Financial Aid for Rubber Industry, eyes Strategic Growth in Northeast States

India’s rubber sector receives a 23% increase in financial assistance from the Ministry of Commerce & Industry, Government of India, reaching Rs 708.69 million. The focus continues to be on extensive planting, productivity and support for Rubber Producers Societies. The aid is expected to help the The Rubber Board on digitization and promote the sector in the Northeast.

IndianBureaucracy, New Delhi, February 21, 2024: The financial assistance allocated for the ‘Sustainable & Inclusive Development of Natural Rubber Sector’ has seen a significant increase, marking a 23% increase from Rs 576.41 crore to Rs 708.69 crore for the upcoming two fiscal years (2024-25 and 2025-26). The financing aims to help the rubber industry to extensive focus on rubber planting and enhance productivity.

In an effort to support the rubber industry, a substantial area of 12,000 hectares in traditional regions will undergo rubber planting during the mentioned financial years, with an allotted budget of Rs 43.50 crore. The planting assistance has been elevated to Rs. 40,000 per hectare from the previous Rs 25,000 per hectare, providing a crucial incentive for growers and covering the increased cost of production. Additionally, 3752 hectares in non-traditional regions will be cultivated with an outlay of Rs 18.76 crore.

To facilitate this initiative, the Rubber Board will supply planting materials worth Rs 50,000 per hectare, complementing the ongoing INROAD project in the North East. Further, special planting assistance of Rs 2,00,000 per hectare will be provided for Scheduled Caste (SC) growers in non-traditional regions.

In a bid to ensure the production’s sustainability, the government plans to support rain guarding in 67,000 hectares and plant protection (spraying) in 22,000 hectares, with an envisaged budget of Rs 35.60 crore over the next two years.

The scheme also emphasizes the formation of Rubber Producers Societies (RPS) to empower rubber growers. Over the next two years, assistance will be extended for the creation of approximately 250 new RPSs, with increased support from Rs 3,000 to Rs 5,000. This heightened assistance aims to support various activities such as farmer education, seminars, group meetings, capacity building, exposure visits, and model farms.

The Rubber Board’s commitment to improving service delivery is reflected in its intensified digitization efforts. The board plans to provide fast and instant services through mobile-based apps and incorporate drone technology for geo-tagging. An allocation of Rs 8.91 crore has been earmarked for the overall digitization of the Rubber Board.

To promote MSMEs in the Northeast region, three nodal centres of the National Institute of Rubber Training (NIRT) are proposed in Agartala, Guwahati, and Nagaland, with an outlay of Rs 5.25 crore over the next two years. These centers will focus on imparting training in product manufacture and quality control, benefitting a total of 10,700 individuals across the country.

Additionally, an outlay of Rs 29.00 crore has been provided for rubber research, aimed at developing clones suitable for different agro-climatic regions. This initiative seeks to expand rubber cultivation to new areas to meet the rising demand in the country.

Welfare measures, including educational stipends, women empowerment schemes, assistance for house construction, group life insurance cum terminal benefit, personal accident insurance schemes, and pension schemes, with an outlay of Rs 7.02 crore for the next two years, are also part of the comprehensive plan to improve the quality of life for workers in the rubber sector.

IEPFA and DBS Bank collaborate to Boost Investor Awareness and Combat Fraud

The Investor Education and Protection Fund Authority (IEPFA), is entrusted with administering the Investor Education Protection Fund (IEPF). It facilitates effortless tracking of refund claims for investors and operates a dedicated national helpline 1800-114-667. IEPFA ensures regulatory compliance, requiring companies to transfer unclaimed shares, dividends, and deposits after seven years.

IndianBureaucracy, New Delhi, February 21, 2024: In a move to strengthen support for investors, a Memorandum of Understanding (MoU) was signed between the Investor Education and Protection Fund Authority (IEPFA), Ministry of Corporate Affairs, Government of India and DBS Bank in New Delhi.

The objective is to leverage DBS Bank’s expansive digital platforms for disseminating safety messages regarding investments and fraudulent schemes. DBS Bank, with its extensive network in 19 Indian states, including branches and ATMs, will help amplifying IEPFA’s investor awareness initiatives.

Established on 7th September 2016, under the Ministry of Corporate Affairs, IEPFA administers the Investor Education and Protection Fund, caters to refunds of shares, unclaimed dividends, and matured deposits/debentures, among other investor-related matters.

DBS Bank holds a prominent presence in the Asian financial services landscape and presently conducts operations through its wholly-owned subsidiary, DBS Bank India Limited, with an operational history spanning 29 years in India.

DBS IEPFA 1The bank will utilize its diverse digital platforms to disseminate IEPFA’s message on financial literacy and protection against financial fraud. This includes displaying safety messages during ATM transactions, allocating dedicated web space on its official website, and utilising communication channels such as the messaging platform WhatsApp and social media to drive the campaign.

The MoU was signed under by Lt. Col. Tushar Anand, General Manager of IEPF Authority, and Shri Rajiv Bagga, Executive Director and India Head of Government Business at DBS Bank. The ceremony witnessed the presence of various officials, including Shri Sumit Aggarwal, Assistant General Manager, IEPFA, and executives from DBS Bank.

This collaboration follows similar MoUs signed by IEPFA with Bank of Baroda and ICICI Bank.

Lieutenant General Upendra Dwivedi has assumed the appointment of the Vice Chief of the Army Staff on 19 February 2024. On assumption of appointment, Lieutenant General Upendra Dwivedi laid wreath at the National War Memorial and was accorded Guard of Honour at the South Block Lawns.

Prior to taking over as the Vice Chief of the Army Staff, Lieutenant General Upendra Dwivedi was tenanting the appointment of General Officer Commanding-in-Chief, Northern Command from 2022-2024 in extremely challenging operational environment.

4(2)X0EPAn alumnus of Sainik School, Rewa (MP), Lieutenant General Upendra Dwivedi was commissioned into 18 JAMMU & KASHMIR RIFLES in 1984, a unit he later commanded. The General officer has had a unique distinction of balanced exposure of both Northern and Western Theatres.

During his illustrious career spanning across 39 years, he has held command appointments in challenging operational environments, spanning the length and breadth of the country. He commanded his unit in Kashmir Valley as well as in Rajasthan. He has been Sector Commander and Inspector General Assam Rifles in intense Counter Terrorism environment in the North East. Lieutenant General Upendra Dwivedi commanded the Rising Star Corps with operational role along the Western Borders. He later commanded the prestigious Northern Army from 2022-24 in extremely challenging operational environment along both northern and western borders. During his command, he provided Strategic guidance & Operational oversight for planning and execution of sustained operations along the northern and western borders, besides orchestrating the dynamic Counter-Terrorism operations in J&K. During this period, the General officer was actively engaged in the ongoing negotiations with China in resolving the vexed border issue. He was also involved in modernisation and equipping of the largest Army Command of Indian Army, where he steered the induction of indigenous equipment as part of Atmanirbhar Bharat. He synergised with people of Jammu, Kashmir and Ladakh for convergent Nation-Building outcomes and infrastructure development.

Besides the challenging command assignments, Lieutenant General Upendra Dwivedi has tenanted important staff appointments in Headquarters Armoured Brigade, Mountain Division, Strike Corps and Integrated HQ (Army).

As Director General Infantry, he had steered and fast-tracked capital procurement of weapons for the three services, leading to significant and visible capability enhancement for our Armed Forces. As Deputy Chief of Army Staff (Information System & Coordination), the General officer gave impetus to automation and absorption of niche technologies in the Indian Army. Being a technology enthusiast, he worked towards enhancing the technical threshold of all ranks in Northern Command and pushed for ‘Critical and Emerging Technologies’ like Big Data Analytics, AI, Quantum and Blockchain-based solutions.

The General officer has held instructional appointments to include tenures at Infantry School and Army War College, Mhow. The General officer’s two overseas tenures include Somalia, as part of HQ UNOSOM II and Seychelles as Military Advisor to the Govt of Seychelles.

The General officer has attended the Defence Services Staff College, Wellington & Higher Command Course at AWC, Mhow. The General officer was conferred ‘Distinguished Fellow’ in the coveted NDC equivalent course at USAWC, Carlisle, USA. He has an M Phil in Defence & Management Studies, in addition to the two Master’s Degrees in Strategic Studies and Military Science including one from USAWC, USA. The General officer has also authored / presented articles in various professional forums / journals. He has pioneered the first ever compendium on Indo – Myanmar Border Management.

Lieutenant General Upendra Dwivedi took over as the Vice Chief of the Army Staff from Lieutenant General MV Suchindra Kumar, who now has been appointed as the General Officer Commanding-in-Chief, Northern Command. He has rich experience in operations, intelligence, operational logistics, force structuring and modernisation initiatives.

IICA is responsible for induction and in-service training of Indian Corporate Law Service (ICLS) officers, capacity-building and training programmes, policy advisory functions, public outreach and stakeholder consultations through seminars, conferences and forums.

IndianBureaucracy, Manesar, February 21, 2024: The School of Business Environment at the Indian Institute of Corporate Affairs (IICA), Ministry of Corporate Affairs, Government of India, recently organised the inaugural session of its flagship capacity-building program, the IICA Certified Business and Human Rights Professional. The event took place in Manesar on February 1, 2024 and saw active collaboration with Business and Human Rights in Asia (B+HR), the United Nations Development Programme (UNDP), and the support of the European Union.

The primary objective of the program, as outlined by Shri Praveen Kumar, Director General and CEO of IICA, is to instill a good understanding of national instruments within the Indian Constitution and other laws that promote human rights. Emphasis was placed on the significance of ethical practices in business supply chains, with a particular focus on protecting vulnerable sections of society.

Addressing the gathering, Prof. Garima Dadhich, Head of the School of Business Environment, highlighted the need for creating champions in the field of Business and Human Rights (BHR) within businesses. The event aimed to serve as a platform to foster collaboration and shared responsibility among corporate professionals, focusing on sustainability and ethical business practices.

Ms. Nusrat Khan, National Specialist BHR at UNDP, stressed the importance of human rights in achieving Sustainable Development Goals (SDGs), citing that nearly 90 percent of SDG targets are based on human rights principles. The collaboration with UNDP aims to integrate human rights considerations into corporate strategies to foster long-term sustainable development.

Adding a practical dimension to the event, Ms Shubha Sekhar Regional Director Human Rights Coca-Cola, shared insights into addressing reputational and legal risks in businesses. She underscored the clarity needed regarding the roles of business and human rights professionals within organisations.

Shri Viraf Mehta, Adjunct Faculty at IICA, highlighted the importance of adopting a human rights approach in achieving broader sustainability goals. His address emphasised the interconnectedness of human rights, business practices, and overall sustainable development.

Dr Ravi Raj Atrey shared insights into the three-month online learning and certification program on Business and Human Rights offered by IICA. He announced the nominations for the upcoming third batch of the ‘IICA Certified Business & Human Rights Professional’ program, encouraging interested individuals to apply through the official IICA website, www.iica.nic.in.

The event saw the active participation of 30 corporate representatives from diverse domains such as sustainability, business and human rights, corporate social responsibility (CSR), human resources, among others. Directors on boards of various companies also attended as registered participants, contributing to the diversity of perspectives and experiences shared during the program. The collaborative effort of IICA, UNDP, and the European Union marked a significant milestone in advancing the integration of human rights principles into the corporate landscape for sustainable and ethical business practices.

The event was attended by Shri B L Verma, Minister of State, Ministry of Development of North Eastern Region and senior government officials from the Ministry and the States from the North East.

Shri Verma highlighed on changes in connectivity in the region and increased accessibility through road, railways, airways, and digital means. With 17 operational airports and 20 waterways, the region has promising potential in the sectors in power, connectivity, agriculture, education, health, textiles, sports, and tourism, and invited investors to explore these prospects.

REC Foundation | Contributes 15 Cr for education of 12,500 children of ex-servicemen

REC Limited, a Maharatna CPSE under the Ministry of Power and a leading NBFC, through its CSR arm – REC Foundation, has demonstrated unwavering support for the welfare of Ex-Servicemen and their dependents by making a contribution of Rs 15 Crores to the Armed Forces Flag Day Fund, which will be used for the education of 12,500 children of ex-servicemen.

The commitment was sealed by way of a Memorandum of Agreement signed by Smt. Taruna Gupta, Executive Director (CSR), on behalf of REC, and Commodore HP Singh, Secretary, Kendriya Sainik Board, in New Delhi. Smt. Taruna Gupta, ED(CSR), REC said, “At REC, we believe in the importance of honoring the sacrifices made by our Ex-Servicemen and their families. Our contribution to the Armed Forces Flag Day Fund reflects our commitment to their welfare and well-being.”

Commodore HP Singh, Secretary, Kendriya Sainik Board said, “We are deeply grateful for the support of REC Foundation. Their contribution will significantly enhance our efforts to provide assistance and welfare programs for Ex-Servicemen and their dependents.”

The Armed Forces Flag Day Fund is dedicated to providing financial assistance, rehabilitation, and welfare measures to Ex-Servicemen, war widows, and their dependents. The REC Foundation’s contribution to the Armed Forces Flag Day Fund reaffirms its commitment to corporate social responsibility and its dedication to making a positive impact on society.

The Department of Administrative Reforms & Public Grievances (DARPG) conducted the 5th National e-Governance Webinar, featuring outstanding initiatives under themes like “Excellence in District Level Initiative in e-Governance for Other States” and “Excellence in Government Process Re-engineering for Digital Transformation at States and Union Territories.” The primary goal is to encourage the sharing of knowledge and replication of successful e-Governance projects across India. Additionally, in a distinct event during the recently concluded Launching of the Monograph on Innovations in Public Administration by the Capacity Building Commission (CBC) in New Delhi, the Union Minister of State (Independent Charge) Dr Jitendra Singh urged the Commission to actively publicise innovations in Public Administration.

The History of Gang Canal of Rajasthan

The Ganga Canal of Rajasthan, also known as Gang Canal, is an irrigation network established by Maharaja Ganga Singh in the early twentieth century in the present district of Sri Ganganagar, Rajasthan. Originating from the Sutlej River near Firozpur, Punjab, near the India–Pakistan border, it traverses the districts of Faridkot, Fazilka and Muktsar.

During the Indian famine of 1899–1900,  Bikaner state faced severe repercussions. To address this issue permanently, the East India Company enlisted the services of A.W.E. Standley, chief engineer, in 1903 to find the feasibility of irrigating the western area of the Bikaner State from the Satluj Waters. The plan, designed by the then chief engineer of Punjab, Mr. R. G. Kennedy, proposed bringing the vast area of the erstwhile Bikaner state under irrigation through the Satluj Valley Project.

Delays ensued, however, with the intervention of the Viceroy of India, Lord Curzon, in 1906 and 14 years later on September 4, 1920 an agreement was signed . The foundation stone of Canal Head Works at Ferozepur was laid on December 5, 1925, and the project was completed and inaugurated by then Viceroy of India Lord Irwin in 1927. At that time it included 89 miles of constructed lined canal. The irrigated parts of the Bikaner State, now Sri Ganganagar district and Hanumangarh district, fell under the canal’s influence, irrigating 303,000 hectares of land, roughly equivalent to the Upper Bari Doab Canal. The project cost amounted to Rs. 310.97 Lakhs until 1943. Following the canal’s construction, people from south Punjab migrated to the area, prompting the state administration to provide various facilities for them. The availability of water transformed the region into fertile land, and Ganganagar became the granary of Rajasthan.

Present Day and Innovation

gangcanal e1708417566264Sri Ganganagar, a region in Rajasthan, has long grappled with the challenges of maintaining a consistent water supply to sustain its rural economy, particularly during the critical summer months. The local administration, under the leadership of Smt Rukmani Sihag, a 2012-batch Rajasthan cadre IAS officer, initiated a ground breaking project – the Gang Canal Regulation Computerization System to bring in efficiency and transparency as water in this arid rural area directly impacted the rural economy and farmer’s income. The Technological initiative enhanced agricultural output and agricultural practices by providing real-time information across 1222 villages, covering 3.14 lakh hectares of irrigated land. This technological intervention revolutionised water management in the region.

Prior to this intervention, the process of dissemination of such vital information like water supply timings, availability of water level at head of the canals was conveyed to the farmer community through the local newspapers after a 24-hour delay as the administration was largely depended on manual processes for collection of data from multiple local sites, resulting in angst in the community often leading to protests and demonstrations in the district.

The Gang Canal Regulation Computerization System covers a network of 23 canals, 1222 villages of 7 blocks of the district Ganganagar and benefits over 3 lakh farmers of the region. The automatic system made computerized regulation chart and ensured the amount of inflow of water in the district is available for everyone to see on real-time basis.

gangcanal 2Farmers of the district on a click of a finger receive information through the project portal and mobile app Sinchai Mitra which is updated three-hourly and gives out information on the water level of the canal at each head with the schedule of opening and closing of the canals along with important decision of Water User Association (WUAs) or Jal Upyokata meetings, regulation of amount of water in all major and minor canals of the district, weather forecast, mandi rates, details of important government schemes. The Mobile App has been downloaded by more than 50000 farmers since its release in 2022. The app is available in 3 languages Hindi, English and Punjabi.

Smt Rukmani Riar Sihag, is currently serving as the Municipal Commissioner of Greater Jaipur, has received the prestigious National E-Governance Award in the gold category at the recently concluded National E-Governance Conference held in Jammu.
