Approval to signing of Air Services Agreement between India and Lao

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for signing of new Air Services Agreement (ASA) between India and Lao People’s Democratic Republic (Lao PDR).

The Agreement is expected to spur greater trade, investment, tourism and cultural exchange between the two countries bringing it in tune with the developments in the civil aviation sector. It will provide enabling environment for enhanced and seamless connectivity while providing commercial opportunities to the carriers of both the sides ensuring greater safety and security.

Under the agreement, the designated airlines of the two countries shall have fair and equal opportunity to operate the agreed services on specified routes. The routes and frequencies shall be decided subsequently. ASA is the basic legal framework for any air operation between the two countries.

NDDB to implement “GiftMilk” scheme to improve Child Nutrition

The duty and functions of National Dairy Development Board are to promote, plan and organise programmers for the purpose of development of dairy and other agriculture based and allied industries and biological on an intensive and nation-wide basis and to render assistance in the implementation of such programs.

Government has approved a proposal for setting up an Institution for promotion of nutrition through milk/milk products (especially for children) utilising Corporate Social Responsibility funds of NDDB’s subsidiaries and other voluntary donation. Subsequently , NDDB registered a trust/ society known as ‘NDDB Foundation for Nutrition’(NFN) to implement this initiative known as “Giftmilk” to improve child nutrition thought consumption of milk & milk products by providing milk free of cost. The supply of milk / milk product would be facilitated through dairy cooperatives only. NFN is currently implementing the “Giftmilk” imitative in 3 schools -2 in Delhi & 1 in Telangana, which have a total enrolment of about 3100 students. Till now about 1,20,000 packets of flavored milk have been distributed . The “Giftmilk” is presently supported by NDDB’s subsidiaries who have contributed fro their CSR commitment.

The NFN has been registered on 9 October 2015 in Gujarat under the Societies Registration Act, 1860 and Bombay Public Trust Act,1950. Further, NFN has been granted approved u/s 80G (5) of the Income Tax Act 1961.

NDDB is extending financial and technical support to dairy cooperatives. NDDB is implementing National Dairy Plan phase-1(NDP-1), a central sector scheme of Ministry of Agriculture, Government of India to increase milk production in the country.

Resettlement of Ex-Servicemen

The salient features of the policy being implemented for resettlement of Ex-Servicemen in the country are as under:-

The Directorate General of Resettlement (DGR), an Attached Office of the Department of Ex-Servicemen Welfare, Ministry of Defence, is responsible for rehabilitation of retired defence personnel in the country through training courses, reservations in Central / State / PSU jobs and resettlement schemes including self-employment schemes.

The salient features of the policy being implemented for resettlement of Ex-Servicemen (ESM) in the country are as follows:

TRAINING  PROGRAMMES:

Meaningful professional and vocational training to retiring Officers, Junior Commissioned Officers (JCO) and Other Ranks (OR) is imparted by DGR through various training institutes for the rehabilitation and resettlement of ESM in civil life by upgrading their skills to prepare them to take on new assignment / jobs and assisting ESM in finding re-employment.  An option to undergo resettlement courses in reputed institutes pan India is provided to Officers, JCO / OR and retired personnel to enhance their educational qualifications and increase employment options post retirement.  An exemption of 100% of the course fees is given to JCOs / ORs  and 60% to Officers.  The exempted amount against the course fees is paid by office of DGR.

RE-EMPLOYMENT OPPORTUNITIES:

(i)  Reservation in Government Jobs:

The Central Government has provided the following reservation for ESM for vacancies in the posts to be filled by direct recruitment:-
10% in Group ‘C’ posts and 20% in Group ‘D’ posts in Central Government jobs.
•  14.5% in Group ‘C’ and 24.5% Group ‘D’ posts in Public Sector Undertakings and Nationalized Banks which includes 4.5% reservation in each category for Disabled Soldiers and Widows / Dependents.
10% posts upto Assistant Commandants in Central Paramilitary Forces.
100% in Defence Security Corps.
(ii) Most State Governments also provide reservation in State Government jobs, which varies from State to State and is based on the rehabilitation policy of the concerned State and the total population of Ex-Servicemen domiciled in the State.
(iii) Placement Assistance through DGR:  Directorate General Resettlement (DGR) sponsors Ex-Servicemen (Officers) to various Government organizations, Public Sector Undertakings, Corporate Houses, Private Sector, Central Para Military Forces etc. based on their requisition for re-employment of ESM.  The DGR sponsored ESM are re-employed by the requisitioning agencies after due process of selection by them.
(iv) Army welfare Placement Organization and similar placement cells in Air Force and Navy help ESM in finding suitable jobs in Banks, Industries, Corporate Houses, Academic Institutions, Hospitals, Hotels and Real Estate.
(v) Age relaxation is available to the Ex-Servicemen in posts filled by direct recruitment.
(vi) DGR sponsored Security Agency Scheme.

SCHEMES OF SELF EMPLOYMENT:

(i)  Schemes for Officers only:

ESM Coal Loading and Transportation Scheme.
•  Allotment of Bharat Petroleum Corporation Limited / Indian Oil Corporation Limited, Company Owned Company Operated Outlets PAN India.
Management of CNG Station by Ex-Servicemen (O) in National Capital Region.

(ii)  Schemes for all:

Coal Tipper Attachment Scheme. 
Allotment of Army Surplus Vehicles.
•  Allotment of Regular LPG Distributorship Scheme under ‘Government Personnel’ Category.
Allotment of Oil Product Agencies under 8% Defence Quota.
Allotment of LPG Agency Under Rajiv Gandhi Gramin LPG Vitran Yojna.

(iii)  Schemes for JCOs / ORs  Only:

•  Allotment of Mother Dairy Milk Booths and Fruit & Vegetable (SAFAL) Shops in NCR.
Allotment of Milk Shops of Gopaljee Dairy Pvt. Ltd. In Delhi / Noida.
Allotment of KIOSKS / Retail outlet of Gopaljee Farm Fresh in Faridabad / NCR.

Welfare and resettlement of Ex-Servicemen is a continuous process and the Government endeavors to explore every possible avenue for increasing employment opportunities for the Ex-Servicemen through various initiatives including pre and post retirement trainings and awareness programmes.  The resettlement schemes are reviewed and upgraded from time to time and new schemes are also initiated in consultation with the concerned stake holders.

Horticulture Production assessment under the Project CHAMAN

The nature of horticulture crops is such that it is not easy to make assessment of their production. These crops, especially vegetables are grown in small plots, fields or in the back of the houses, do not have single harvesting in most of the cases which makes their assessment difficult. Many horticulture crops have multiple pickings in a single season. Similarly many fruit trees are scattered, which do not count for assessment.

In view of above difficulties several research studies were taken up by agricultural scientists in the past. Recently Department of Agriculture, Cooperation & Farmers Welfare has launched a new project called CHAMAN. Under this project sound methodology for estimation of Horticulture crops is being developed and implemented on pilot basis using Sample Survey methodology and Remote Sensing technology.

Indian Agricultural Statistics Research Institute (IASRI) has developed a Sample Survey methodology which is now being implemented on pilot basis in 5 states for estimation of area & production in respect of major horticulture crops under the project CHAMAN.

Simultaneously under CHAMAN, another project for area and production assessment of seven major horticulture crops through Remote Sensing, is being carried out by Mahalanobis National Crop Forecast Centre (MNCFC). Besides estimation of crops, MNCFC is carrying out several developmental studies and is also conducting some research studies for precision farming and developing signatures for horticulture crops like vegetables, being grown in smaller plots, for their assessment.

The new DPP which has come into effect from 01.4.2016 focuses on institutionalising and streamlining procedures to give a boost to the ‘Make in India’ initiative of the Government by promoting indigenous design, development and manufacturing of defence equipment, platforms, systems and sub-systems. The ‘Make’ procedure has also been refined to ensure increased participation of Indian industry.

During the last two financial years (2014-15 and 2015-16) 108 contracts with a total value of Rs. 112736.81 crore have been signed for capital procurement of defence equipment including Ships, Missiles, Frigates, Rockets, Simulators, Aircraft, Helicopters and Radars out of which 73 contracts, involving a value of Rs. 72303.34 crore, were signed with Indian vendors.

Wide Spread Calamities (based on season-end yield)
  • The time line for receipt of final yield data for assessment of crop loss has been fixed as “within one month from final harvest”.
  • To increase the reliability, accuracy and speed of CCE data, mandatory use of smart phones/hand held devices for capturing images, location of the CCE and for online transmission of data on centralized  server (eg Bhuvan server) would be done for faster compilation of data and quick claim settlement.
  • Final Claims will be paid with three weeks from receipts of yield data.
Wide spread calamities  (On Account payment of Claims due to Mid-Season Adversity)
  • On – account payment would be paid to all eligible insured farmers  within one month of the notification invoking this provision by the State Government.
Prevented/Failed Sowing and Prevented Planting/Germination
  • The insurance company would disburse the claim within 30 days of the State’s order/notification invoking the event.
Post-Harvest Losses
  • The insurance company would disburse the claim, if payable within 30 days of receipt of loss survey report.
  • The loss assessment should be completed within12 days after the intimation by the farmer.
Localized Risks
  • The insurance company would disburse the claim, if payable with 30 days of survey of loss.
  • The loss assessment should be completed with 12 days after the intimation by the farmer.

Can we protect against computers being fingerprinted ?

Summary:Researchers are working to find new methods of protecting against the “fingerprinting” of personal computers – and are now giving members of the community the chance to see firsthand their own computer browser print.

Imagine that every time a person goes out in public, they leave behind a track for all to see, so that their behaviour can be easily analysed, revealing their identity.

This is the case with people’s online browser “fingerprints,” which are left behind at each location they visit on their internet browser.

Almost like a regular fingerprint, a person’s browser fingerprint — or “browser print” — is often unique to the individual. Such a fingerprint can be monitored, tracked and identified by companies and hackers.

Researchers at the University of Adelaide are working to find new methods of protecting against the fingerprinting of personal computers — and are now giving members of the community the chance to see firsthand their own computer browserprint.

“Fingerprinting on computers is invisible to most people but there are companies out there who are already using these techniques to learn more information about individuals, about their interests and their habits,” says Lachlan Kang, a Computer Science PhD student who is conducting this study as part of a wider project on privacy, within the University’s Schools of Computer Science and Mathematical Sciences.

“This can be quite powerful information to have, especially if it’s used to tailor advertising to you. In countries that are less benign than ours, it could also be used to spy on people,” he says.

“Computer users generally are growing in awareness of privacy issues, but currently there’s little that can be done to counter fingerprinting. This is because fingerprints build up in between the websites you’re visiting — your browsing history and personal information can be pooled in the gaps between those websites. Simply clearing your browsing history won’t make any difference to this, because the information is already out there.”

Mr Kang is seeking the public’s help to better understand which fingerprinting techniques are the most powerful, so that he can help to build defenses against them.

“Eventually we hope that people will be able to protect themselves from being fingerprinted, or tracked without their consent. But in order to do this, we need to analyze a large number of online fingerprints — as many as 10,000 of them would be helpful. Currently we have 2500, which is a great start,” he says.

“No personal information will be retained for our project. We’re simply looking for the data, which will be rendered anonymous for ethical reasons.”

Medium Range Surface to Air Missile (MR-SAM) is an advanced air defence system being jointly developed / produced by Defence Research and Development Organisation (DRDO) and Israel Aerospace Industries (IAI) at an estimated cost of Rs.10,075.68 Crore.

Contract was signed in February 2009. MR-SAM can detect incoming enemy aircraft at 100 km distance and destroy them at ranges upto 70 km.

The Finance Minister, Shri Arun Jaitley will inaugurate the 2nd edition of India International Footwear Fair (IIFF) – the premier specialised B2B event of the India Trade Promotion Organisation (ITPO) and Confederation of Indian Footwear Industries (CIFI) on August 5, 2016 at Pragati Maidan, New Delhi.

IIFF (August 5-7, 2016) is being organised with support of apex bodies including the Council for Leather Exports (CLE), Central Leather Research Institute(CLRI), Indian Shoe Federation (ISF), Footwear Design and Development Institute (FDDI) and Indian Footwear Components Manufacturers Association (IFCOMA) and Indian Finished Leather manufacturers Association (IFLMEA).

This year, as many as 263 leading companies from India and abroad are participating in the fair. These include over 160 Indian companies and 103 overseas from Brazil, China, Iran and Taiwan. Chinas group participation is represented by Wenzhou Donnor Exhibition Group, G&F Co. and Splendour Exhibition Group.

IIFF features a wide range of products in Hall 14 & 18 at Pragati Maidan.
