Centre targets to enhancing fish production in 2015-16

Realizing the immense scope for development of fisheries and aquaculture, the Government of India has restructured the Central Plan Scheme under an umbrella of Blue Revolution, as per Minister of State for Agriculture and Farmers Welfare, Shri Sudarshan Bhagat. The restructured Central Sector Scheme on Blue Revolution: Integrated Development and Management of Fisheries(CSS) approved in December, 2015 by the Government provides for a focused development and management of the fisheries sector to increase both fish production and fish productivity from aquaculture and fisheries resources of the inland and marine fisheries sector including deep sea fishing.

The scheme has the following components:

(a) National Fisheries Development Board (NFDB) and its activities,

(b) Development of Inland Fisheries and Aquaculture,

(c) Development of Marine Fisheries, Infrastructure and Post-Harvest Operations,

(d) Strengthening of Database & Geographical Information System of the Fisheries Sector,

(e) Institutional Arrangement for Fisheries Sector,

(f) Monitoring, Control and Surveillance (MCS) and other need-based Interventions,

(g) National Scheme on Welfare of Fishermen

The objectives of the scheme are (i) to increase the overall fish production in a responsible and sustainable manner for economic prosperity, (ii) to modernise the fisheries sector with special focus on new technologies, (iii) to ensure food and nutritional security in the country, (iv) to generate employment and export earnings and (v) to ensure inclusive development and empower fishers and aquaculture farmers.

The scheme aims at enhancing fish production from the present level of 107.95 lakh tonne (provisional) (2015-16) to about 150 lakh tonne by the end of the financial year 2019-20; and to augment the export earnings with a focus on increased benefit flow to the fishers and fish farmers to attain the target of doubling their income.

Besides, the Marine Products Export Development Agency (MPEDA), Ministry of Commerce and Industries also implements various export promotion policies and schemes to enhance export earnings from the marine and brackish-water fish and aquaculture products.

 

Steps for protection & conservation of Native Breeds of Cattle

Minister of State for Agriculture and Farmers Welfare, Shri Sudarshan Bhagat has informed that in order to complement and supplement the efforts made by the States for protection and conservation of indigenous breeds of cattle Government of India has undertaken following measures:

(i) Rashtriya Gokul Mission a new initiative initiated as a part of National Programme for Bovine Breeding and Dairy Development exclusively for development and conservation of indigenous bovine breeds including indigenous breeds of cattle.

(ii) National Dairy Plan-I a World Bank assisted project being implemented in 18 major dairy States covering development and conservation of 12 indigenous breeds of cattle and buffaloes namely (i) Gir; (ii) Kankrej; (iii) Tharparkar; (iv) Sahiwal; (v) Rathi; and (vi) Hariana cattle breeds and (i) Marrah; (ii) Mehsana; (iii) Pandharpuri; (iv) Jaffarabadi; (v) Banni and (vi) Nili Ravi buffalo breeds.

(iii) Government has also established three subordinate organizations namely (i) Central Cattle Breeding Farms (CCBFs) (ii) Central Herd Registration Scheme and (iii) Central Frozen Semen Production & Training Institute. These organization are also undertaking development and conservation of indigenous breeds namely (i) Tharparkar; (ii) Red Sindhi; (iii) Gir; (iv) Kankrej; (v) Ongole; (vi) Hariana and (vii) Rathi breed of cattle and (i) Surti; (ii) Murrah; (iii) Meshsana and (iv) Jaffarabadi breeds of buffaloes.

R & D in Agriculture Sector

Minister of State for Agriculture, Shri Sudarshan Bhagat has conveyed that the agricultural research needs of the country are being catered through National Agricultural Research System (NARS) which comprise Indian Council of Agricultural Research (ICAR), Central Agricultural Universities, State Agricultural Universities and Central/ State Universities having agriculture faculty.

Indian Council of Agricultural Research (ICAR) through its 101 institutes/ deemed universities and 79 All India Coordinated Research Projects (AICRPs) is engaged in conducting basic and applied research to cater the needs of farmers across the country.

The NARS has developed 261 varieties of field crops and provided 2.3 lakh quintal breeder seeds during last three years (2012-13 to 2014-15). During 2016, another 164 varieties of field crops have been notified. Early maturing and thermo-tolerant crop varieties with higher nutrient and water use efficiency for newer niches and cropping systems have been developed and released for cultivation. The NARS in association with Department of Agriculture, Cooperation & Farmers Welfare (DoAC&FW) made available 347.31, 351.77 and 343.52 lakh quintals of certified/ quality seeds during 2013-14, 2014-15 and 2015-16, respectively, to the farmers. Moreover, India is currently producing more than 283 million tonnes of horticulture produce from an area of 24.3 million ha. Over the last decade, the area under horticulture has risen by 3.8 % per annum and production by 7.6 % per annum. Cost effective novel cane node technology and quality tissue culture seedling material in sugarcane, high density planting in cotton, quality seed production and microbial retting in jute, broad bed furrow planting technology in soybean, direct seeded rice and resource conservation technologies in wheat have been developed and demonstrated. Molecular markers for cultivar identification in cotton, rice, sorghum, pearl millet, wheat, maize, mungbean, and urdbean were developed. The genomes of two important pulse crops of India viz. chickpea and pigeonpea and cereal crop wheat have been successfully decoded. By adopting a path of science-led growth of its agriculture, India reaped dividends in the form of a strong, self-reliant and resilient food security situation. The spectacular achievements in the agricultural sector are attributable in large measure to technology-led improvements in agricultural productivity and investments in R & D in agriculture & allied sectors and effective pursuit of improved technologies by farmers. Several pest management practices involving eco-friendly biological control methods like pheromones and release of parasites and predators are being used for pesticide free harvest by the farming community. Also cotton ginning sector is modernised through Technology Mission on Cotton (Mini Mission IV) and as a result, the country is able to produce cotton bales with a low trash content (less than 3 per cent trash).

However, as per Census 2011, the ‘Literacy Rates’ and the ‘Work Participation Ratio’ for the minorities have shown considerable improvements in respect of minorities as compared to Census 2001. As against the Budget provision of Rs. 3,712.78 crore provided during 2015-16, Rs. 3,654.85 Crore was expended by the Ministry of Minority Affairs for the welfare of minorities. For the year 2016-17, the Government has increased the Budget provision for the Ministry at Rs. 3,800.00 crore as against Rs. 3,712.78 crore provided during 2015-16. During the year 2015-16, Rs. 3,654.85 Crore was expended by the Ministry for the welfare of minorities.

Following is the statement of Air Chief Marshal Arup Raha PVSM AVSM VM ADC Chief of the Air Staff on AN-32 aircraft of Indian Air Force which went missing over the Bay of Bengal :-

“An AN-32 aircraft of the Indian Air Force was on a scheduled courier sortie from Tambaram, Chennai to Port Blair. The aircraft had departed Tambaram at 0830 AM on 22 July 2016 with 6 crew and 23 personnel.

Radar contact with the aircraft was lost when the aircraft was east of Chennai at an approximate distance of 270 km. Since then there has been no contact with the aircraft.

Extensive operations have been launched to search for the missing aircraft and personnel. Several aircraft with surveillance equipment of the IAF, Indian Navy and Indian Coast Guard have been flying in the area. A large number of ships of the Indian Navy and Indian Coast Guard, some with helicopters on board have also joined the search.

It is very unfortunate that we have not been able to trace the missing aircraft and the personnel on board. It is a very difficult moment for all of us and we share the concerns of the distraught family members. IAF authorities are in constant touch with the family members of the missing personnel and they are being regularly updated about the efforts being made to trace the missing aircraft and personnel.

AN-32 transport aircraft was inducted into the IAF between 1984-1991. In the last three decades of its operations we have exploited the capabilities of this aircraft as the workhorse of the IAF. Because of its excellent operational performance, AN-32 has been landing at Daulat Beg Oldie, which is the highest landing ground in the world. Needless to say that capable aircrew are chosen to fly these aircraft.

Events like these are painful reminders of the inherent risks which our brave personnel face in the execution of our daily missions. A thorough enquiry will be conducted to ascertain exactly what led to this unfortunate event. The IAF remains committed to provide the best possible equipment and training to our personnel so that they can execute their assigned missions professionally.

Our prayers and thoughts are there with the missing personnel and their families and no effort will be spared to locate them.”

The National Highways and Infrastructure Development Corporation Limited (NHIDCL) is organising a conference on “Appropriate Technologies for Soil and Slope Stabilisation and Road Construction in High Rainfall Areas” coinciding with its Second Inception Day at New Delhi today. The Conference, inter alia, aims at advocating the use of appropriate soil, slope stabilisation and other technologies to enhance the life cycle benefits of road pavements in high rainfall conditions. The Conference will have three technical sessions chaired by experts in the field and the deliberations aim to focus on introduction of new technologies which would also reduce the carbon footprint during infrastructure construction. A number of experts would be attending this conference.

The conference would be inaugurated by Sh. Nitin Gadkari, Hon’ble Minister for Road Transport and Highways and Shipping Ministers of State for Road Transport and Highways and Shipping Sh. Pon. Radhakrishnan and Sh. Mansukh L. Mandaviya will also be present.

The National Highways & Infrastructure Development Corporation (NHIDCL) is a fully owned Company of the Ministry of Road Transport and Highways, Government of India which was incorporated on 18th July 2014. The Company envisages to promote, survey, establish, design, build, operate, maintain and upgrade National Highways and other infrastructure including interconnecting roads particularly in the North Eastern region and strategic areas of the country sharing international boundaries with neighbouring countries. An approximate aggregate length of 10,000 kms has been identified to begin with for development through this Company. In the first phase, the Ministry of Road Transport and Highways has entrusted 60 works to the Company for constructing 3586 Kms at a total costf Rs 34300 crores.

Defence Research and Development Establishment (DRDE), a Gwalior based laboratory of Defence Research and Development Organisation (DRDO) has developed the following medicines and medical equipment: –

Medicines:

• Monoisoamyl dimcracaptosuccinic acid (miDMSA) as a treatment for chronic arsenic poisoning.

• Alpha-ketoglutarate (A-KG) as an antidote for cyanide poisoning.

• 2-deoxiglucose (2-DG) as radio-modifier and cancer therapy.

Medical kits / Equipment:

• First Aid Kit Chemical Warfare (CW) Type A (for 03 persons).

• First Aid Kit Chemical Warfare (CW) Type B (for 30 persons) specially for field hospitals.

• Auto injector for on-field application of medicaments for treating Nerve Agent poisoning.

These Medicines and medical kits / equipment are very specific for Services for use during Nuclear, Biological & Chemical (NBC) warfare scenario. Therefore, these have not been brought out in the open market.

However, DRDO developed herbal medicine “Lucoskin ointment and syrup” for treatment of Lucoderma has already been in the market since 2011.

ONGC Videsh raises US$ 1 billion from international markets

ONGC Videsh Vankorneft Pte. Ltd. (“OVVL” or the “Company”), an indirect wholly-owned subsidiary of ONGC Videsh Limited, which itself is a direct wholly owned subsidiary of Oil and Natural Gas Corporation Limited (“ONGC”) announced that it has priced on 19 July 2016 US$ 1 billion Notes comprising of US$ 400 million Senior Unsecured Notes due 2022 and US$ 600 million Senior Unsecured Notes due 2026 in the international capital markets (the “Notes”). The Notes are guaranteed by ONGC. The Notes have been assigned a rating of Baa2 (Moody’s) and BBB- (S&P).

The transaction is the largest transaction size achieved by an Indian issuer in 2016 and the First Dual tranche issuance from India in 2016. The 5.5-yr and 10-yr Notes were c. 2.2 and 2.3 times over-subscribed respectively, across 185 accounts which participated in the landmark issuance.

ONGC and ONGC Videsh Limited conducted a series of investor meetings in key financial centres of Asia (Hong Kong & Singapore) and Europe (London) beginning 14th July 2016. The deal roadshows were successful with over 80 investor meetings across 3 days. 185 investors participated in the landmark issuance.

The 5.5-year Notes were priced at T+ 175 bps, bearing a fixed coupon of 2.875% per annum, equivalent to a price of 100.00 and a yield of 2.875% and the 10-year Notes were priced at T+220 bps, bearing a fixed coupon of 3.750% per annum, equivalent to a price of 99.81 and a yield of 3.773%. OVVL intends to use the Notes proceeds to refinance a part of the bridge loan availed for the acquisition of a 15% equity interest in JSC Vankorneft, Russia.

The Notes saw a large geographic spread with interested investors from Asia, Europe and Offshore USA accounts. The investors’ base are Fund Managers, Banks, Private Banks and Sovereign Wealth Funds / Insurance companies.

Citigroup and Standard Chartered Bank acted as Joint Global Coordinators and Citigroup, Standard Chartered Bank, DBS Bank Ltd, Mizuho Securities, MUFG and SMBC Nikko acted as Joint Book-runners and Joint Lead Managers for this issuance.

The Government has constituted an Inter-Ministerial Committee comprising members from various Ministries/Departments of the Government of India to coordinate all activities relating to promotion of Organ Donation in the Country.

The Government is implementing a National Organ Transplant Programme, under which a provision has been made to award best transplant coordinator, best hospitals/institutes, doctors working in the organ donation related areas and donor families. 15 members of donor families were honoured on the eve of “6th Indian Organ Donation Day” held on 27th November 2015; A post of Director NOTTO in the rank equivalent to Joint Secretary to the Government of India and ten more posts have been created in NOTTO for effective functioning of the NOTTO.

Update:Search and rescue ops in bay of Bengal for missing IAF AN-32

The search and rescue operation for the missing AN 32 aircraft entered its fifth day on Tuesday even as hopes of finding alive the 29 defence personnel on board receded as all leads till now have turned out to be bad.

“A lot of resources are in place. All leads till now have turned out to be bad. We are trying to concentrate on some links or sound which has emitted from some area. Trying to find out, that needs to be ascertained but there were some false leads but false leads of similar type,” Defence Minister Manohar Parrikar said here today.
