate will be solely responsible for not producing sufficient valid proof in support of his/her age, date of birth, educational qualifications, caste (SC/ST/OBC) and Physically disability status.

Interviews of candidates who have qualified for the Personality Test are tentatively scheduled to commence from the month of August, 2016. The exact date of interview will, however, be intimated to the candidates through Interview Letter/e-mail. Roll Number wise Interview Schedule will also be made available on Commission’s Website in due course. The candidates are advised to check their e-mail also for further information.

No request for change in the date and time of Personality Test intimated to the candidates will be entertained under any circumstances.

The mark-sheets of candidates who have not qualified, will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website for a period of 60 days. The candidates can access the marks-sheet after keying in their Roll Numbers and date of birth. The printed/hard copies of the Marks Sheet would, however, be issued by UPSC to the candidates based on specific request accompanied by a self addressed stamped envelop. Candidates desirous of obtaining printed/hard copies of the marks sheets should make the request within thirty days of the display of the marks on the Commission’s Website, beyond which such requests would not be entertained.

The candidates are advised to notify changes in their address, if any, to the Commission immediately by through letters or e-mails.

NBCC MoU with Ministry focuses on New Technology Adoption

NBCC, a Navratna CPSE under the Ministry of Urban Development (MoUD), Govt. of India, has signed Memorandum of Understanding (MoU) for the FY 2016-17 with its Ministry . The annual MoU has been signed by Shri Rajiv Gauba, IAS, Secretary (UD), Govt. of India, on behalf of the MoUD and Dr. Anoop. K. Mittal, CMD, NBCC, on behalf of NBCC.

The signed MoU outlines certain performance targets for the Company based on various financial parameters, dynamic parameters, sector specific and enterprise specific parameters. While sales turnover has been fixed at Rs.6500 Crore, profit has been targeted at Rs.445 crore. The Company during the year, aims to secure new works worth Rs.7500 Crore.  Further, this year’s MoU has laid specific emphasis on adoption of New Technologies for implementation of the Company’s upcoming projects. These technologies include: Monolithic Concrete Construction System using Aluminium Formwork; Industrialized 3-S System using Cellular Light Weight Concrete Slabs & Precast Columns (Pre-cast/Prefab); Monolithic Concrete Construction System using Plastic Aluminium Formwork; Composite Steel Structures.

It may be mentioned that NBCC’s performance during FY 2015-16 remained excellent as it registered a substantial 21% Growth in CAGR by achieving turnover of Rs.5749 crore against targeted turnover of Rs.4600 crore. Talking to the Media, during MoU signing, Dr. A.K. Mittal, CMD of the Company gave an encouraging outlook of the Company for FY 2016-17 and beyond. He informs that the Govt. has very recently awarded three huge redevelopment projects to NBCC valued at approximately Rs.25000 crore. This, alongwith already secured redevelopment projects and the projects under various schemes of the Govt. at Centre, have opened up immense future opportunities for NBCC. Dr. Mittal expressed confidence that from FY2016-17 onwards, NBCC would be in a position to consistently register a 25% Growth in CAGR.

SAIL must leverage R&D to improve Performance of the Steel Industry

The Minister of Steel, Chaudhary Birender Singh reviewed the performance of Steel Authority of India Limited (SAIL) at Steel Ministry in Udyog Bhawan New Delhi. The Minister of State for Steel Shri Vishnu Deo Sai, the Secretary Steel, Ms. Aruna Sundararajan, senior officials of the Ministry, Chairman SAIL, Shri P.K. Singh, Directors & CEOs of SAIL were present on the occasion.

The Steel Minister mentioned that the present steel market is challenging and while appreciating SAIL’s efforts to reduce cost of production asked the Company to further intensify its efforts in further cost reduction by focusing on increasing process efficiencies and higher utilisation of new units installed under SAIL’s Modernisation & Expansion Plan.  Expressing belief in the abilities of SAIL he said, “I believe SAIL can leverage its R&D strengths to the fullest for improving the performance of the steel industry in the country.” He advised SAIL to use design & product engineering to promote steel consumption by establishing steel’s cost effectiveness, quality & durability as a material for construction in sectors like infrastructure, transportation and urban development. He also exhorted that all initiatives to promote use of steel must be rolled out at the earliest as time is of essence in the fast changing business scenario.

Chaudhary Birender Singh further advised SAIL to increase its exports as now SAIL has significantly enriched its product portfolio by adding new profiles and grades.

The Minister in his address advised the SAIL collective to harness the full potential of its human resources by making the employees more efficient & purposeful. He expressed confidence that the present management has the will and the ability to come out of the present crisis being faced by the steel industry.

He expressed optimism that India which has emerged as the third largest producer of steel in the World will soon attain the position of second largest producer. All efforts will be made by major players like SAIL to achieve this goal. While modernizing steel plants, SAIL should also take steps to modernize its townships for its employees and their families, he said.

Fathers play a surprisingly large role in their children’s development, from language and cognitive growth in childhood to social skills in fifth grade, according to new findings from Michigan State University scholars.

The research provides some of the most conclusive evidence to date of fathers’ importance to children’s outcomes and reinforces the idea that early childhood programs such as Head Start should focus on the whole family, including mother and father alike. The findings are published online in two academic journals, Early Childhood Research Quarterly and Infant and Child Development.

“There’s this whole idea that grew out of past research that dads really don’t have direct effects on their kids, that they just kind of create the tone for the household and that moms are the ones who affect their children’s development,” said Claire Vallotton, associate professor and primary investigator on the research project. “But here we show that fathers really do have a direct effect on kids, both in the short term and long term.”

Using data from about 730 families that participated in a survey of Early Head Start programs at 17 sites across the nation, the researchers investigated the effects of parents’ stress and mental health problems such as depression on their children. Parental stress and mental health issues affect how parents interact with their children and, subsequently, childhood development.

The study found that fathers’ parenting-related stress had a harmful effect on their children’s cognitive and language development when the children were 2 to 3 years old, even when the mothers’ influences were taken into account. This impact varied by gender; fathers’ influence, for example, had a larger effect on boys’ language than girls’ language.

Another key finding: Fathers’ and mothers’ mental health had a similarly significant effect on behavior problems among toddlers. Further, fathers’ mental health had a long-term impact, leading to differences in children’s social skills (such as self-control and cooperation) when the children reached fifth grade. In fact, fathers’ depression symptoms when children were toddlers were more influential on children’s later social skills than were mothers’ symptoms.

In sum, the findings contribute to the small but growing collection of research affirming the effects of fathers’ characteristics and father-child relationship qualities on children’s social development, rather than just the fathers’ residence in the home or presence in the child’s life, according to the paper published in Early Childhood Research Quarterly.

Tamesha Harewood, lead author on the paper in Infant and Child Development, said fathers, in addition to mothers, should be included in parenting research and family-intervention programs and policies.

“A lot of family-risk agencies are trying get the dad more involved, but these are some of the things they could be missing,” said Harewood, a researcher in MSU’s Department of Human Development and Family Studies. “When the agency is talking with the dad, it’s not just about providing for your child economically, but also to be there for your child, to think about how stress or depression might be influencing your child. In order to understand and help children in their development, there needs to be a comprehensive view of the whole family, including both mom and dad.”

The Minister of Shipping and Road Transport & Highways Shri Nitin Gadkari has called for massive skill development in the maritime sector. Addressing the 129th meeting of the National Shipping Board (NSB) in New Delhi, Shri Gadkari said that necessary policy level and administrative reforms must be effected urgently so that training institutions are able to run skill development and training modules for a wide ranging variety of disciplines. He said that employment generation is a major priority with the present government and many jobs will open up in the shipping and allied sectors in the coming years.

The prestigious Sagarmala Programme itself is expected to throw up about one crore jobs. In addition, he said, the twelve major ports are being modernized and mechanized, three new ports are coming up soon, 111 inland waterways are being developed across the country and coastal shipping is also poised for major growth. All this will open up many employment avenues, so we need to train our youth so that they can take advantage of the job opportunites.

Shri Gadkari also said that we need to expand the scope and content of training modules so that Indian seafarers can be trained for multi-tasking and be the preferred choice for sea faring companies. According to a presentation made during the meeting, India ranks very poorly in terms of the number of seafarers it supplies to sea faring companies. One reason for this is that the Indian seafarers are not trained for multi-tasking.

Speaking about the need to promote ease of doing business the Minister called upon members of the National Shipping Board to study best practices from across the world in the maritime sector, look at successful experiments and administrative reforms, be in constant dialogue with stakeholders and then come out with recommendations for an integrated development of the maritime sector. He urged them to suggest ways to improve policies, remove obstacles and bring about administrative changes through cost effective and eco friendly means. He urged all concerned to work with a positive, proactive and pro-reforms approach to develop the sector.

Shri Gadkari also released the logo of the National Shipping Board.

The National Shipping Board is the highest advisory body on matters related to Indian Shipping and matters arising out of the Merchant Shipping Act, 1958. The Board was established on 1st March 1959. Opening the deliberations ,the Board Chairman Shri Vishwapati Tripathi informed that over the past two years NSB has made several recommendation for revamping the maritime sector, and many of these recommendations have also been implemented. Today’s meeting was also attended by Dr K Hariprabhu and Shri C.M. Ramesh, both Members of Parliament and Members of NSB. Shri Alok Srivastava, Addl Secretary, Ministry of Shipping, Representatives of DG Shipping, DG, Naval Operations, DG, Indian Coast Guard and stakeholders comprising of shipowners, seafarers union as well as representatives of Indian Navy, Coast Guard and maritime experts attended the meeting and deliberated over issues like enhancing skills of seafarers in maritime sector, ease of doing business in the maritime industry and promotion of public private partnership in the maritime sector.

Committee to Prepare Draft Ganga Act asked to submit report in 3 months

Ministry of Water Resources, River Development and Ganga Rejuvenation has constituted a committee to prepare draft Ganga Act. Justice Shri Girdhar Malviya (Retd.) is the Chairman of the committee. Other members ot the committee are : Shri V.K.Bhasin, Ex-Secretary, Legislative Department, Govt of India, Prof. A.K. Gosain, llT Delhi and Prof. Nayan Sharma, llT Roorkee. Shri Sundeep, Director,National Mission for Clean Ganga is the Member Secretary.

The Committee has been asked to prepre a Draft Act on Ganga ensuring wholesomeness of the River. The Act should have provisions to ensure cleanliness (Nirmalta) and uninterrupted e-flow (avirlta)) of Ganga. The Committee may take into consideration any other issue which it may deem fit in the drafting of the Act. The tenure of the Committee would be for a period of three months which may be extended by another three months, if required.

It may be recalled that Union Minister for Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti had said on 4th July, 2016 that a new act will be formulated for speedy implementation of Namami Gange programme. Chairing the 6th meeting of the National Ganga River Basin Authority in New Delhi the Minister had said that five Ganga basin states have agreed in principle to this idea.
