The Government is implementing Scheme of Scholarships to Young Artistes in Different Cultural Fields for advanced training in the field of Indian Classical Music, Indian Classical Dance, Theatre, Mime, Visual Art, Folk, indigenous Art, Light Classical Music including traditional arts.

Applications are invited online every year and meritorious candidates are selected on the basis of their performance/interview by the Expert Committee constituted by the Ministry for this purpose.

Under the Scheme up to 400 scholarships are given every year to selected young artistes in the age group of 18-25 years @ Rs. 5,000/- per month for a period of two years. However, there is no art-wise and state-wise quota for grant of scholarship.

Azadi 70-Yaad Karo Kurbani: HRD Ministry to celebrate the Freedom Fortnight

In pursuance of the decision to celebrate the forthcoming Independence Day as Independence festival, Ministry of Human Resource Development plans to arrange a series of events in educational institution across the country. It was earlier decided that the period from 9th August , 2016 to 23rd August 2016 be celebrated as “Azadi 70- Yaad Karo Kurbani” (Freedom Fortnight) to re-instill the spirit of freedom struggle and national movement among the younger generation. A list of suggested activities is being circulated among Secretaries of Education of all states/UTs, heads of CBSE, Kendriya Vidyalaya Sangatan (KVS) and Navodaya Vidyalaya Samiti.

It is directed to circulate the draft list of activities to all the schools under their purview, including private and aided schools asking them to carry out as many activities as possible. It is to be ensured that the each primary/upper primary/elementary/secondary school takes up at least one activity and each higher secondary school takes up at least two activities. Mass singing of the National Anthem at 11.00 AM on Tuesday, the 23rd August, 2016 is to be conducted across all the schools in the country.

The suggested list of activities include

1) Mass recitation of the National Anthem by all students in the state/UT, including private and unaided schools at 11.00 AM on 23rd August ( the last day of Fortnight long celebrations)

2) School Children could paint greeting cards for Jawans posted at border stations. These could be sent to the nearest APO for forwarding to the jawans.

3) Mass tree plantation drive by the students may be organized to unstill the idea of sustainable development.

4) Talks can be organized in the schools by invited persons on the theme of freedom Movement. Special focus may be on martyrs from the state/UT or local areas. 5) Painting, Elocution, Essay Writing, Slogan Writing and Patriot song singing competitions may be organized.

6) Plays with Freedom movement theme may organized; Freedom Run may also be organized

Department of Higher education is also directed to take necessary steps to celebrate the Freedom Fortnight in befitting manner in the institutes and autonomous bodies under its purview

Nuclear Power Corporation employees seek Dr Jitendra Singh’s intervention

A delegation of employees of the Nuclear Power Corporation of India Ltd. (NPCIL), which functions under the auspices of Department of Atomic Energy, Government of India, called on Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here yesterday. The delegation was led by Members of Parliament, Shri C.P. Joshi and Shri Om Birla. The delegation sought Dr Jitendra Singh’s intervention for rationalising the pension benefits available to them.

In a memorandum submitted to the Minister by Shri Nirmal Kumar Jain, General Secretary, Rajasthan Atomic Power Labour Union and other members of delegation, it was stated that though the NPCIL was established in 1987 and currently has over 11,583 employees working under it, yet many of the benefits available to employees in other departments of the Government and other Public Sector Units (PSUs) are not available to them. In this regard, they particularly referred to the absence of any proper pension scheme for them. It recalled that as a follow-up to their repeated representations, a Pension Committee was constituted in 2004 but till date, no definite outcome is visible.

The memorandum demanded that the National Pension Scheme (NPS) introduced by DoPT is quite useful and this scheme should be made available to employees of NPCIL as well. They stressed that NPS Corporate Sector model will not only ensure social security for the NPCIL officials, but will also motivate them to perform better.

SAIL posts 15% sales growth in July’ 16

New Delhi:: Steel Authority of India Ltd. (SAIL) witnessed a good start to the second quarter of the current financial year 2016-17 by achieving a 15% growth in its total sales including exports, for the month of July’16 compared to the same month last year (SMLY). Despite onset of lean season on account of monsoon, Company’s domestic sales crossed 1 million tonnes of saleable steel which is an increase of 8.5% over SMLY. Across all product categories, the long products performed the best with a 17% growth and special steels at 4% growth in sales compared to July’15.

On the production front, the July’16 performance witnessed improved production of 1.16 MT of saleable steel which was a 13% growth over SMLY. The Techno-economic parameters also registered improvement over July’15 with 11% improvement in BF (blast furnace) productivity and 4% in Coke rate. The ramping up of new mills contributed to the enhanced production resulting in higher sales through supply of improved products to the market.

SAIL Chairman Mr PK Singh attributed the growth in sales to the company’s continuous endeavor towards its strengthening customer centric processes. He said, “we are striving to produce higher Net Sales Realization (NSR) products through ramping up our new facilities and completing the balance modernization projects. At the same time, we are exploring new markets, both domestic and overseas. The company continues to focus on cost reduction initiatives and we hope to serve the market better with our enriched product basket.”

SBI to offer loans to 7 lakh Jan Dhan account holders

The country’s largest lender State Bank of India has identified 7 lakh accounts, which were opened under the Pradhan Mantri Jan Dhan Yojana (PMJDY), for providing overdraft facility, a top bank official said .

“We have identified 7,00,000 account holders who can take overdraft facility. Under financial inclusion, we have just crossed 10 crore accounts,” said SBI chairperson Arundhati Bhattacharya.

Seven lakh loans (taking overdraft) will be provided for personal purposes also, not necessarily for entrepreneurship, she said at the 13th Banking Conclave organised by FICCI.

“These are small loans. Amount of loans depends up on account holder’s turnover. This is basically for the people who have sufficient turnover in their accounts in order to get an overdraft,” she said.

People who are belonging to low-income group and have opened accounts under PMJDY are eligible for such loans. She said even after the successful ending of PMJDY, the bank used to open 60,000 accounts a day in the financial inclusion space.

With the help of evolving technology, the bank is looking at franchise model in which a person can provide all the banking services seamlessly and it helps to expand bank’s reach, she said.

Bhattacharya said small loans are being delivered by business correspondents. With the upgradation of business correspondents model, the bank is coming up with small value insurance, investment and deposits products, she said.

Ministry of Civil Aviation have, formulated a National Civil Aviation Policy, 2016 which provides for promoting regional connectivity by way of revival of un-served and under-served airports and airstrips. Revival of 50 such airports in the next three years is to be “demand driven”, depending on firm commitment from airline operators and where the State Government concerned agrees to provide various concessions envisaged in the Policy.

Haryana to encourage Corporates to fund school projects

Companies will now be encouraged to fund government school projects in Haryana as part of the state government’s Corporate Social Responsibility (CSR) activities.
A co-ordination committee has been formed as part of a measure aimed at filling the funding gap in the sector and improving the quality of education, state Education Minister Ram Bilas Sharma said here .
He said the state was striving to uplift Education Development Indicators.
“Fortunately, Haryana has a large number of reputed corporate houses and the government is keen to attract Corporate Social Responsibility (CSR) funds, directly or indirectly, apart from the state budget allocated for education, so as to inject quality in education system,” Sharma said.
The government has framed a state-level CSR Co-ordination Committee in education with an aim to fill funding gaps in the government school projects and to avoid the duplication in ongoing projects, he said in a statement.
The committee would also identify and attend to priority area components, supplementing government activities without replacing them and forming action plans, Sharma said.
“It would co-ordinate and channelise the efforts to achieve goals and facilitate CSR works through implementing agencies like the NGOs and Corporates, monitor and review CSR activities implemented by various agencies, handhold, co-ordinate, facilitate and monitor the impact on Education Development Index (EDI) of the state or district and share best practices in CSR among corporates,” he said.
There would be three separate committees so as to evolve a more scientific and professional approach in the execution of CSR activities effectively. These are State Level Steering Committee in Education, Core Committee which would be Sub-Committee of State Level Steering Committee and District Level Steering Committee in Education, Sharma said.
State Level Steering Committee (SLSC) will have Additional Chief Secretary, Secondary Education as its chairperson. Other members include Director Secondary Education, Director Elementary Education, representative of Corporate houses and Industries to be decided by CII and FICCI.
Referring to the core areas of education under CSR, Sharma said corporate or industries and NGOs can be engaged under CSR in infrastructure gap filling, capacity building, improving quality of education, inclusive education for disabled, motivating and bringing the school dropouts to the schools and strengthening of schools running for out of children.

Swachh Bharat corpus drying as Corporates not chipping

Prime Minister Narendra Modi’s call for making India clean by 2019 does not seem to have inspired corporates and individual donors to loosen their purse strings. A special corpus set up by the government two years ago to mobilize funds for the Swachh Bharat Mission is drying up owing to lukewarm response from potential donors comprising public and private companies besides philanthropists.
Set up in September 2014, the Swachh Bharat Kosh (SBK) has so far received Rs 412 crore which includes interest. Of this, the Union finance ministry that administers the fund has already sanctioned Rs 382 crore to different states for implementing sanitation projects.
With corporate and PSUs shying away from making contributions, the corpus is presently left with just `30 crore. The paltry fund has set alarm bells ringing in the government with the governing council of SBK, headed by expenditure secretary, recently holding a meeting with corporate and PSUs to impress upon them to donate more generously.
Swachh Bharat Mission that aims to make urban and rural areas clean and open defecation free has a total outlay of Rs 1.96 crore till 2019, to be shared by the Centre, states and the private sector. Industry insiders say corporate houses tend to spend CSR money on initiatives they patronize directly.
Veteran banker Naina Lal Kidwai, who heads the India Sanitation Coalition that FICCI under her founded 13 months ago, said that corporate houses “by and large” like to run CSR programmes on behalf of themselves.
“They are reluctant to donate to a fund where they do not have control over where the money is going. Corporates are skeptical of large central-run corpuses,” Kidwai added.
The total contribution from the private sector so far is a measly Rs 125 crore. One of the biggest donor is Larsen & Toubro with Rs 60 crore contribution followed by the Bajaj group with Rs 20 crore.
Spiritual leader Mata Amritanandamayi’s organization has donated Rs 100 crore.
Over two dozen Public Sector Undertakings have donated Rs 101 crore. General Insurance Corporation takes the lead among PSUs with a donation of Rs 15 crore. Individual donors have contributed Rs 6.27 lakh.
The government, too, has initiated ways to resolve the crisis. The ministry of drinking water and sanitation, which is implementing the program in rural areas has prepared a framework to engage the private sector.

Cheering the passage of the GST Bill in Rajya Sabha, India Inc said roll out of the much-awaited indirect tax reform will contribute significantly to the growth of the economy and bring down the overall cost of goods and services.
Terming GST as the “biggest reform in the field of taxes in the country”, CII Director General Chandrajit Banerjee said: “GST is expected to remove the cascading effects of various multi-level indirect taxes on goods and services and will subsume most of the country’s central and state level duties and taxes, thus making the country a national market.
“GST will bring in much needed transparency and higher investments in the coming years and we hope that a few percentage points to India’s GDP will be added through higher tax revenue and investments”.
The Rajya Sabha today gave its approval to the long pending GST Bill as government forged a consensus with Opposition parties for passage of the reform legislation.
Assocham President Sunil Kanoria termed it as a milestone in India’s economic reforms after the 1991 reforms.
He, however, said the biggest challenge is to make it people friendly.
“We have to ensure that the overall tax rates do not go up, they should rather come down so that GST gets approval of the people,” Kanoria said.
“The cooperation extended by the Opposition to this crucial legislation is the cornerstone of democracy and gives industry a lot of hope on progress of reforms in the country,” FICCI President Harshvardhan Neotia said.
Anshuman Magazine, Chairman, CBRE – India and South East Asia termed it as a “major tax reform for our economy, which will transform India into a single market”.
He said the roll out of the indirect tax reform is likely to positively impact the real estate sector.
“GST will facilitate Make in India by making India a unified market, improve competitiveness of Indian businesses and help bring down the prices of goods for consumers by doing away with cascading levels of taxation. In the long run, it will also enhance Government revenue,” Harsh Pati Singhania, Director JK Organisation said.

Welcoming the passage of the GST Bill in Rajya Sabha, Maruti Suzuki India Managing Director and CEO Kenichi Ayukawa said: “The automotive industry wholeheartedly welcomes this tax reform. GST is about unifying the market, widening the tax net and generating efficiencies throughout the value chain.”
Faster implementation will be critical in determining its success, he added.
Meanwhile, Power Minister Piyush Goyal in a tweet said, “#GSTBill will create a single national market and will benefit the poor the most. Ek Bharat, Shreshth Bharat.”
On the passage of GST Bill thyssenkrupp India CEO Ravi Kirpalani said, “We welcome the passing of the GST bill. We believe that GST implementation will considerably improve ease of doing business in India, create a unified market and help companies optimise manufacturing and distribution costs. This in turn will be good for both producers and consumers.”
“The fact that there is a political consensus to pass the GST bill, will also improve global confidence in India as an investment destination.”
OYO Rooms founder Ritesh Agarwal said, “We look forward to working closely with the Government in working out the rules which will provide greater clarity with regard to the applicability of this law for e-commerce players and aggregators.”
Ravichandran, Senior VP, Co-head, Corporate Sector ratings, ICRA said implementation of GST will be positive for some of the port logistics players such as CONCOR, Gateway Distriparks and Allcargo Logistics as GST will lead to a realignment of warehousing and supply chain requirements of companies.
“This should lead to increased demand for ICDs, CFSs, Multi modal logistics parks and container trains. While service tax burden will increase, the industry should be able to pass it on to trade without impacting their margins,” he said.

The Government  proposes to implement utility-scale Solar Photovoltaic Power Plant projects at various major ports across the country. The funds for establishment of solar power projects are arranged by the major ports from their own resources and no funds have been released from the Ministry.

Following are the objectives:

(i)              Part of the Green Port Initiative launched by this Ministry.

(ii)            Contributing to reduction in carbon emissions and consequently improving environment.

(iii)          Reduce cost of power purchased from grid by utilization of solar power for power generation.

(iv)          Meeting with Renewable Purchase Obligation (RPO) as mandated by State Governments.
