A 340 Action points has been circulated to all State Governments and Union Territory Administrations with a request to implement the same by 30th June 2016 and upload the implementation report by 7th July 2016 on Ease of Doing Business dashboard of Department of Industrial Policy and Promotion.

 The details of 340 Action points are available on the website of the Department of Industrial Policy and Promotion www.dipp.nic.in

The Government of Telangana has informed to this Ministry that Government of Andhra Pradesh has uploaded reforms which were not implemented as on 30th June 2016 on the dashboard of Department of Industrial Policy and Promotion. However, the reforms implemented after 30th June 2016 will not be considered.

Minister of State for Agriculture & Farmers Welfare, Shri Sudarshan Bhagat has said that formation of Dr. Rajendra Prasad Central Agriculture University, Pusa has been completed with the untiring efforts of the Union Minister for Agriculture & Farmers Welfare, Shri Radha Mohan Singh in which the youth of India and Bihar are getting education in Agriculture science which will in turn benefit agriculture in Bihar.

Shri Bhagat informed that under the process of the formation of Dr. Rajendra Prasad Central Agriculture University, it was decided to bring the assets of Rajendra Prasad Agriculture University, Pusa under Dr. Rajendra Prasad Central Agriculture University, Pusa for which formation of Assets Taking over Committee was pending.

The Minister said that the Government of Bihar has sent the names of two of its representatives. The committee has been formed today and the state government has been informed. two representatives of Government of India of this committee will leave for Patna, Bihar.

Communication is backbone of Change Management says Venkaiah Naidu

Minister of Information & Broadcasting, Urban Development, Housing & Urban Poverty Alleviation, Shri M. Venkaiah Naidu has said that principal objective of public communication is to make people informed participants and enthusiastic partners in the task of nation building. Effective public communication was the backbone for change management and thus all officials of Ministry of I&B and its Media Units were important stakeholders in this process as change agents.

The Government priorities were clear in the context of expectations from officials which included focus on Results, Transparency, Accountability, Discipline and Enabling work environment. The Minister stated this here today while addressing the Officers of Ministry and Media Units of Ministry of Information & Broadcasting at National Media Centre. Minister of State for I&B, Col. Rajyavardhan Rathore, Secretary (I&B), Shri Ajay Mittal and Media Heads were also present on the occasion.

For effective public communication, the Minister said that there was a vast scope for improvement of effective functional linkages among different media units of the Ministry including PIB, Publications Division, Directorate of Field Publicity, DAVP, Films Division, AIR and Doordarshan. This would ensure a comprehensive and integrated outreach of the Government initiatives. Regarding the changing communication paradigm, Shri Naidu said that Technological advances had revolutionized the way we communicate with each other and there was a need to fully harness Social Media platforms like Twitter, Facebook for effective communication and participatory development.

The Minister also mentioned that it was imperative to realize the importance of communication in achieving the mission of making of a developed India and the celebration of India in its diverse and rich cultural traditions.

Strategic Partners for Domestic Manufacturing

The Government is committed to the goal of achieving self-reliance in our defence capabilities. Accordingly, the concept of ‘Make in India’ is a focal point of the current defence acquisition policy and procedures. The Defence Procurement Procedure (DPP) focuses on giving boost to the ‘Make in India’ initiative of the Government through indigenous design, development and manufacturing of defence equipment, platforms and systems. A new category viz. ‘Buy (Indian-IDDM)’ [Indigenously Designed, Developed and Manufactured] has been introduced as the most preferred category of Procurement. The ‘Make’ procedure has been simplified to ensure increased participation of Indian Industry. There is provision for Government funding of upto 90% in cases involving design and development systems / equipment which necessitate harnessing of critical technologies and which may involve large infrastructure investment. Provisions for involving private industry as Production Agencies and Technology Transfer Partners have been incorporated. The role of MSMEs has also been enhanced in the defence sector.

The V.K. Aatre Task Force was constituted by Government to lay down criteria for selection of the Strategic Partners for various platforms from the Private Sector Industry. It has presented its Report to Government.

Railway Passengers Safety & Security

Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). However, Railway Protection Force (RPF) supplements the efforts of the GRP to provide security to passengers including women.

The following measures are being taken by Railways for safety and security of passengers including women passengers in trains:

1. On vulnerable and identified routes/ sections, 2500 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.

2. The ladies special trains running in Metropolitan cities are being escorted by lady RPF constables.

3. The ladies compartments in sub-urban trains running in metropolitan cities are being escorted by RPF and GRP. Staff deployment is made during late night and early morning in such trains to ensure proper security to the lady passengers.

4. Security Help Line number 182 is made operational over Indian Railways for security related assistance to passengers in distress.

5. Regular drives are conducted to prevent entry of male passengers in compartments reserved for ladies, and if found, they are prosecuted under the provisions of Railways Act.

6. Surveillance is kept through CCTV cameras, provided at about 344 stations over Indian Railways, to ensure safety and security of passengers.

7. RPF holds regular coordination meetings with State Police at all levels to ensure proper registration and investigation of crime by GRP.

(b): Regular analysis of passenger crime is done to identify the affected trains, stations and sections and accordingly security arrangements are made for the safety and security of passengers in close co-ordination with GRP.

The Security Help Line 182 has been very effective in meeting security related complaints of passengers. During the year 2015 and 2016 (upto June), 7897 and 6092 number of complaints were received respectively over Help Line number 182. The routes on Central Railway followed by North Central Railway and Northern Railway are found to be receiving maximum number of complaints.

Presently, provision of CCTV on 500 coaches including for ladies compartments has been sanctioned. Provision of CCTV for ladies compartment shall be done progressively as induction of coaches and earmarking of ladies compartment in coaches is a continual process.

Revenue Earned from Auction of Coal Blocks

The Government has auctioned 31 coal mines (17 Schedule II & 14 Schedule III) so far in three tranches under the provisions of the Coal Mines (Special Provisions) Act, 2015 and the Rules made there under. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal, New & Renewable Energy and Mines today in a written reply to a question in the Rajya Sabha .

The Minister further informed that out of the 17 Schedule II coal mines auctioned, which were operational before cancellation by the Supreme Court, mining operations have commenced/mine opening permission granted in 10 Schedule II coal mines. In addition, 1 Schedule III coal mine is also operational/mine opening permission granted. Rest of the Schedule II coal mines are in the process of starting mining operations after obtaining necessary statutory clearances as well as appointment of mining contractor. In many cases, the matter of appointment of Mine Developer & Operator is sub-judice. Schedule III coal mines are expected to commence mining only in the next 2-3 years as they were not operational at the time of the allocation.

Shri Goyal further said that 45 Court cases are pending relating to Coal Mines (Special Provisions) Act, 2015 and the auction conducted under the Act. Out of these 45 cases, hearing has been completed and judgement is reserved by Hon’ble Delhi High Court in 25 cases.

Revenue which would accrue to the coal bearing State Government concerned from allocation of coal mines comprises of Upfront payment as prescribed in the Tender /Allotment document, Auction/Allotment proceeds and Royalty on per tonne of coal production. Of the 31 coal mines auctioned, 10 are located in the State of Jharkhand. The revenue which shall accrue to the State of Jharkhand during the life of mine/lease period from the auction of 10 coal mines under the provisions of the Coal Mines (Special Provisions) Act, 2015 is estimated at Rs. 49,273 Crores, the Minister said.

Shri Goyal stated that the number of coal mines allocated to private sector in the three tranches of auction for utilization in specified end uses i.e. Power (Regulated Sector) and Steel, Cement, Captive Power Production (Non-Regulated Sector) is 30, out of a total of 31.

SAIL and RINL organise Customer Meet to increase use of Steel in Haryana

For the Northern Region’s customers, an interaction for increasing steel use in Haryana was organized in Jind, Haryana today, which was graced by Hon’ble Steel Minister Shri. Chaudhary Birender Singh. Haryana MLA Smt. Prem Lata Singh also attended the event. The customers meet based on boosting steel consumption was organized by Steel Authority of India Ltd. (SAIL) and Rashtriya Ispat Nigam Ltd. (RINL), the two major steel PSUs under the Ministry of Steel.

Addressing the customer’s meet, Hon’ble Steel Minister said, “Haryana is an industrially as well as agriculturally developed state which is widening its scope of development for industries and this will present good opportunity for improved steel consumption.” Expressing his confidence on the domestic steel industry including SAIL and RINL, he said, “the domestic steel industry should exhibit a sense of urgency in leveraging their R&D strength thus improving their cost efficiencies. The domestic steel producers should take all steps to promote use of steel at the earliest as time is of essence in the fast changing business scenario. SAIL and RINL should quickly stabilize their modernized facilities, maximize their performances and strengthen the domestic sector.”

This customer’s meet was arranged at a time when India is amongst the few world markets where steel consumption has better prospects and steel demand is expected to grow on back of government’s sustained spending on infrastructure, construction, housing, smart cities, Make in India etc. initiatives. The average per capita consumption of steel in India is below 60 kg and in rural India a mere 12 Kg, thus providing ample opportunity to boost steel consumption. While the steel market is globally challenging, the domestic industry must take innovative steps to enhance country’s steel consumption and counter the effects of cheap imports by its cost effective and quality steel. Domestic industry should use design & product engineering for enhancing steel consumption by establishing steel’s cost effectiveness, quality & durability as a material for construction in sectors like infrastructure, transportation and urban development.

Haryana is a developed state with a good blend of agricultural as well industrial base in its economy. The state has major industrial zones for country’s northern region with presence of several national and international manufacturing companies from sectors including automobile, heavy industries, engineering parts and equipments, paints, diary, agricultural equipments, housing materials, tube & pipes etc. Along with this, the state has a handsome and strong agriculture and food processing industry. In tandem with the vision of central government’s progressive policies, Haryana government is also keen to develop many cities as smart cities and Faridabad and Karnal have already found its niche in the centre’s ‘Smart Cities Mission’. All these factors culminate to a strong opportunity for improved steel consumption in Haryana providing a conducive market for domestic producers.

Defence Minister Shri Manohar Parrikar has informed that the Contract for Apache Attack Helicopters has been signed with US Government and Boeing on 28th September, 2015 at a cost of Rs.13,951.57 Crore. The contract for Chinook Heavy Lift Helicopters has been signed on 28th September, 2015 with Boeing, USA at a cost of Rs.8047.85 Crore.

The delivery of Apache helicopters will commence from July, 2019 and will be completed by March, 2020. The delivery of Chinook helicopters will start from March, 2019 and will be completed by March, 2020.

Union Home Minister chairs High Level Committee meeting for Central Assistance

The Union Home Minister, Shri Rajnath Singh, chaired a meeting of the High Level Committee (HLC) here for Central Assistance to Manipur, Rajasthan and Uttar Pradesh affected by earthquake, hailstorm and drought respectively.

The Union Minister for Finance and Corporate Affairs Shri Arun Jaitley, Minister for Agriculture & Farmers’ Welfare Shri Radha Mohan Singh, Union Home Secretary Shri Rajiv Mehrishi and senior officers of the Ministries of Home, Finance and Agriculture attended the meeting.

The Committee examined the proposals based on the report of the Central Team which visited Manipur, affected by earthquake, Rajasthan, affected by hailstorm, and Uttar Pradesh, affected by drought. The HLC approved the assistance in respect of Manipur to the tune of Rs 14.65 crore, Rs 79.18 crore for Rajasthan and Rs 622.76 crore for Uttar Pradesh.

Railways “Mission Zero Accident”

Ministry of Railways concerned over loss of innocent lives in incidents taking place at railway level crossings is working on a comprehensive scheme to eliminate all level crossings in the Indian Railways system expeditiously in a phased manner. Minister of Railways Shri Suresh Prabhu in his Railway Budget  2016-17 had announced “Mission Zero Accident” and “elimination of unmanned level crossings” formed a ‘sub-mission’ of this. It was announced that Indian Railways intends to eliminate all unmanned level crossings on Broad Gauge in the next 3-4 years for which innovative financing mechanisms are being developed.

There are total 28607 level crossings in all in Indian Railways. Out of which 19267 level crossings are manned and 9340 level crossing are unmanned. Out of the total unmanned level crossings, around 6388 level crossing or on broad gauge network and  need priority attention for elimination.  Remaining 2952 unmanned level crossings exist on Meter-Gauge/Narrow Gauge network. The traffic density movement on a particular level crossing is defined by the concept called Train Vehicle Unit (TVU) which is multiplication of ‘number of train units’ by the ‘number of road vehicle units’ passing through that level crossing in 24 hours period.

Indian Railways is endeavouring to eliminate all level crossings on Broad Gauge in a phased manner by either of the following methods.

  1. Closure           -Closing unmanned level crossings having NIL/negligible Train Vehicle Unit (TVU)
  2. Merger           – Merger of unmanned level crossing to nearby manned/unmanned level crossing or subway/Road Under Bridge (RUB)/ Road Over Bridge (ROB) by construction of diversion road.

                            iii.            Provision of Subways/RUBs

  1. Manning         – Phased manning of unmanned level crossings, which cannot be eliminated by above means.
  2. Unmanned  level crossings on Meter Gauge/Narrow Gauge will preferably be eliminated during gauge conversion.

The current action plan is focusing no eliminating almost all the Broad Gauge unmanned level crossing numbering 6352 in the next 3-4 years. While Indian Railways has eliminated 1148 level crossings and 1253 level crossing in 2015-16, it has scaled up its target and now plans to eliminate 1440 level crossings.

It may be mentioned that substantial funds are required in the task of eliminating unmanned level crossing.  Till such time when all the unmanned level crossings are eliminated from the railway network, Indian Railways have been taking measures to prevent accidents at such level crossings.  The data indicates that most of the accidents at unmanned level crossing have taken place because of the negligence and carelessness on the part of the road user. As a temporary measure Ministry of Railways has deployed Gate Mitras (Gate Counselors) on outsourcing on contractual basis at identified vulnerable unmanned level crossings. The Gate Mitras have been sourced from Home Guard, Ex-Servicemen etc. also at various places and are provided suitable training for carrying out their duties by the Zonal Railways. They counsel and guide road users to take appropriate precautions while passing through level crossings. The deployment of Gate Mitras has led to reduction in a number of incidents at unmanned level crossings. In 2014-15, 50 accidents took place at unmanned level crossings while in 2015-16 it came down to 29. Till 1st April, 2016 a total 4326 Gate Mitras were deployed at vulnerable level crossings.

Simultaneously, Indian Railways has been conducting awareness campaigns to prevent occurrence of such unfortunate incidents. The campaigns include organizing Nukkad Nataks (street plays), distribution of leaflets in and around unmanned level crossings, sending of mass SMS alerts to road users at around level crossings, advertisements and posters, special lectures in the educational institutions etc. Periodic special awareness drive to sensitize the public regarding usage of unmanned level crossings are also organized at regular intervals. Various steps like provision of road signages, repairing of approach roads, availability of height gauges, availability of danger mark over the height gauges, etc are being checked and ensured.

Under the existing Motor Vehicles Act (Section131), the road user is supposed to take appropriate precautions while passing through the unmanned level crossing.  Clause 131 prescribes certain duties for a driver approaching an unmanned level crossing to ensure safe crossing of the vehicle in the interest of public safety. The text of the Section 131 is reproduced below : –

“131. Duty of the driver to take certain precautions at unguarded railway level crossings. – Every driver of a motor vehicle at the approach of any unguarded railway level crossing shall cause the vehicle to stop and the driver of the vehicle shall cause the conductor or cleaner or attendant or any other person in the vehicle to walk up to the level crossing and ensure that no train or trolley is approaching from either side and then pilot the motor vehicle across such level crossing, and where no conductor or cleaner or attendant or any other person is available in the vehicle, the driver of the vehicle shall get down from the vehicle himself to ensure that no train or trolley is approaching from either side before the railway track is crossed”

Air Marshal B Suresh appointment as Air Officer-in-Charge Personnel

Air Marshal B Suresh AVSM VM, assumes charge as Air Officer-in-Charge Personnel (AOP) at Air Headquarters today. A graduate of the ‘Rashtriya Indian Military College’, Dehradun and ‘National Defence Academy’ Kharakvasla, the Air Marshal was commissioned as a fighter pilot in the Indian Air Force on 13 Dec 1980.

He is a meritorious graduate of the ‘Tactics and Air Combat Development Establishment’ (TACDE), a graduate of the ‘Defence Services Staff College’ Wellington and a post graduate from Cranfield University, Shrivenham UK. He commanded No.2 Squadron – The Winged Arrows – as a Wing Commander, TACDE as a Group Captain and a strategic fighter base as an Air Commodore. He is a highly experienced fighter pilot who has flown a variety of fighter aircraft and helicopters.

He has held a number of staff appointments that include Joint Director and Director (Air Staff Inspection), Director Operations (Joint Planning), Directing Staff (TACDE), Air Assistant to Chief of Air Staff, Assistant Chief of Air Staff Operations (Air Defence) and Senior Air Staff Officer, Western Air Command.

He is a recipient of two AOC-in-C’s commendations, the ‘Vayu Sena Medal’ and the ‘Ati Vishist Seva Medal’.

Air Mshl B Suresh is married to Mrs Radha Suresh and they have a son and a daughter. He has been keen follower of sports. His other interests include reading and music.
